Minutes for Select Board Meeting

Wednesday, Feb. 1, 2023 - 7:00PM at the Hollis Community Building

Attendees:  Select Board members: David McCubrey, John Rogala, Mary Hoffman; CEO Jen Leeman (Zoom); Town Clerk Martha Huff; Select Board Office Asst. Bennet Flinner; Camera Operator Ken Knudsen; Public - Joy Cutrone, Lindsay Holden, Harlan Huff, Terry Walters

1.  Call to Order - Meeting called to order at 7:00PM by McCubrey

2.  Suspend Select Board Meeting - On the motion of Hoffman and Rogala, Select Board suspended meeting. Passed 3-0.

3.  McCubrey at 7:01 PM opened the Public Hearing reviewing renewals of Marijuana Businesses at Pine Tree Maine 2 (owner Lindsay Holden), LLC & Moment’s Peace Farm, LLC (owner Joy Cutrone). Discussion was opened to the public. Terry Walters asked if there were any complaints received by the Town regarding these businesses. Hoffman indicated that there were none recorded for Pine Tree Maine 2 and some odor complaints regarding Moment's Peace Farm. Follow-ups and inspections by the CEO regarding these complaints were satisfactory. Lindsay Holden asked about increasing hours for their store - will relay to Planning Board if required for review under the conditional use permit. 

4. On the motion of Hoffman and Rogala, the Select Board closed the Public Hearing and reconvened the Select Board meeting at 7:15pm. Passed 3-0.

On the motion of Hoffman and Rogala, the Select Board approved recertification of Pine Tree Maine 2 for marijuana business conditional use. Passed 3-0. 

On the motion of Hoffman and Rogala, the Select Board approved recertification of Moment's Peace Farm for marijuana business conditional use. Passed 3-0.

5.   Old Business

         a.  ACO coverage – now under Buxton PD. Call their dispatch at 207-929-5151 for ALL domestic animal issues.

         b. Please be aware that our Assessing Agent Parker Appraisal will be visiting properties starting this week.  Assessors Tim Gingras drives a Maroon Toyota Rav 4 and Jessica Westhaver drives a dark green Honda CRV.     

         c.  Meeting Minutes - On the motion of Hoffman and Rogala, the Select Board approved minutes from December 21, 2022 and January 4, 2023. Passed 3-0.                

6.   New Business            

a.    Rescinding Policy #56 - Marijuana Business Ordinance Clarifications - No longer relevent to Code Enforcement office & was written to initialize Marijuana Business application process last year only.  On the motion of Hoffman and Rogala, Select Board rescinded policy #56. Passed 3-0.  

b.   Appointments - On the motion of Hoffman and Rogala, Select Board appointed John Mattor to the Conservation Commission. Passed 3-0.

c.   Payroll and Warrant Totals: Warrant last week $51,329; Warrant this week $117,342; Payroll last week $37,545; Payroll this week $12,716.

d.  Purchase Orders:

• #4206 to Brookside Heating for replacement and installment of heating system in Community bldg with propane boiler, baseboards, thermostats, under maintenance acct not to exceed $18,000.
• #4207 to Sebago Signworks for replacement of Hollis town signs destroyed in storm under maintenance acct not to exceed $703.59.
• #4208 to Sebago Signworks for replacement of Salmon Falls library damaged in auto accident under maintenance acct not to exceed $1,593.62.
• #4209 to George R. Roberts for two 10 foot long jersey barriers under maintenance acct not to exceed $1,000.

7.   Other Business

• Election update from Town Clerk, Martha Huff - Nomination papers will be available for 2 available elected positions of Town Clerk and Select Board (1) on March 6, 2023. Annual Town Meeting to be held at the Community Building on June 13, 2023 7am-8pm. Absentee ballot request forms can be completed 90 days prior to the election, Absentee ballots will be available for pick-up or mail 30 days prior to the election. Martha thanked Kathy Walters and Lila Wilkins for assistance in organizing records as part of the records preservation project approved a few years back - some records are over 100 years old.

8.   Upcoming Committee and Board Meetings

• There will be a Finance Committee meeting on Tuesday, Feb. 7th at 7PM
• There will be a Planning Board meeting on Wednesday, Feb. 8th at 7PM
• There will be a Sports Complex Committee meeting on Thursday, Feb. 9th at 7PM
• There will be a Select Board meeting on Wednesday, Feb. 15th at 7PM
• There will be a Conservation Commission meeting on Thursday, Feb. 16th at 7PM
• There will be a Finance Committee meeting on Tuesday, Feb. 21st at 7PM

9.    Public Comment - Terry Walters asked about updating of the Comprehensive Plan. McCubrey indicated that last year's warrant article wasn't written correctly so the funds to go towards that could not be allocated. Select Board is addressing the issue.

10.   Adjournment - On the motion of Hoffman and Rogala the Select Board adjourned meeting at 7:46pm.
