Minutes for Select Board Televised Meeting

Attendees: River Payne, Roger Hicks, Mike Seely, Sr., Chris Young, Bennet Flinner, Bill McCormick, Kayla McCormick, Karen McNaughton, Lenny VanGaasbeek, Rita Anderson, Bev Harris, Vera Littlefield.
 
1. Select Board Meeting opened by Payne at 7:03PM
 
2. Old Business
 
     a. TIF Amendment Application Update - Application was submitted to DECD on Friday, Feb. 24, 2017.
 
     b. Trash Bids:  Two received by the due date 3.1.17 - Opened by Seely. First one from Pine Tree Waste - does not include a performance bond. Second from McCormick and Sons - includes performance bond and contract price $156,000 per year/3 years.  In the absence of the performance bond for Pine Tree waste, the bid is not eligible for consideration. On the motion of Seely/Payne, the Select Board unanimously accepts the bid from McCormick and Sons.
 
     c. Emergency Medical Subscription Plan Reminder - Don't forget to sign up for EMS plan! This will cover what is not covered by your insurance for ambulance transport from the Town of Hollis.  Forms available in Town Hall or on our website.
 
     d. Foreclosure Notices Reminder - Notices have been sent. If you are affected and your home is in foreclosure, please contact the Town Hall to make payment arrangements immediately.
 
     e. Town Barn - Vinyl Siding Request for Proposals.  Town is looking for proposals to vinyl side the Town Barn.  It cannot be painted due to lead paint on the structure. Advertisements have been place in Smart Shopper and MMA website.  Please submit proposals to Select Board by 3.8.17.  
 
     f.  Roads- Posted Roads:  Bright orange signs have been posted on heavy limit load roads- loads heavier than 23,000 pounds must obtain a permit from the Road Commissioner.  Information is on our website, including a memo from the Road Commissioner and a list of roads affected. 
 
Snow and Ice removal Contract:  The contract states that current provider's contract can be extended for one year. Select Board can extend it for one more year at 3% increase $10,370.80 for RMDL. There will be minor changes made to amend it: 1. Brine treated ice, 2. Clear intersections to provide adequate line of sight, 3. 4 to 6 trucks, 4. Salt and Sand to follow best practices of Maine DOT, 5. Amounts of salt bought by the Town will be adjusted. Total contract amount $356,048. On motion of Hicks/Seely, Select Board unanimously approved and passed extension of Snow and Ice Removal Contract 2017/18.    
    
3. New Business
 
      a. Old Alfred Road fire and letters of appreciation - Hollis FD and local area fire departments responded to a major fire on Rt 202 on 3.1.17 that included a large barn with a residence attached. The barn was destroyed but the house was saved, no injuries to residents and pet cat was not harmed.  Hollis FD and other responding towns did an outstanding job.  Also big thanks to Poland Spring who responded with 2 water tank trucks driven to the scene.  Poland Spring, Hollis FD and responding towns' fire departments will be recognized with letters written by the Select Board.  
 
     b. FD Equipment Damage - During the 3.1.17 barn fire, there was some damage done to one of the fire engines - front of the vehicle has melted paint/plastic and a hose was destroyed. 
 
      c. Emergency Vehicles complaint - During the 3.1.17 barn fire, the Hollis FD and other local FD departments received complaints from residents that the emergency vehicles were blocking their property access. The emergency vehicles have the right of way and are there to provide support during emergencies.  If any resident has an issue about this, please contact the Select Board.  
 
      d. Harbor Management and Access Grant - Contact Mike Seely if any resident is interested in more information regarding this shoreland grant. 
 
      e. Statistics for CEO, Hollis Fire and Rescue - CEO year to date permit fees collected - $48,190. Hollis FD reports 5 incidents last month, mostly for public assistance.  Examples of these non-emergencies include checking homes for carbon monoxide, pumping out flooded basement, seniors that require help with snow removal around home. 
      
      f. Investing Town Funds - The Select Board would like to start an investment committee to investigate how to best invest the town's funds. The Treasurer and Mike will be heading the committee and would like input from the residents of Hollis. Please contact Mike Seely if you are interested. 
 
      f.  Warrant and Payroll Totals:  Warrant last week - $46,594, This week- $93,307; Payroll last week - $11,062, This week - $21,854.
 
      g. Correspondence

-SALT/SAND IS AVAILABLE BEHIND TOWN HALL FOR HOLLIS RESIDENTS- LIMIT IS TWO 5 GALLON BUCKETS PER HOUSEHOLD.
 
-DOG LICENSE FEES ARE NOW LATE as of February 1st! Fees for 2017 YEAR are $6.00 for Spayed/Neutered dog, $11.00 for unspayed/unneutered. Late fee is $25 (per dog) and is STATE mandated.
 
7. Other Business
 
a. Budget Committee- Mike gave an update on the Budget Committee- they are just about finished meeting on all budgets and will be wrapping up at the next meeting scheduled for 3/6/17.  
 
b. MSAD 6 Reallocation committee - Roger gave an update regarding the Reallocation committee for the school district. They will be discussing a few solutions at the next Budget Advisory Committee on 3/9/17- encourages anyone to attend.
