Minutes for Select Board Untelevised Meeting

November 9, 2016, 5:00PM

Attendees: Roger Hicks, Mike Seely, Sr, Bennet Flinner, John Paul Rondeau, Rita Anderson, Nancy Conway, Bev Harris, Vera Littlefield.

 

  1. Scarborough Maintenance Agreement for Hollis FD vehicles: Researched by Fire Chief Young- Public Works in Scarborough provides agreements to area towns to provide service on their vehicles 24/7 and charges almost half the price as the prior provider Hollis uses in Lewiston. No contract, agreement is to pay per job. On the motion of Hicks/Seely, the agreement for Hollis FD to use Scarborough facility passed.

  2. Sale of Town Vehicles: The old utility truck was to be used in training, but it hasn't been touched in over a year. Both vehicles for sale by the Town are located behind FD station 2 on Plains Road. Ad has been placed in Smart Shopper and bids will be accepted until 12/9/16.

  3. SMPDC MOU - Planning Services: SMPDC's Memorandum of Understanding with the Town's Planning Board was received and reviewed by the Select Board. Signed copy will be returned to Martha Turner, Secretary of PB.

  4. Roads Update: New Bar Mills Bridge is open. Street lights not yet completed, Roger is looking into it.  The Crosswalk construction in front of Hollis Elementary begins tomorrow/, should finish by 11/16/16. Will be 8 feet wide, paved and painted, extended beyond Hollis Municipal Building sign for safety. MDOT will update the signage in the area. The speed limit will be reduced to under 40MPH. MSAD 6 is responsible for painting the lines on Rt 35.

  5. Purchase Orders: #3378 for RMDL for the crosswalk construction at Rt 35 and Town Farm Rd. not to exceed $2,000; #3354 to Industrial Protection Services for annual maintenance and air quality tests for SCBA compressor for the Hollis Fire Dept. not to exceed $800.00.

  6. Select Board Legal Consultation is scheduled for 11/14/16 1:30PM at Bernstein Shur law firm in Portland.

  7. 11/8/16 Special Town Meeting results: Seely announced results of 11.8.16 Town articles; reviewed how budget appropriations work for the Town. Also explained that Departments cannot use revenues for their expenses - they are to be applied towards the Town's tax committment.

  8. Public question about committee meetings being televised.  Seely advised that all committee meetings are going to be recorded and televised starting in the new year. He is currently working on a schedule that will work for everyone involved.
