Minutes for Select Board Untelevised Meeting

September 21, 2016, 5:00PM

Attendees: Select Board Members: River Payne, Roger Hicks, Mike Seely, Sr.; Admin. Assistant: Bennet Flinner; Residents: Rita Anderson, Bev Harris, Nancy Conway, Vera Littlefield.

  1. Citizens Petition: The town's attorney has reviewed the document and recently returned it to the SB. The SB will review the attorney's findings and send the paperwork down to Town Clerk for next steps.

  2. Maintenance Worker compensation and advertisement: SB has approved a hourly position for 20 hours a week up to $18/hr. Pay will be based on experience. Bennet will draft an advertisement for the smart shopper and submit to SB for review. Ad is to be placed for 2 weeks prior to hiring process.

  3. Deputy Code Enforcement Officer (Temp): CEO is overwhelmed with permits/inspections and expects the workload to increase more during the fall and early winter. SB approved hiring a temporary deputy CEO to provide Bob with assistance no more than 20 hours per week for 4 months, pay will be based on experience, likely start at $23/hr. The funds will come from CEO's budget. Last year's CEO permits generated $30K, and permits in the past 2.5 months have generated $24K.

  4. Budget Committee Ordinance: BC ordinance changes submitted to the SB have been reviewed. Response in writing sent to the chair of the board, Winn Williams.

  5. VT-S.Net  "Responsive Design" websites: SB reviewed offer of updated website design and has unanimously declined it. River will respond to the offer via e-mail.

  6. Long Range Planning Survey: LRP is putting together a potential survey for residents to complete during election day. Goal is to have a table for folks to complete it, and also online at surveymonkey.com. Any potential survey questions or feedback are welcome - contact River.

  7. Select Board went into Executive Session pursuant to Title 1 M.R.S. §405(6)(A) to discuss a personnel matter. Meeting opened by Bennet Flinner at 5:42PM and doors were closed. No decisions made. Meeting attendees: Mike Seely, Sr., River Payne and Roger Hicks. Meeting adjorned at 5:58PM.
