July 1st Minutes

7 p.m. Televised Meeting of the Hollis Select Board
 In attendance : Kevin Martell, Shirley Rowe, Morris Rowe, Jen Aguilera, Len VanGaasbeek Jr. , Select  Chairman David McCubrey,  Selectperson River Payne , Selectperson Roger Hicks and Town Clerk Martha E. Huff.

Meeting was opened by Chairperson, David McCubrey at 7 p.m.

NEW BUSINESS

Bids on two foreclosed properties were opened.
Map 18-22 at 92 Kingswood Drive. (Minimum bid required $10,000)
                1. $11,200 David Schmid was not accepted as the envelope was not marked as specified.
               2. $45,000 Kevin Martel DBA K& K Properties, LLC
               3. $12,001. Shirley & Morris Rowe
                4. $28,412 RRR Enterprises
Map 14- Lot 8A -331 Bonny Eagle Road (Minimum bid required $8,000)
                1. $20,000- Kevin Martel DBA Kevin Martel Pro Logging
                2. $10,172- RRR Enterprises

Motion was made and seconded that Kevin Martel be awarded the bids for both properties as the highest bidder. All were in favor.

Town Clerk Martha Huff read the warrant for the August 25, 2015 Special Town Meeting.
The document was signed by all three Selectpersons and then filed with the Clerk.

OLD BUSINESS

Special Town Meeting August 25th, 2015. At the Annual June Town Meeting June 09, 2015 all of the budget articles passed except ARTICLE #22.  This article would have allowed the Town to be in compliance with the Tax Levy Laws. The Selectpersons have reworded the article to be more clear. A copy of the warrant will be attached.

Maine Street Garage- update. The Select Board have instructed the Code Enforcement Officer Peter Gordon to contact the Town’s Attorney to proceed with legal proceedings. This address is not in compliance with their conditional use permit.

Roads- Selectperson Hicks has been working on an emergency route plan for the Poland Spring truck traffic in case of an emergency.
Selectperson Hicks has also asked the Select Board to reinstitute the Hollis Road Committee to review town roads each year and submit recommendations on the priority of roads to be worked on.  The five member board will include: One Selectperson, Fire Chief, Road Commissioner, one member of the Hollis Budget Committee Jack Rogala, and Gary Hill has been selected as a member of the public.

One Purchase Order was issued for $1600 Parks & Recreation department for All Star uniforms.

July 1, 2015 the Town began a new fiscal year. The Clerk reminded all departments that she is already accepting Reports for the 2014-2015 Annual Town Report.  The time frame is July 1, 2014- June 30, 2015.  It is easier to gather information for your report submissions while you are closing out the previous year. Photos may be submitted.
 

CORRESPONDANCE

 Selectperson Payne -July 2, 2015 at 7pm at the Hollis Community Building, a subcommittee of the Hollis Community Day will be meeting to discuss the FIVE MILER to be held on August 29th.  The committee is still looking for volunteers. They are looking for assistance from local groups with water stations along the race route and help with set up and clean up.  Back40timing will be officially timing the race.  The Race begins at 9 am at the Hollis Sports Complex on Plains Road and at 9:30 the Recreation Department is sponsoring a Youth Fund Race. Individuals and Businesses may sponsor a t- short for the following prices small ad $35, medium $55, large $75. Monies raised will go into the Summer Recreation Scholarship program, and providing seed money for the event to occur on an annual basis.
The New Hollis Website with Virtual Towns & Schools is expected to be up and running at the beginning of July. The Select Board wishes to thank Rob Roy the previous webmaster for all of his dedication and work on our previous Town web site.

Soccer Tournament – KICK CANCER IN THE GRASS is being held at the sports complex on August 15, 2015.

OTHER BUSINESS

Chris Roy chairman of the Hollis Planning Board has requested to meet with the Select Board to discuss Ordinance Changes for the Special Town Meeting in November 3, 2015.

Fire Chief Jason Johnson would like to recognize to Hollis Fire Fighters who have completed Firefighter 1 and Firefighter II classes. Congratulations to Fire Fighter II Brian Way and Firefighter II Ryan Eilinger and Thank you for all of your hard work.

Last week at the Selectperson’s meeting 6/24/2015 The Select Board voted to officially use gender appropriate terms. Select Board and Selectpersons.  MMA (Maine Municipal Association – legal department) has provided a response to the Select Board that this would be appropriate.
 

Town Hall will be closed on Friday July 3, 2015 – State Holiday for the 4th of July.

Trash Pickup will be on its regular schedule of Friday pickup on July 3rd.
