9.9.15 Hollis Select Board Minutes

5pm: Meet with Debra Stitson Tax Assessor. $11.95 per 1,000 of value tax rate with an overlay $115,000. BETE reimbursements could be allocated to the TIF. This $154,000 revenue would need to be made up in taxes. Overlay last year was $70,000.  This year $115,000. If this money is not abated then it will go back and count next year in the undesignated general fund. River make a motion that tax assessors proposal be accepted with a Thank You to Deb Stitson for all of her hours she has put in. Roger seconded. Motion passed. All in favor.
 Deb Stitson assessed over 100 residences this year for changes. Many times she goes with the code enforcement officer on his final inspection. Since this is not always possible Deb, the assessor does show up at houses to make changes to the tax card. Chris Harmon called to complain that we were trespassing at his residence.  According to Mike Rodgers at Maine Revenue Service we are not trespassing unless the property is marked with signs.  Any properties with changes made after April 1, 2015 will be assessed in next year’s tax commitment, this date can sometimes be forgotten by homeowners.  The assessor knocks on the door and if answered presents a business card, especially if children answer so they can tell their parents who was there.  Perhaps our building permits needs to have language added stating an inspection will be done at a later time.
Next year we will put a notice on the website that the Assessor will be out visiting residences. The Code Office and Assessing Office will work together.  Deb does a spreadsheet for the code office of any open permits as the current code enforcement program does not permit this report to be run. 

Approval of minutes dated with $90,000 (comma) error amended.

CEO/ Position/Interim CEO three applications.
 R Payne Motion made to interview all three applicants. All in favor motion passed.
 Assessor, Chair of Planning Board and Select Board will hold interviews on 9/ 16.
 MMA sample CEO job description will be used and add in E911 addressing officer.
 Budgeted $24.81 for thirty hour work week.  Stay at that rate?

Liquor License – Salmon Falls Country Club- Steve Armstrong. Selectmen agreed to let him apply for transitional 60 day liquor license after he completes the paperwork. R Hicks will be in contact with the state Bureau of Alcohol.  Oct 07, 2015 Public Hearing for the liquor permit. (Advertised).River made the motion. Second Roger. All in favor.
File an application for a permit and fee must be sent in by applicant..

Water’s Edge Road acceptance – paperwork- David Gray brought in 2 copies.
Road is built to town specs. Letter is written in 2006. Is the road up to today’s standards?
 Talk with an engineer. As the road commissioner built the road, we will need an updated letter from engineer. If the residence occupied or unoccupied does that count toward road acceptance?
Define residences? Occupied residences may need to be thought about.

Land trade- need more information.

Time Card Policy- needs review.  Time cards are due by noon on Tuesday for pay that week.
Items that needs review are: we have no discipline policy in place, due process? Hiring by other departments? Who does the actual hiring?
The per diem shifts have been addressed with the Fire Chief and Treasurer.
Fire Chief Contract was signed for 30 hours plus a week.  

Roads-
Tyler’s Turn Rt. 35  has been paved. Huge Improvement.
Decker circle- Rt. 35. end has three driveways. Add reclaim. Committee to prioritize the roads.
Motion by Roger, seconded by Dave McCubrey to reclaim the Decker Circle Rd. All in favor.
Fill in speed bumps. Company road big hole is filled. ALL IN FAVOR.
Usher Mill road next week.
