1.  A workshop  date needs to be set up for the Select Board & Planning Board to hold a workshops to discuss  FEMA’s proposed updates for the flood maps.


2. Dogs on 730  Hollis Road, what is being done with compliance to zoning and conditional use permit for the dog kennel (shelter?) business on the premises?
 

3.  Martha Huff notarized two quit claim deeds for the tax acquired property that was sold.  Deb Stitson witnessed the signatures of the Select Board.
 

4. Plowing Contract – The  Board has been asked to sign a  three year plowing contract with RMDL.  MMA (Maine Municipal Association ) recommends that town’s sign one year contracts only, as it obligates future Select Board members to earlier contracts. RMDL is looking to purchase a new snow plow.  The Town could sign a one year contract and go out for bid for next year for a possible three year contract.  Bids will be advertised in summer of 2016.  Sand & Salt still need to be purchased for the upcoming winter of 2015/2016.
 

5. The Letters for the Town’s message board outside are missing from the custodians desk. They are now upstairs in the office supply closet.

6. Correspondence : Home health Visiting Nurses on Sept 10th or Nov. 19th are holding a meeting to say thank you to entities that donate to them.

7.  25 Main St, LLC , Christopher Roberts d/b/a C.R.  SERVICES . The  Select Board agreed to send the file to the Town’s Attorney for non-compliance with the conditional use permit.
 

8. Tax Acquired Properties Update:
      Douglas may sign agreement and made a payment.
      Baker made a payment last week.
      McLeod signed an agreement  and made a payment.
      Marean has made another payment.
The Tax Collector just filed 105 tax liens with York County Registry of Deeds and these properties will foreclose in 18 months. The Select Board encourages anyone to come in, sign a repurchase agreement and make the needed payments to keep your property from being sold.

9. Admin Secretary – the Select Board needs a commitment for the hours that will be worked.  The employee has committed to certain hours. Sixteen hours per week were budgeted last year coming from the Assessor & Select Board budgets. Admin will handle emails, daily mail, maintain the website and other assignments. The hours will be 10:30 to 1:30 tues, thurs, & Friday, and 12-3 on wed.
 
10. Diane Meserve, Treasurer & Deb Stitson, Assessor met with Staples Commercial Membership. Would  cost the town $300 a year with an estimated savings of $1300 a year , based on last year’s  office supplies, toilet tissues, paper towels etc. that were purchased by all departments (Rec, Town Hall & Fire Department ).  Where does the Salmon Falls Library purchase their supplies? The question needs to be asked if they will price match other companies sales?  We will lose our staples reward program. The purchases would be made a fixed price on items most commonly used.  

Each department would have their own log on.
Have we compared prices with WB Mason?
May be a good deal for departments that may not price shop.
Should Admin pay the entire fee?
Central purchasing may work to save money.
Orders of $250 OR HIGHER 3 % DISCOUNT.
Representative appt. will be scheduled after we have done more research.
Will it save tax payer money?
Town currently pays a Sam’s membership.
Annual fee $300 year. No final decision was made.

11. Mike from NDS is  coming to meet with the Treasurer Diane Meserve.
       The Clerk needs to call Trio  to inquire about their clerk’s program or NDS for updates to programs that may be available.
12. Question from the Treasurer on employee hours. Time sheets must be clear.

13. Walk in: Kerry Staples a resident of  Sand  Pond Road.  A recent truck accident Took out the granite post which marks the Town Line.  What was the name of the trucking company?  The State Police were called, but they considered it a non-reportable accident. Road commissioner will look into this, as damage over $1000  is a reportable accident.

14. The new town’s website- email is unable to be accessed from the employees home computers.  The company said they were not aware this was an option that we wanted or needed to have.  Rob Roy will be asked if there is anything he is able to do ? Just a reminder that any home computers used for work and email are subject to the freedom of Information laws.  Most emails are public information when sent or received by public officials.

15. Selectperson Hicks gave Paving updates.
       Shall the Purchase Order for culvert repair be postponed until the Road Committee has a chance to give their recommendations  These repairs are in preparation for paving. Deerwander Road paving began 7 years ago and it still has not been completed due to budget constraints.

Purchase Orders discussed. Some purchase Orders requested by the Road commissioner have been put on hold until the  Special Town Meeting vote on 8/25/2015.

        16.Code Enforcement  Officer job description needs to be reviewed and advertised. Current salary for that position is $38,850.

Old Business:
Update on the DOT ( Department of Transportation ) meeting- 2 members of the DOT traffic Department met with residents. The Hollis Road Committee members were also present. Road signage discussion.
Crashes on Tyler’s turn- several accidents recently.  Rt 35 is scheduled to be shimmed and overlay in the spring.  The DOT was asked to fill those cracks to help prevent motorcycle accidents.
An emergency truck route was discussed and will be ready soon to be presented.

Correspondence
Update from Kick Cancer in the Grass last week. It was an awesome time. R. Hicks  played on a team. Money raised goes to benefit people with cancer.

Hollis Community Days- 5 miler 8/29/2015.sept 14 & 18 BIKE MAINE will be in Hollis
US Track & Field certified. Children run 9:15. First 100 registrants. $25 fee to register. Girl Scouts will handle the water station along the route. Races begins at The Hollis Sports Complex.

Other Business
Code Enforcement Officer has resigned, He  will be appointed as an interim code officer. Ads will be running looking for a code enforcement officer.  MMA website job banks and classifieds. 25 hours a week. We thank Peter Gordon for his years of service to the town of Hollis and its residents. 
 

We need people for our Board: Planning Board, Sports Complex Committee & Appeals Board. Planning Board meets 2nd & 4th Wednesdays, 7 pm –out by 9.

Bar Mills Bridge updates. Two weeks behind. Closure next year. Saco River TV  has an updated film about the  Bar Mills Bridge  be sure to watch past the credits.
