MINUTES FOR SELECT BOARD MEETING

Held on Wednesday, April 19, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board Members - David McCubrey, John Rogala and Mary Hoffman; Broadcasting Team - Ken Knudsen, Tiffany Dean; Select Board Office Asst. Bennet Flinner; Public - Terry Walters

1.   Meeting was called to order at 7PM by McCubrey.

2.   Meeting was suspended and Public Hearing opened for Cannabis Business license renewals for Hollis Medication Station, owned by Todd Hurtubise on River Road - has a medical cannabis retail store and cultivation. Discussion: There have been no complaints filed with the code office or board about this cannabis business.  The businesses were inspected by the Code Enforcement Office and Fire Department with no faults. 

3.   Select Board closed the Public Hearing and reconvened the meeting. On the motion of Hoffman and Rogala, the board approved the renewals of cannabis business licenses for Hollis Medication Station. Passed 3-0.

4.     Old Business

             a. Meeting minutes for April 12, 2023 - Hoffman read meeting minutes aloud regarding the prior tabled articles in the last meeting. All articles on the warrant will be on ballot. On the motion of Hoffman and Rogala, the board approved the minutes. Passed 3-0.

5.   New Business            

             a.  Appointments - none

             b.  Payroll and Warrant Totals: Warrant last week - $483,067, Warrant this week $67,106; Payroll last week $13,522, Payroll this week $36,205.

c.  Purchase Orders:

  • #4190 to Darlings Carpet and Floor Care for Fire Dept - to strip and buff kitchen and meeting room floors, wax 4 coats, not to exceed $850. 
  • #4226 to the Roof Doctors for Clothing Closet - to remove old roofing and replacement at the Clothing Closet building, not to exceed $4,500.
  • #4227 to Northeast Civil Solutions to provide engineering work for future new Town Hall building not to exceed $42,600.
  • #4223 to Stryker Medical for 2 power adapters for Fire Dept - lifepak cardiac monitors/AED's (will allow charging and power in the ambulances) not to exceed $4,522.34

d.  Correspondence: 

  • Reminder: MSAD #6 School Budget Presentation will be held on May 3, 2023 at 7PM at Hollis Community Building.
  • An Earth Day Nature Walk will be held at Googins Woods on Saturday, April 22nd at 1PM.  Sponsored by the Hollis Conservation Commission. Parking is available across from the Pleasant Hill Baptist Church on Pleasant Hill Road.
  • The USDA has grants available to help rural Maine townspeople to repair their homes damaged by severe storms and flooding from 2022. 6.   Other Business

  • The Town Pond is now stocked with fish - Children ages 15 and under can fish freely. 
  • We are currently in the process of hiring a Code Enforcement Officer. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org
  • We are also still looking for a Part-Time Secretary for our Planning Board, Appeals Board and Finance Committee. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org.
  • Election Update –  McCubrey reminded residents that the Public Hearing to review all warrant articles that will be on the June ballot will be held on May 17th in the Community Building at 7PM.

7.   Upcoming Committee and Board Meeting

  • Conservation Commission Meeting on Thursday, April 20th at 5:30PM
  • Planning Board Meeting on Wednesday, April 26th at 7PM
  • Select Board Meeting on Wednesday, May 3rd at 7PM.

8.    Public Comment: Terry Walters inquired about the littering in the Town, especially on Rt. 117. Poland Spring recognizes the issue and should initialize a clean up period.  McCubrey added that the crows and other animals get into people's trash that is left out the day before pick-up, without it being contained in a bin. The board encourages residents to please use closed containers to put out your trash or do not put it out too early. 

9.    On the motion of Rogala and Hoffman, Select Board adjourned their meeting at 7:25PM. Passed 3-0
