Minutes for Select Board Televised Meeting

September 7, 2016 7:00PM

Attendees: Select Board Members: River Payne, Mike Seely, Sr.; Town Clerk: Martha Huff; State Rep: Don Marean; Admin. Assistant: Bennet Flinner; Guests: William King and Tom Baron from York County Sheriff's office; Residents: Beverly Harris; Vera Littlefield, Linda Bradbury, Stephen Deshaies, Ed Dyson, Leonard Van Gaasbeek, Meg Gardner, Harlan Huff, Kathy Harriman, Barbara Miller, Clyde Hennessey, Sr., Maryann Carey, Dana Gray, Rande Gray, Joanne Toone, Paul Mattor, Dave McCubrey, Barbara Rogala, Jack Rogala, Nancy Conway.

 

  1. Meeting opened by Chair Payne at 7:03PM.

  2. Public Hearings regarding Warrant Articles and Tax Acquired Properties  - visit src-tv.com/pegtv to view the meeting video dated 9/7/16. Public Hearing closed 8:59PM.

  3. Select Board Minutes for August 10, 2016, and August 17, 2016 approved during 5:00PM meeting.

  4. Old Business

a. Community Building Update: Plans were sent to the Fire Marshal's office for approval this week. 

b. Community Clothing Closet Update: Facility is closed while FD 1 roof is renovated. Mike met with a representative of Poland Spring this week to discuss building options they will be donating. Design from a contractor is forthcoming.

c. Elections/Town Clerk Update: State and General Election to be held at Fire Station on Plains Road on 11/8/16. Absentee Ballots can be ordered at Town Hall via phone or stop in. Town Clerk cannot accept e-mail requests for absentee ballots. Military, overseas and general election absente ballots can be requested on maine.gov website. Martha clarified that changes to warrant articles presented this evening did not require 7 day notice for public hearing- only need notice for Town Meeting.  Another public hearing for the warrant will be held likely in October.

d. MSAD 6 Update: Town of Hollis representatives for MSAD 6 Cost Sharing Committee are Roger Hicks and Don Marean. Next meetings scheduled at the Central Office at 6PM on 9/26, 10/18 and 10/24. Public is welcome.

e. New Town Municipal Complex: Committee has been formed for this initiative. Mike inadvertedly missed announcing member John Paul Rondeau. Chair is John Sheahan.

4. New Business

a. Warrant and Payroll Totals: Warrant- 8/22/16 $34,219; 8/28/16: $21,416. Payroll- 8/22/16 $10,378; 8/28/16 $18,892.

b. Purchase Orders: #3298 to MSAD 6 Transportation Dept for Summer Rec not to exceed $3,040.55; #3299 to Sumerian Irrigation for Rec/Sports Complext Irrigation System Repairs not to exceed $1,200.00; #3324 to SMPDC for Comp Plan updating not to exceed $1,750.00; #3325 to RMDL for Highway/24 hrs bulldozer or excavator while ditching-repair to push up fill piles behind salt shed as needed, not to exceed $2,800.00; #3326 to Baker and Taylor for Children's Books for Salmon Falls Library, not to exceed $1,200.00; #3330 to Caleb Johnson Builders for deposit for Community Building design- Article #16(June 2016 warrant) $10,000.00; #3331 to Natural Jacks Garlic for 40lbs of Garlic for Community Garden (To be paid from Grant Funds) not to exceed $770.00.

c. Correspondence & Thanks - There will be a Blood Drive at Buxton Town Hall on 9/13/16 from 1-6pm.  Contact River Payne for more information regarding Efficiency Maine and the Low-Income Weatherization program.

7. Public Comments and Questions

Jack Rogala thanked the Select Board for listening to the residents' issues and concerns. He encourages other residents to attend these meetings to give their input. Jack also thanked Hollis Fest Committee for their hard work and Steve Dechaine for the use of his cannon. It was a wonderful event, especially for the children in our community.
