Minutes for Hollis Select Board Televised Meeting, July 20, 2016, 7:00PM

Attendees:  Select Board members: River Payne, Roger Hicks, Mike Seely, Sr.; Admin Assist: Bennet Flinner; State Representative: Don Marean; Residents: Edward Farlinger, Nancy Conway, Beverly Harris, Vera Littlefield, Harlan Huff, Barbara Miller, Karen Patterson.

    1. Open Meeting

    2. Approve Select Board Minutes for July 13, 2016 -  On motion of Payne/Seely, the Board voted unanimously to approve the SB minutes for 7/13/16, with edits completed as presented at 5PM SB meeting.

    3. Old Business

            a. Community Building Update - SB has requested 3 proposals for sprinkler systems and is working on letter draft to the Fire Marshall with the Code Enforcement Officer.

            b. Community Clothing Closet Committee - Mike expressed the need for more volunteers and ideas for this organization. The Hollis CCC is now recognized as a town supported committee, which will be meeting monthly - the public is invited to attend. Mike was recently contacted by Karen Patterson of Deerwander Road, regarding a possible storage solution for the CCC's inventory while the roof repairs are completed at the FD. Karen spoke to the SB and indicated that KCV Trailers would like to provide a 40-foot storage container free of charge while the roof is being repaired. Questions addressed for the donator included: the location (across from Hollis Center Baptist Church on Rt 202) and the best place for a trailer or container(on the concrete slabs to the right of the FD.) The length of time the container would be needed is 60 days; however the roof project will start in approximately 30 days.  Mike prefers that the committee be in charge of obtaining this container -  Karen volunteered to be the liason between the committee and KCV Trailers. There is no intention of the committee working out of this container, it is for storage only. 

            c. Roads Update - Roger indicated that the repaving of Haley road will be delayed until tomorrow. The speed trailer that the Maine DOT loaned out to Hollis has been moved out of town. It did not have the data collecting ability, just to make people aware of their speed in problem areas.

4. New Business

    a. New Policies – Town Smoking Policy.  Hollis has put in place a Smoke-Free Workplace policy as of 7/6/16. Signs will posted at all town facilities. SB asks the public to please support this policy.

    b. Action Items – Recommended Point of Contact: Chart created by the Select Board that indicates which Department Head delineates to a Select Board member.

    c. Warrant and Payroll Totals: Warrant last week- $372,279; Warrant this week: $80,681; Payroll last week: $14,065; Payroll this week: $23,068.

    d. Purchase Orders - #3312 RSMS Road Management Software - to be added to SB computer for assistance in determining road conditions/priority road repairs, Not to exceed $195.00;  #3305 to Parks and Rec for Here Rental equipment to de-stump the parking lot for $1,165.00;  #3313 to CAI Technologies Assessing- Revaluation (Warrant #14) for $12,421.00.

    e. Martha Huff – Town Clerk. Martha presented information regarding write-in candidates from 6/14/16 election. This info will be posted on the website for review. Write-ins that are eligible for a seat will be contacted by the SB to determine interest.

    f. Correspondence & Thanks:

  • Code Enforcement Officer search for a temporary Administrative Clerk is still open. Please submit applications by July 29, 2016 at town hall or e-mail to adminsecretary@hollismaine.org.  
  • Thanks to Western Express for sponsoring Hollis Pirate Fest! Hollis Pirate Fest is to be held August 13th at the Hollis Sports Complex. 

5. Other Business

    1. Hollis Concerned Citizens Group: Nancy Conway asked SB if at least 2 SB members are in a meeting regarding residents, should town be notified and public invited? She feels the HCCG should have been invited to the SB's meeting with Poland Spring regarding their group. Feels like they should have had a say in that meeting.  SB: We are allowed to exchange information at any time, decisions are only made publically. No decision was made during that meeting with Poland Spring. The communication workshop with Poland Spring was made public and put on the town's calendar. 

Nancy stated that she spoke to John Paul Rondeau (SRCTV) about audio recording SB meetings and there is nothing in state law that indicates she needs people's permission to record the meetings.  SB: River believes there is a federal law regarding audio/video taping someone without permission. River also does not feel comfortable as a SB member if a citizen attended a SB meeting and was not aware of it being recorded.  Nancy indicated that she has been respectful of people's privacy at the SB meetings she has audiotaped and did not begin her taping until it was HCCG's turn to address the board. Nancy does not mind asking, but wanted clarification.

Nancy also wanted to clear up that it is not the HCCG that is following, stopping or flagging down tractor trailer trucks. They do sit out by the plant to count trucks, on occasion.

Question from group member and resident, Beverly Harris: How many hours do the SB work collectively? SB: 54 hours per week. Administrative Assistant 16-19(corrected from 18) per week. 

Mike Seely added that it is impossible for a SB member to work only 4 hrs per day and get things accomplished. The residents of this town should be able to find a SB member at the town hall when they need one. Feels that is an obligation to the town's residents. He hopes to get support from the public when they ask for an increase in SB hours for next year's budget.

2. Don Marean, State Representative: Congratulated Mike Seely, Sr. on his election and offered his assistance to the SB. He was a prior SB member and understands the job is not easy. Feels that Mike will do a fine job. 

3. MSAD 6 Board of Directors update: Roger mentioned that at the last MSAD 6 Board of Directors Meeting, they voted to go into LD 1301. SB is waiting to hear from the chairman of the school board to begin the process.
