Minutes for Select Board Televised Meeting and Public Hearing
 
June 21, 2017 at 7:00PM, Community Building

Attendees: Roger Hicks, Mike Seely, Sr. Deb Stitson, Martha Huff, Bennet Flinner, Bob Cyr, Katie Quinn, Terry Walters, Rita Anderson, Vera Littlefield, Nancy Conway, Beverly Harris

Absent: Rita Perron
 

1. Select Board Meeting opened by Chair Hicks at 7:00pm.
 
2. Roger Hicks annouced himself as the new Chair for the Select Board and also welcomed newly elected SB member, Rita Perron, who was absent from the meeting.

3. Town Assessment Annoucement: By Deb Stitson. Gave additional details about the Reassessment process that was advertised in the Smart Shopper this week. Shirley Bartlett of Bartlett Assessing Services will be completing the reassessment for the next 2 years. Bob Doloff will also be assisting her.  He drives a 2004 Black Chevy 1500 pick up truck. They are only verifying information about property at this time. They will want to enter the taxpayer's homes.

4. Annual Town Meeting Results and Dog Licenses - Martha Huff, Town Clerk. Election results are on the website hollismaine.org. For Select Board- Rita Perron received 363 votes, Ben Severence 262 votes, 37 were blank. She thanked election staff for working very hard and very late last evening.

Reminder to dog owners- dogs and puppies 6 months and older need to be licensed. Please see Martha in Town Clerk's office to license them.

5. Select Board Meeting suspended by Hicks
 
6. Hicks opened the 1st Public Hearing regarding the Liquor License Application for Fox and Hound Cafe, LLC located at 415 Hollis Road. There was no public comment. On motion by Hicks/Seely, the application was approved and signed by the Select Board. All in favor.
 
7. 1st Public Hearing was closed by Hicks.

8. Hicks opened 2nd Public Hearing providing information regarding permitted and illegal Junkyards/Automobile Graveyards, Dangerous Buildings and Nuisances in the Town of Hollis.

Seely presented photographs of a portion of problem properties in Hollis including illegal junkyards, dangerous buildings and nuisances that exist in the Town of Hollis. The Town is inspecting junkyards and automobile graveyards to ensure they are safe. Once that is established, permits can be renewed by the Town. He reminded residents that junkyards do not allow automobiles. They are considered an automobile graveyard that has different requirements for safety. The Town is sending letters to the owners of the properties shown today giving them 30 days to contact the Select Board about cleaning up or fixing the property.  If no action is taken, then the Town will initiate legal action to have it remedied.

9. 2nd Public Hearing was closed by Hicks.
 
10. Select Board Meeting was reconvened by Hicks.
 
11. Old Business

     a. Hollis Community Survey Results: Seely reports that the results are availabe at the Town Hall and will be added to the website for review shortly.

     b. New Stair Lift at Community Building: Seely reports that Phase 1 will include a chair lift for access to the downstairs of the Community Building. It is scheduled to be installed in 2-3 weeks.

     c. Dedication of Hollis Community Clothing Closet - To be held on Saturday, June 24, 2017, 10:00AM. Seely encourages the public to attend. The total cost for the new facility was $23,700. The remaining $1,300 will be put towards paving the parking lot outside the facility. Poland Springs was a major contributor to this project.

12. New Business
 
      a. General Assistance – Change of Administrator.  Select Board annouced that Mike Seely, Sr. is the new General Assistance administrator for the Town of Hollis, replacing River Payne.

      b. Warrant and Payroll Totals and Correspondence read by Hicks.

- Hollis Sports Complex Committee and Hollis Community Day needs volunteers now! Please contact Debbie Tefft at Parks and Rec for more information at 929-5142.
 
- We are currently seeking applicants for an Administrative Assistant for the Parks and Recreation Department. This is a part-time position up to 19 hours a week. Please see website for details on the job description and how to apply, or e-mail Bennet Flinner at adminsecretary@hollismaine.org. DEADLINE EXTENDED TO JULY 5, 2017.

 
12. Other Business - Seely reports that the Select Board voted to change schedule for meetings on 1st and 3rd Wednesday meetings of the month. Only meeting at 7pm, no longer meeting at 5pm. 2nd and 4th Wednesdays will have 5pm. Change is in effect July 1, 2017.
