Minutes for untelevised Select Board Meeting held July 20, 2016, 5:00PM

Attendees:  Select Board members: River Payne, Roger Hicks, Mike Seely, Sr.; Code Enforcement Officer: Bob Cyr; Admin Assist: Bennet Flinner; Residents and guests: Sandra Adinolfi, Peter Mason, Nancy Conway, Vera Littlefield, Beverly Harris.

1.Resident Sandra Adinolfi and realtor Peter Mason met with Code Enforcement Officer (CEO) and Select Board(SB). Sandra is selling her home and is requesting a variance continuance that was granted by the Board of Appeals over 20 years ago. CEO indicated that because this variance was violated since it was granted, it doesn't appear favorable; however, he does not think it was intentional. The CEO and SB does not have authority to do this since this issue falls within the shoreland provision of the ordinance. Therefore, the SB presented options for the homeowner: 1. File case to Superior Court for review; 2. Present issue to the Planning Board, then to the Appeals Board for next steps.  CEO provided Sandra and Peter forms to complete, if required.

2.Community Clothing Closet Update: The SB point of contact, Mike Seely, has reached out for public support and will provide additional information on what he has gathered at the SB meeting this evening.

3.Community Building Update: The SB has requested 3 proposals for a new sprinkler system – should be in next week.  They are also currently researching architects to create a plan for the update. It was asked by a resident if Rande Gray has been hired as the town's architect. River said that she provided information to SB voluntarily to guide them through the process of choosing an architect/designer.  

4. Roads Update: Roger reports that the repaving of Haley road has been delayed, but will begin tomorrow. Should be completed by the end of the first week of August.  

5. Barn painting: Roger will be contacting proper channels to begin painting on the town barn this Fall.  If it can't be completed in the fall, then next Spring.

6. Parks and Rec Dept – Historically there have been no annual reviews of their employees. On motion of Hicks/Payne, this was unanimously approved by the SB and will begin this year. 

7. Policy #41 – Select Board Duties and Responsibilities.  Documents signed by the SB. Copy provided to Town Clerk.

8. Appointment for Freedom of Access Officer – SB signed and approved Martha Huff's appointment for this year.

9. Administrative Assistant(AA) to the SB has updated the agenda outline. There will be separate agendas for 5PM and 7PM meetings, and include approval of minutes from the prior SB meeting(s). SB reviewed meeting minutes from 7/13/16 and will give edits for AA to update.

10. Hollis Concerned Citizens Group (HCCG): Vera, Beverly and Nancy met with the SB and asked for several updates regarding issues brought up in prior SB meetings. Also asked if the state can come and clarify what the TIF is. SB indicated that the Long Range Planning Committee is planning a public education evening for residents regarding the TIF. Past meetings have provided gray information and this will provide clarification.  HCCG also inquired if monthly reports from department heads are available for review. SB indicated that the FD and Animal Control can provide reports; the CEO cannot provide reports at this time. HCCG asked if there are any town regulations on tiny houses and Air BNB's. SB indicated that the town has land use specifications but cannot control the size of the home; however, if it is registered as a trailer, it is treated as such. Air BNB's are not regulated but if a neighbor is continually having guests, it should be brought to the board's attention. HCCG also voiced concerns about the game "Pokemon Go" and that Hollis FD/EMS may be affected. If anyone is affected they can request game developer to have the game changed. HCCG asked if Roger was still part of the traffic subcommittee for Poland Spring. Roger indicated that he is no longer involved and was invited to the last meeting but it was subsequently canceled. Roger also indicated that he is continuing his research for a contract deputy for Hollis, which includes contacting Limerick and Limington SB members, other towns with Sheriff deputies, the Budget Committee and the Chief of Police in Buxton.
