Minutes for Select Board Televised Meeting

Attendees: Roger Hicks, Rita Perron, Don Marean, Bob Cyr, Bennet Flinner, John Paul Rondeau, Sherry Estabrook, Chris McCabe, Bev Harris, Vera Littlefield, Nancy Conway

1. Select Board Meeting opened by Hicks at 7:02PM.
 
2. Old Business
    
a.  Representative Don Marean provided a detailed update regarding recreational marijuana legalization and implementation of the draft legislation. Please refer to video for details: http://vp.telvue.com/preview?id=T01739&video=320744
     
b.  Hollis Sports Complex Parking Lot Contract: Dearborn Construction bid that was previously awarded by the Select Board to construct a parking lot at the Hollis Sports Complex was approved 2-0-1 and signed by Select Board members Hicks and Perron.
    
c.  Owner's Representative for Community Building Phase 2: Rita Perron interviewed David Douglass of Standish recently for the Owner's Rep position post the Town's RFP. He has offered the Town his assistance on the project and Perron feels that he has the town's best interest in mind. She recommends his services.  On the motion of Perron/Hicks, Select Board approved and passed 2-0-1 the hiring of David Douglass as Owner's Rep for Community Building Phase 2 project.
 
d. Town Hall Structural Update given by CEO Bob Cyr. Bob reports that the structural engineer Joe Leasure that has completed the inspection of the Town Hall. He is awaiting the formal report from him but asked that he give an overview of his findings. Mr. Leasure sent an e-mail that covers these facts: 1. the attic roof rafters are grossly overstressed due to weight by 35-45% 2. Fluction of the floor between first and second floors is 25% more than is allowed by code. 3. Steel beam is not to code and second floor is eminent danger of collapse.  More info to come once the report is received by the Town.
 
3. New Business
 
     
a. Storage Facility services for Town Hall and Parks & Rec Dept:  Tabled until next meeting
     
b. Purchase Orders for August: Available upon request at Town Hall
     
c. Warrant and Payroll Totals: Warrant last week - $376,800, Payroll last week - $20,380; Warrant this week - $143,979, Payroll this week - $11,738 
     
d. Correspondence read by Hicks
 
- Volunteers wanted! The Select Board is looking for volunteers to join the New Town Complex Committee and the Community Building Committee - Phase 2 project. Request volunteer forms at adminsecretary@hollismaine.org or call  Bennet at 929-8552 ext. 26.
 
-Volunteers are also needed at the Hollis Community Clothing Closet. For more information, please contact Bonnie at 727-4015.
 
-LaDawn Therapy Riding Center is holding a FREE electronics disposal event this Saturday and Sunday, September 22nd and 23rd rain or shine at 995 Goodwins Mills Road, Dayton from 9:00AM-5:00PM. They will accept all: TVs, Monitors, Computers, Laptops, Printers/Faxes, Routers, Modems, Keyboards, Mice, Stereos, Speakers, DVD/VCRs, Wires, Small household electronics, Radios, Cell phones.
 
-The Town of Hollis is accepting bids for a Fire Suppression/Sprinkler System for the Community Building until 5:00PM October 4, 2017.  A site visit is scheduled for those interested on September 27, 2017 at 11:00AM. 4. Other Business 
 
a. Sebago Technics/Roads update: Hicks reports that Sebago Technics has submitted proposals for the other roads on the Road Bond that passed in June. Select Board is currently reviewing them.  
 
b. MSAD 6 Update: Hicks reports that at the most recent SAD6 school board meeting, they decided to buy 2 parcels of land next to the septic/water treatment facility for future use.

6. Public Comments and Questions: Attorney Chris McCabe spoke to the public and the Select Board on behalf of his client a Hollis resident named Al Carrier regarding medicinal marijuana. Details can be viewed here: http://vp.telvue.com/preview?id=T01739&video=320744
 
7. On the motion of Hicks/Perron, meeting was adjourned at 8:07PM. Passed 2-0-1.
