MINUTES FOR SELECT BOARD MEETING

Wednesday, April 5, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, Mary Hoffman; Town Clerk, Martha Huff; Chief Chris Young; Captain Jerome Senior; Select Board Office Asst. Bennet Flinner; Camera Operator Ken Knudsen; Public: Harlan Huff, Stephen Stark.

Absent: Select Board member John Rogala.

1.   Meeting called to order by McCubrey at 7:00pm.

2.   Fire & Rescue Dept. stats & recent awards presented at their annual ceremony reported by Fire Chief Chris Young:

2021 Firefighter of the Year - Lillian McMullin, 2021 EMS provider of the year - Nick Hegarty, 2021 Officer of the year - Deputy Chief Zack Staples,

2022 Firefighter of the year - Micah Cormier, 2022 EMS Provider of the year - Lieutenant Caleb Young, 2022 Officer of the year - Captain Jerome Senior. Two years of awards were presented due to COVID.

The department held 2 CPR classes this last year and assisted the local girl scout troop in earning their first aid badges. They are awaiting the new pump truck, last report the pump has been mounted and may be ready for delivery in the next few months. Stats for EMS calls in 2021 was 608 and in 2022 was 563. Many staff members continue their training to achieve additional licensures and currently half of EMS staff are paramedics. They collaborate with Buxton for training and utilize their medical director, Dr. Beal for guidance, support and call reviews. Quality assessments are sent to patients with 80% feedback received back. The auto-CPR devices purchased in 2019 continues to save lives and keeps staff safe from injury and exhaustion. The Select Board commended the Fire-EMS department for their hard work and continued diligence to provide excellent care to their patients and staff. 

3.   Old Business

      a. Meeting minutes for March 1, March 15. On the motion of Hoffman and McCubrey, the board approved the meeting minutes from March 1 and March 15 2023. Passed 2-0-1 (Rogala absent).

      b. Cannabis Business license renewals for Hollis Medication Station – Public Hearing scheduled for April 19, 2023 at 7PM

      c. Special Town Meeting held on March 29, 2023  to amend the Cannabis Business Ordinance were passed unanimously.

      d. Warrant for June 13, 2023 Annual Town Meeting – Select Board Recommendations for Articles #3-23, discussion on articles 24-26. 

  • Articles #3 through #12: On the motion of McCubrey and Hoffman, the board recommended all those articles for the June warrant. Passed 2-0-1 (Rogala absent).
  • Article #13: On the motion of McCubrey and Hoffman the board will table article (Hollis Center Library citizen's petition) recommendations and discussion to next meeting. Passed 2-0-1 (Rogala absent).
  • Articles #14 through 23: On the motion of Hoffman and McCubrey board recommends all those articles for the June warrant. Passed 2-0-1 (Rogala absent).
  • Article #24: On the motion of Hoffman and McCubrey, the board recommends this article (repealing ACO ordinance) for the June warrant. Passed 2-0-1 (Rogala absent).
  • Article #25: On the motion of Hoffman and McCubrey, the board will table article (ceasing cluster housing) recommendations and discussion to next meeting. Passed 2-0-1 (Rogala absent).
  • Article #26: On the motion of Hoffman and McCubrey, the board will table article (Acceptance of Totem Pines Road as Town road) recommendations and discussion to next meeting. Passed 2-0-1 (Rogala absent).

         e. Select Board will hold a public meeting next Wednesday, April 12, 2023 at 4PM in the Select Board office to finish up articles tabled this evening.

4.   New Business            

       a.  Hollis Rec Pavilion use application – YC Amateur Radio Club 06/24, 06/25. On the motion of Hoffman and McCubrey, the board approved the use application for YC Amateur Radio club as submitted. Passed 2-0-1 (Rogala Absent).

       b.  Appointments - None

       c.  Payroll and Warrant Totals: Payroll last week $12,810, Payroll this week $35,147; Warrant last week $29,835, Warrant this week $174,305.

       d.  Purchase Orders: #4220 to BANA Corp for replacing lighting in bays at FD station 2 not to exceed $2,000; #4219 to Adventure Climbing for Community Day Deposit not to exceed $800.00; #4216 to Rolling Video Games for game trailer, laser tag at Community Day paid in full not to exceed $2,100; #4217 to Pleasant Hill Excavators for crosswalk signal repairs on Town Farm Road not to exceed $2,000.

       e.  Correspondence: 

  • Parks and Rec will be holding their annual Easter Egg Hunt this Saturday, April 8th from 1-4PM. Sparks Ark will hold their animal presentations starting at 1PM here at the Community Building. Don’t miss a fun event for your children – Pre-school through 3rd grade. Cost is $5.00 per person.
  • Earth Day at Googins Woods - Hollis Conservation Commission is hosting a celebration nature walk on Saturday, April 22 at 1PM, Googins Woods - across the street from Pleasant Hill Baptist Church. All are welcome!

5.   Other Business

  • MSAD 6 will be presenting their 2023-24 School Budget at the May 5th Select Board Meeting.
  • We are currently in the process of hiring a Code Enforcement Officer. If you are interested in applying, please send your resume, cover letter and references to adminsecretary@hollismaine.org. Job Description is on our website under the news announcements.
  • The position is still available for a Part-Time Secretary for our Planning Board, Appeals Board and Finance Committee. All interested parties please e-mail your resume to adminsecretary@hollismaine.org.
  • Elections Update – Town Clerk Martha Huff: She is accepting Absentee Ballot requests for the June election/Annual Town Meeting - you can apply in person at Town Hall or by phone. Call 929-8552 x17. Reminder that school budget vote is held at Bonny Eagle High School on May 25th at 6PM. Must be in person to vote. 

6.   Upcoming Committee and Board Meetings

  • There will be a Planning Board meeting on Wednesday, April 12th at 7PM
  • There will be a Select Board meeting and Public Hearing on Wednesday, April 19th at 7PM.

8.    Adjournment: On the motion of Hoffman and McCubrey, board adjourned the meeting at 8:00pm. Passed 2-0-1 (Rogala absent).
