Minutes for Select Board Untelevised Meeting

December 14, 2016, 5:00PM

Attendees: River Payne, Roger Hicks, Mike Seely, Sr., Bennet Flinner, Bev Harris, Nancy Conway, Vera Littlefield.

1. Susan Heaney-Whippoorwill Rd. Resident did not attend. Roger will connect with Ms. Heaney regarding her complaint.

2. Hauler Permits - Falls under EcoMaine- Hollis charges $25 for permits. Roger will obtain the list from Town Clerk and will have Bennet draft letters and forms. 

3. LRP mission statement - River distributed to Select Board for review and invited other SB members to attend LRP meeting on 12/27/16  to identify tasks to complete for SB.

4. Sale of Town Vehicles - Town vehicles may be auctioned off by the same facility that maintain the Hollis FD vehicles in Scarborough. Items remain listed and stored at the facility until sold.  Mike suggests that due to the conditions of each, the town salvages the ambulance and auctions off the tanker. On the motion of Hicks/Payne the Select Board agrees to scrap the old ambulance(no motor) and bid out for the tanker truck for a starting bid of $5,000.  

5. Purchase Town Maintenance Truck - Seely proposes looking for a truck no more than $3,000 for the Maintenance Worker to use while on the job. He has many projects on and off site at the different town properties. Funds are to come out of Maintenance and Operations. Roger suggests getting in touch with MDOT as they auction off their old vehicles.

6. Generator replacement - Fire Dept. - Seely has been working with the Fire Chief to get quotes for a new generator. The old one no longer works and the FD is currently working without one--it needs to be installed ASAP.  Quotes requested were for a 20,000KW 3-phase generator. Quotes received include: 22,000KW 3 Phase for $9,099 no elect. hook up included; 25,000KW 3 phase for $7,500, no elect hook up, out of state provider cannot deliver for at least 6 weeks; 20,000KW 3 phase $12,000 installed from Banacorp; 20,000KW 1-phase - not acceptable; 35,000KW 3 phase $28,500 installed by Dirfy; 22,000KW 3-phase for $13,251 installed by Rod's Electric. On the motion of Payne/Hicks it was unanimously approved by the Select Board to accept Bana Corp's bid of $12,000. Hicks suggests to take it out of the TIF since it is for the FD/EMS. Motion was amended by Hicks/Seely to use TIF funds and was unanimously approved by the Select Board. 

7. New Members for Hollis FD.  Select Board has received recommendations from the Fire Chief for two new members. The Select Board agrees with the recommendations and on the motion of HIcks/Payne it was unanimously approved.

8. Update on Tax Collector and Deputy computer systems: Their systems are being replaced by the IT support company utilized by the Hollis FD next Wednesday. Will donate or reuse old systems for other town positions.  $1,600 was cost to update their computer systems, monitors and printers.

9. 2017-18 Budget will be updated and finalized on 12/15/16 by Seely. If new budgets not received by that date, last year's budget will be used. 

10. Town Hall close at Noon 12/23/16. On the motion of Hicks/Payne the Select Board unanimously approved that the Town Hall closes at noontime on Friday, 12/23/16 for the holiday and that there be no Select Board meeting the last Wednesday of the year, 12/28/16.

11. Smart Shopper Ad - Licensing dogs/ACO - On the motion of Hicks/Payne, the Select Board unanimously approve that the ACO account be utilized to pay for a Dog License Reminder ad in the Smart Shopper in the next few weeks. Bennet will work with Town Clerk to place ad.
