MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, Jan. 6, 2021, 7:00PM

Attendees: Select Board members - Chair David McCubrey, John Rogala, Mary Hoffman; Town Clerk Martha Huff; Town attorney Zachary Brandwein of Bernstein & Shur; Guest Amy Shalnev; Public - Dan Yarumian, Louann Stangie, Della Dellacioppa, Mona Jensen. 

1.           Call to Order: Meeting called to order by McCubrey at 7:00pm

2.           Meeting suspension: On the motion of Hoffman and Rogala, the Select Board Zoom Meeting was suspended at 7:01pm. Passed 3-0.

3.           Open Public Hearing: On the motion of Hoffman and Rogala, the Select Board opened the Zoom Public Hearing to determine whether the building/structure at 17 Moderation Street shown at Tax Map 10 Lot 36 in the Town of Hollis a dangerous or a nuisance within the meaning of 17 MRSA 2851. Passed 3-0.

4.           Close Public Hearing: On the motion of Rogala and Hoffman, Select Board closed the Zoom Public Hearing to determine whether the building/structure at 17 Moderation Street shown at Tax Map 10 Lot 36 in the Town of Hollis a dangerous or a nuisance within the meaning of 17 MRSA 2851 at 8:13pm and reopened the Select Board meeting. Passed 3-0.

5.           Unfinished Business 

a.  Dangerous Building Order for 17 Moderation Street

  • On the motion of Rogala and Hoffman, the Select Board unanimously determined that the building at 17 Moderation Street is dangerous. Passed 3-0.       
  • On the motion of Rogala and Hoffman, the Select Board unanimously orders that the dangerous building and property therein at 17 Moderation Street must be cleaned up, building removed and hole where building stands filled in. Passed 3-0.
  • On the motion of Rogala and Hoffman, the Select Board unanimously agreed to give the property owner of 17 Moderation Street 30 days from the date of issuance of this order. Passed 3-0.   

b. Update and review of Policy #10 - Tabled

c. Earned Paid Leave - New law per state of Maine eff. Jan 2021 mandates 1 hr of paid leave to employees for every 40 hours worked. Mary will take the lead in updating the Employee ordinance and provide drafts for Town staff to review.     

6.      New Business

a. Junkyard & Automobile Graveyard application for Trident Auto Sales, 550 Hollis Road. Hoffman and Rogala moved that the Select Board approve the renewal application for Trident Auto Sales.  Discussion - Code Enforcement officer Tammy Munson reports that she has had no issues with the property and no complaints this past year.  Motion unanimously passed 3-0.

b. Appointments: On the motion of Hoffman and Rogala, the Select Board unanimously appointed Joshua Morse as a member of the Finance Committee until June 30, 2021. Passed 3-0.  On the motion of Hoffman and Rogala, the Select Board unanimously appointed Martha Huff as Registrar of Voters until January 2023. Passed 3-0.

c. Payroll and Warrant Totals:  Warrant last week - $34,233, Warrant this week - $84,621; Payroll last week - $31,776, Payroll this week - $11,080.

d. Purchase Orders: #3989 to Medical Education Services for 7 attendees to ACLS class for paramedics (FD) not to exceed $1,050; #3988 to Scarborough Dept of Public Works for Annual contractual Fire apparatus maintenance and repair (FD) not to exceed $10,000; #3967 to American Security Cabinets for Voter drop off box (Elections)

e. Correspondence: 

  • Don’t forget to enroll or renew your Emergency Medical Subscription for 2021 at Town Hall or online at our website.  Application information is available on our homepage, www.hollismaine.org.  Any questions please call Bennet Flinner at 207-929-8552 ext. 26.
  • Dog licenses for 2021 are now overdue. You can license your dog at Town Hall or for more information you can contact the Town Clerk at 929-8552 ext. 18.
  • Reminder to residents to please break down your cardboard boxes for curbside recycling!

7.           Other Business   

a. Mailbox Policy Review - Presented by McCubrey. Same as specifications from Maine DOT - only 4x4 and 2x4 wooden posts may be used. Any illegal post that is hit by a plow and the plow is damaged, the property owner is liable. Policy can be viewed here.

b. Thank you to the residents who recently made generous donations to the Heart of Hollis Heat Fund!

10.         Adjournment - On the motion of Rogala and Hoffman, the Select Board unanimously adjourned the meeting at 9:05pm. Passed 3-0.
