Minutes for Select Board Televised Meeting

November 16, 2016 7:00PM

Attendees: River Payne, Roger Hicks, Mike Seely, Bennet Flinner, John Paul Rondeau, Michael Rousselle, Carole Rousselle, Joanne Toone, Beverly Harris, Rita Anderson, Al Berube, Jeremiah Berube, Lloyd Hardy, Edna Leigh Bailey, Nancy Whitehouse, Jeff Routsselle.

1. Meeting opened by Payne at 7:01 PM

2. Old Business

a. Tax Sale Bid Opening for Foreclosed Properties: Bids received for Map 6 Lot 8-4: $30,000, $10,525; Map 11 Lot 34B: $16,000, $7,201, $12,000, $10,010; Map 13 Lot 34 $2,501, $5,390. One bid did not meet bid process requirements.  Winning bids: Map 6 Lot 8-4 Jeremiah Berube for $30,000; Map 11 Lot 34B Makehouse for $16,000 and Map 13 Lot 34 Edna Leigh Bailey for $5,390.  All other bidder's checks will be sent back to bidders.  Winning bids have 30 days to complete payment or forfeit their 20% deposit.

b. Community Building Update from John Paul Rondeau: There is a delay with updating the flooring and toilet on first floor. Phase one should be finished up in 2 weeks.

c. Community Clothing Closet Update: Building donated by Poland Spring continues to be worked on.

d. Roads Update:

• On the motion of Hicks/Payne, the Select Board unanimously approved to accept Hillside Drive as a public road. Hillside Drive meets the requirements and was pre-approved by CEO and Road Commissioner. Admin Flinner will draft memo for record.
• Hicks received notice from MDOT that they will be paving in Hollis during 2017:11.28 miles along Rt 117 to Plains Rd.
• Crosswalk in front of Hollis School is being completed, speed limit will reduce to 35MPH from Tyler's Turn to just past the ballfield area on Rt 35/River Rd. 

e. Budget Committee and Planning Board Vacancies: Town has one vacancy on each board. Please contact the Select Board if interested in joining.

f. CPR Training: The Town recently held training for CPR certification at the Community Building. Seven people attended and were certified. Nobody has signed up for the next scheduled training session on 11/19/16. This is an excellent opportunity to get certified or recertified for CPR, Pediatric CPR, AED and first aid.  Contact the Town Hall if you are interested.

g. Sale of Fire Department Vehicles: Ads were placed in the Smart Shopper and MMA website. Bids are due 12/9/16.

3. New Business

a. Warrant and Payroll Totals: Last week's warrant: $379,409, This week's warrant: $358,435; Last week's payroll: $18,821, This week's payroll: $14,407.

b. Purchase Orders: #3382 to Baker and Taylor for Salmon Falls Library for books, not to exceed $1,000; #3383 to Baker and Taylor for Salmon Falls Library for audio books, not to exceed $1,000; #3381 to Baker and Taylor for Salmon Falls Library for books, not to exceed $1,000; #3379 to HSE for Rural hitch for FD vehicle purchased with donated funds from Poland Spring, not to exceed $950; #3380 to Caleb Johnson Construction LLC for labor and time for Community Building construction (article 21) not to exceed $21,196.

c. Correspondence:

• Town Hall will be open the Wednesday before Thanksgiving from 9:00AM - 4:00PM. (NOT 12-8pm)
• Town Hall will be closed for the Holiday on Thanksgiving Day and the day after Thanksgiving.

• Your Country Store supports the Hollis Rec! YCS will be donating $2.00 for each large pizza and $1.00 for each small pizza sold on MONDAYS and TUESDAYS through the end of November. Proceeds go to Hollis Rec Department! Thank you Your Country Store for your support!
• Rabies Vaccination Clinic will be held Saturday, Dec. 3 from 1PM to 3PM at the Buxton Public Works Garage next door to Buxton Town Hall. $8.00 per vaccination – CASH ONLY dogs must be on a leash and cats in carriers. FMI call Buxton Town Hall.
• DOG LICENSE FEES ARE NOW DUE Fees through DECEMBER 31st 2016 for the 2017 YEAR is $6.00 for Spayed/Neutered dog, $11.00 for unspayed/neutered.
