Minutes for Select Board Untelevised Meeting

September 14, 2016, 5:00PM

Attendees: Select Board Members: River Payne, Roger Hicks, Mike Seely, Sr.; Administrative Assistant: Bennet Flinner; Residents: John Sheahan, Nancy Conway, Beverly Harris, Vera Littlefield.

 

  1. Community Building Update: Next committee meeting is 9/21/16 at 3:00PM. Thanks to Aaron at Western Express who donated a storage trailer for Parks and Rec to use during renovation.

  2. Community Clothing Closet Update: Per Poland Spring, a contractor located in Cornish will be drafting the building project to house the new HCCC. A benefit spaghetti dinner sponsored by Hollis Lions Club to benefit the HCCC will take place on Sat. 9/24/16 from 4:00-6:30PM at the Lions Club. Adults: $12, Ages 13-18/Senior Citizens: $10, Ages 6-12: $5, 5 & under eat free!  

  3. New Town Municipal Complex Update: Chair of the committee, John Sheahan, presented to the Select Board a draft of the committee's project outline. The current focus is identifying success barriers and communicating with neighboring town municipalities to identify what works. Next scheduled meeting for the committee TBD and the public is encouraged to attend.

  4. Maintenance Update - Maintenance Job Description. Maintenance Worker Job Description was approved by the Select Board and next SB meeting will discuss compensation and hiring process.

  5. Dept Head Annual Meeting - SB agrees that DH budgets presented for next FY should reflect what the department requires. Individual DH budget meetings with the SB should be scheduled months ahead of time so budgets are submitted in a timely manner to the Budget Committee, and can be updated, if required by BC. Agenda items for DH meeting identified: municipal building updates, town appreciation day, budgets, timesheets, overtime, smoking policy, annual performance reviews. Agenda is subject to change. Bennet will send the agenda and a reminder this week via e-mail to the department heads.

  6. MMA Business Meeting: River will review paperwork received regarding MMA's annual meeting.

  7. Vacancy for Planning Board: There is one seat vacant on the Planning Board. SB will annouce at next televised meeting.

  8. Minutes - 9/7/16 - Bennet will distribute paper copies for review. Please note: Agendas and Meeting Minutes can be read on the website through the "Select Board Office" group page found under "Boards & Committees." These cannot be accessed directly from the home page.

  9. New Fire Tanker/Pump Truck: Roger recently traveled with Ed Berry to look at the new Fire Tank Truck in Michigan. After their review of the truck, a separator was added to the back of the truck and a special may-day switch for the portable radios. The changes made still kept the truck under cost. Delivery for the truck is scheduled tentatively for 9/19/16. Training will be provided by the company who delivers the vehicle to a core group of 5 Hollis FD employees. Truck will be housed at FD 2 on Plains Road.

  10. Roads Update: Work on Rt 35 is complete. Rte 117 and Plains Road are scheduled to be updated soon. Roger will contact Maine DOT for the schedule and work clarification. The dam at Clark's Mills is privately owned and town cannot fix it. The DEP would have to make a determination if the hydrant there is usable/fixable and that cost would be paid by the property owner. 

  11. Next Public Hearing for the warrant is scheduled for 10/19/16 at SB televised meeting. Sheriff King will be doing a presentation next month regarding the contract deputy.
