MINUTES FOR SELECT BOARD MEETING 

Wednesday, March 6, 2024 at 6:00PM in the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, Roger Hicks, Jack Rogala (via Zoom); Chief Chris Young with guests David Kelley and Courtney Bridges; Guests - Devon Eaton and Richard Myers from Maine DOT; Bennet Flinner Select Board Office Asst; Broadcasting - Ken Knudsen and Tiffany Dean; Public: Carla Turner, Kevin Kimball, Cliff Emery, Cynthia Buck, Sonny Baker, Rita Anderson, Terry Walters, John Mattor, Jim Boutin, Rita Bradbury, Renee Lewis, Jack McGarry, Sally McGarry, Catherine Hewitt, Nancy Ponzetti Joseph Ponzetti, Jane Charron, Maynard Charron, Lynn Ericson.

1.   Meeting called to order by Hoffman.

2.   Fire-Rescue Department Unit Citation Presentation to David Kelley by Chief Young. Thanked Mr. Kelley for his bravery and courage in saving the life of Courtney Bridges and presented him with an unit citation in his honor.

3.   Election Staff Thank yous - Martha Huff and Select Board

4.   Maine DOT discussion regarding Salmon Falls Bridge – Guests Devan Eaton & Richard Myers, MDOT. Mr. Eaton and Mr. Myers provided Maine DOT information regarding the construction plan of the widening the Salmon Falls Bridge. LINK TO VIDEO OF PRESENTATION AND DISCUSSION  Timeline of project - Bids will go out by the end of this year, open early 2025 with construction taking place in 2026. Aiming to complete project in one season (typically March-November). 

Questions, concerns and comments from public include: What point will the flow of the river will be altered? What are the alternative routes for truck traffic? Any plans to take imminent domain? Any plans for water traffic? Consider building a pedestrian bridge or sidewalks on the new bridge. Many concerns voiced about safety of pedestrian and speeding drivers. Coordinate with Poland Springs for truck traffic detours.

6.   New Business          

               a.  Motion and Vote for Public Hearings: 

  • On the motion of Hicks and Rogala the board unanimously voted to schedule public hearings to review proposed ordinance and ordinance changes and the draft warrant for the June 11, 2024 Annual Town Meeting – To be held on March 20, 2024 & April 3, 2024 at 7PM at the Community Building. Passed 3-0.
  • On the motion of Hicks and Hoffman the board unanimously voted to schedule a public hearing to review renewal applications for a Medical Cannabis Caregiver Retail Store and Cultivation Facility submitted by Alain Carrier, Green Roots Company at 64 Hollis Road – to be held on March 20, 2024 at 7PM at the Community Building. Passed 3-0.

               b.  Abatement for Eagle Industries - reviewed by Town Attorney and Assessing agent. On the motion of Hicks and Hoffman the board unanimously voted in favor to pay the tax abatement for Eagle Industries. Passed 3-0.

               c.  Appointment for David Lawnsby, Deputy Animal Control Officer. On the motion of Hoffman and Hicks, the board unanimously voted in favor of the appointment for David Lawnsby. Passed 3-0.

               d.  Payroll and Warrant Totals: Warrant last week - $139,830, Warrant this week $103,161;  Payroll last week $15,038, Payroll this week $38,251.

               e.  Purchase Orders: #4362 to Hollis Safe Storage for town records storage not to exceed $2,500 from Admin account.

               e.  Correspondence: 

  • A vacancy is available on the Hollis Planning Board. To apply call 207-298-9708 or e-mail adminsecretary@hollismaine.org. Info is also on our website www.hollismaine.org under News and Announcements.
  • The Town of Hollis is seeking to fill a part-time position of Deputy Town Clerk and Deputy Registrar of Voters at 15 hours per week. Please visit our website for additional information on how to apply.
  • Maine Forest Service has a new website regarding the Browntail Moth at www.maineforestservice.gov. It provides a new interactive map that can be used to view data from their surveys and a list of licensed professional arborists and pesticide applicators who conduct Browntail Moth control work.
  • We have received notification from CMP that they will be conducting tree work including pruning, tree & brush removal in the coming months in Hollis.

11.   Adjournment - On the motion of Rogala and Hicks, the board unanimously voted in favor of adjournment at 8:54pm. Passed 3-0.
