MINUTES FOR HOLLIS SELECT BOARD MEETING

3.21.2018, 7:00 P.M. Televised at the Community Building

Attendees: Roger Hicks, Mike Seely, Sr., Rita Perron, Bennet Flinner, Rita Anderson, Bev Harris, John Rondeau, Sherry Estabrook

 

1. Meeting was called to order by Hicks at 7:00pm

2. Old Business

    a.  Opening of Bids for Town Hall Structural Reinforcement project: Bid #1 from DiMatteo Construction for $93,800. On the motion of Seely/Perron, the Select Board accepts the bid but will negotiate the final amount of contract with DiMatteo.  Select Board will draft a letter to the proprietor. Passed 3-0-0. Point of contact for project is Mike Seely, Sr.

    b.  Awarding of Bid for Phase 2 Community Building project: Two bids were received and opened in a prior meeting. The bids are: #1 from DiMatteo Construction for $473,505 and #2 Dotens Construction for $568,310. On the motion of Seely/Perron the Select Board accepts the bid from DiMatteo Construction and will negotiate final amount of contract with the proprietor. Passed 3-0-0. Point of contact for project is Rita Perron.

    c.  Warrant for Hollis Annual Town Meeting June 12, 2018, Proposed Ordinances and Proposed Ordinance Changes. Public Hearing to be held at the Hollis Fire and Rescue Department on April 5, 2018 at 7pm. Select Board reviewed draft prior to the meeting and signed it this evening during the Select Board meeting. Changes can be made to the warrant after the first public hearing.

    d.  FY 2016-17 Audit Report: Report has been completed and is available at the Town Hall for the public. Will be added to the Town's annual report.

    e.  Fireworks display for Hollis Community Day: On the motion of Seely/Perron the Select Board approved and signed the contract and purchase order for the fireworks display at the Pirate Fest on August 11, 2018.  Passed 3-0-0.

    f.  Snow and Ice Contract 18-19: Only changes made were to reflect updated mileage due to 2 new added roads and dates were updated. On the motion of Hicks/Seely the Select Board approved and signed the updated Snow and Ice Contract for 18-19. Passed 3-0-0.

    g.  Select Board Meeting 3/28/18 5pm at Town Hall for review of contracts for Community Building Phase 2 and Town Hall Structural Reinforcement Projects

    h.  Finance Committee Selection Board recommendations are now complete - recommended 5 residents. Final action is for Select Board is to approve the recommendations.  On the motion of Hicks/Seely the Select Board approved of all recommended members. Passed 3-0-0. 

     i.  Parks and Recreation Little League Baseball/Softball Rental Agreement: Perron presented an agreement between the Town and Hollis little league to rent the baseball fields in Hollis for $4,000 a season. They will handle their own funds moving forward. On the motion of Perron/Hicks the Select Board accepted the contract as written and signed it. Passed 3-0-0.

     j.  Animal Welfare Society (AWS) Agreement with Hollis. Same amount contracted as last year - $5,959 for AWS services provided for the Town of Hollis/Animal Control. On the motion of Seely/Perron the Select Board accepted and signed the contract with AWS. Passed 3-0-0.

3. New Business

    a.  Weekly Warrant and Payroll Totals - Warrant last week: $396,295, Warrant this week: $12,663; Payroll last week: $12,952, Payroll this week: $20,216.

    b.  Purchase Orders: 

    c.  Correspondence - Read by Perron

-Nomination papers are available in the Town Clerk's office on for One Selectman and Overseer of the Poor for a three year term; One Treasurer for a three year term and One Road Commissioner for a two-year term. Nomination papers must be returned in person by 4:00 p.m. on Friday, April 13, 2018 to the Hollis Clerk's Office.

-MSAD 6 School Board Directors At Large information and press release is available on the Town's website www.hollismaine.org.

-Town Clerk Martha Huff is seeking election workers who can lift 50 - 60 pounds; for ballots, ballot tabulator machines and ballot boxes. Can utilize clerks as early as 5 a.m. and sometimes late into the night  10 -11 p.m.and occasionally into the early morning hours, sometimes as late as 2 a.m. or 3 a.m. 
Although the election clerk shifts may cover a just a few hours, it does require standing or sitting for extended periods of time.

“Election Clerks” are paid an hourly wage. Election Clerk training will be held in late May.

“Election Clerks” are appointed under title 21-A 503 State Election Law.

“Ballot Clerks” are appointed under title 30-A Town Meeting Law.

-Property Tax Exemption applications must be received in the Assessing Office by April 1st 2018. These exemptions include Homestead exemption, Veteran's Exemption, Widow, Widower, Minor Child or Widowed Parent of a Veteran exemption, and Blind Exemption. Please visit the Town's website for applications.

4. Other Business: Road Bond Update - Hicks reports that the application has been approved. Town is waiting on paperwork from Maine Bond Bank.

5. Public Comments and Questions: Resident suggested that the snow be removed in front of the sand pile behind the Town Hall. Select Board will assist the resident in getting sand from the pile after the meeting. 

John Rondeau announced that the Pirate Fest will have a parade and more fun events will be coming shortly. He is also running for Select Board in the next election.
