Minutes for Select Board Televised Meeting

Attendees:  Select Board Members: River Payne, Roger Hicks, Mike Seely, Sr., Admin. Assistant Bennet Flinner, Guest: Bernard Broder, Residents: John Paul Rondeau, Harlan Huff, Anne Johnson, Erick Johnson, John Sheahan, Lenny VanGaasBeek, Bev Harris, Nancy Conway, Vera Littlefield, Rita Anderson, Paul Mattor.

1. Meeting opened by Payne at 7:03PM

2. Public Hearing opened by Payne 7:04PM

          a. General Assistance Maximums and Appendices 2016-2017. Read and explained by River Payne.

          b. For all secret ballot warrant articles and proposed Zoning Ordinance changes for the Hollis Special Town Meeting on November 8, 2016. Read by Rita Anderson. 

Public Hearing closed at 8:03PM and Select Board Meeting reopened at 8:04PM.

3. Old Business

a. Community Building Update: Given by John Paul Rondeau. Preliminary estimate received by Caleb Builders for complete renovation is approx. $126/square foot, $660-700K. Committee is only discussing what needs to be completed at this time, no decisions are being made. Recommendations will be drafted and presented to the taxpayers to decide how much to spend on required renovations. Community building's function is to remain what it is and be home to Parks/Rec as well. 

b. Community Clothing Closet Update: Mike reports that the trailer is now gone and Poland Spring will be providing temporary storage until the permanent facility is built. Should be delivered soon.

c.  Roads Update: Roger reports that RMDL has won the Snow and Ice contract for Hollis. Animal signs have been ordered for town problem areas. New Bridge Ceremony for Bar Mills Bridge will be on 11/7/16 at 2:00PM. It will be available for use the next day, 11/8/16. Rita Anderson will be there for the ribbon cutting ceremony!

e. Budget Committee and Planning Board Vacancies: There is one vacancy on each board. Please contact the Select Board if interested in joining.

f. Maintenance Worker and Fire Chief positions: Ads posted and will be conducting next phase of hiring soon.

4. New Business

a. Code Enforcement Office Hours- posted on the website and in Town Hall.

b. Code Enforcment Office Statistics for September: 108 Permits issued the past 3 months, $26,000 in permit fees.

c. Fire Department Statistics for September: 47 incidents, 21 medical transports, 3 false alarms, 3 public assisting, 9 medical/refuse care.

d. Town Policies: Will be updated by the Select Board and posted to the website for public review.

e. CPR Training: Town is offering CPR/First Aid/AED training to residents for $20 and non-residents $35 on Saturdays at the Community Building. Ad will be placed in Smart Shopper. Contact Bennet Flinner at Town Hall for more information.

f.  Dogs on Town Property: Please clean up after your dogs if they defecate on Town property. Children play and residents walk on Town property, please be courteous!

g. Refurbishing of Town Signs: The Town will be refurbishing them in the Spring. If any resident is interested in helping, please contact the Select Board.

h. Notice of Tax Sale - Foreclosed properties.  Ad has been placed in Smart Shopper and Journal Tribune. Bids are due by 11/15/16 4:00PM and Bids will be opened and awarded on 11/16/16 at the Select Board Meeting at 7:00PM.

 i. Donation from Buxton Masonic Lodge: Thank you to the Buxton Masons for donating $1,500 to our Town's Veteran's Flags account.

 j. 2017-2018 Budget Worksheets: Skipped

 k. Warrant and Payroll Totals:  Last week's Warrant-$367,714; This week's Warrant: $25,329.  Last week's Payroll-$21,615; This week's Payroll-$9,748.

 l. Purchase Orders: Will review next televised SB meeting

  • Your Country Store supports the Hollis Rec! YCS will be donating $2.00 for each large pizza and $1.00 for each small pizza sold on MONDAYS and TUESDAYS through the end of November. Proceeds go to Hollis Rec Department! Thank you Your Country Store for your support!
  • Rabies Vaccination Clinic will be held Saturday, Dec. 3 from 1PM to 3PM at the Buxton Public Works Garage next door to Buxton Town Hall. $8.00 per vaccination – CASH ONLY dogs must be on a leash and cats in carriers. FMI call Buxton Town Hall.

5. Other Business  

           a. Political Signs: Reminder that political signs must be more than 250 feet away from a polling station. You can have multiple signs on your private property.
