MINUTES FOR SELECT BOARD MEETING

Wednesday, May 3, 2023 - 7:00PM at the Hollis Community Building

Attendees:  Select Board members - David McCubrey, John Rogala, Mary Hoffman; Guest speaker - Clay Gleason, MSAD6 Superintendent of Schools; MSAD 6 Business Mgr - Bill Brockman; MSAD6 Assistant Superintendent - Lori Napolitano; Broadcasting Team - Ken Knudsen, Tiffany Dean;  Public - Don Marean, Dawn Clouter, Butch Gannett; 

1.   Meeting called to order at 7PM by McCubrey

2.   MSAD #6 Budget Presentation - by Clay Gleason, Superintendent. Clay Gleason presented the school district's budget.  Overview: 2% increase overall, 3.5% for Hollis. An small enrollment increase of 30 students this year in the district. 2 positions added for increased Special Education needs and an expanded Pre-K. We accept just as many for Pre-K as we decline. Adding 2 more Pre-K classrooms - one in Buxton and Standish (96 openings total for the district). Facilities and Maintenance budget increase of 5.6% (1.5M) - to fix many facilities that are aging, needing repairs to roofs, placement windows and other regular maintenance. A long term plan is being discussed on the future of these buildings and the district plans to apply for state funding for future repairs.This year's MSAD6 Budget booklet will be sent out and is also available on their website for viewing at bonnyeagle.org.

3.   Old Business

       a.  A reminder that we will be holding a Public Hearing at the Community Bldg on Wednesday, May 17th at 7PM regarding the secret ballot warrant articles for the Annual Town Meeting to be held on June 13, 2023. Warrant, Zoning Map and Ordinance information is posted our website www.hollismaine.org.

       b. Another reminder that our Code Enforcement office is closed from May 3rd to 5th this week. The office will reopen on Tuesday, May 9th.

4.   New Business

       a.  Paving Bids – We are requesting sealed bids for the paving of six (6) roads within the Town.  Working closely with the Road Commissioner Rob Hanson, the bidder will provide the itemized cost for each of the roads outlined below.

The following two (2) roads must be priced for a 1.5” Overlay with Tack, Sweeping, Butt Joints for all paved entrances and intersections, add aprons for all dirt entrances. Traffic Control and 2 ft. Shoulder Gravel: 

       1. Sarah Vaughn Road;

       2. Deerwander Road from mailbox number 481 to 870.

The following four (4) roads must be priced for a 1” Overlay/1” Shim with 2 ft. Shoulder Gravel: 

        1. Eagle Ridge;

        2. Nichols Lane up to dirt;

        3. West Old Alfred Road;

        4. Road and paved area off Moderation Street going into CMP.

ALL BIDS TO INCLUDE:  2 ft. crushed gravel shoulder, Butt joins ground on all connecting paved entrances or roads, and 8” paved apron on all connecting dirt entrances or roads.

All bids must include: Measurements of each road, tonnage required and total costs.

Bids must be sent through the US Mail, Express Mail or hand-delivered to the Hollis Town Hall – Select Board Office.  Bids are NOT acceptable through e-mail or fax. Sealed bids must be received at the Hollis Town Hall – Select Board Office no later than 4:00PM on Wednesday, June 21, 2023.   Additional information is posted on our website.

       b.  Payroll and Warrant Totals: Warrant this week $181,584; Warrant last week $21,351; Payroll this week $36,688; Payroll last week $13,124. Butch Gannett asked the large difference between last week and this week's payroll amount. Hoffman explained that the Fire EMS Dept gets paid every other week and employees of the Town Hall/Rec Dept, the Fire Chief and Librarian get paid weekly. Payroll this week included the Fire EMS Dept. 

       c.  Purchase Orders: #4218 to RMDL for 2 days labor and equipment to clean up brush from heavy snow storms under highway not to exceed $3,000; /34221 to RMDL for 24 hrs one ton dump with driver to assist sweeper @$70/hr under highway not to exceed $1,680;#4222 to SHOEM for 24 hrs sweeper @$160/hr not to exceed $3,840.

5.   Other Business

  • We are currently in the process of hiring a Code Enforcement Officer. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org
  • We are also still looking for a Part-Time Secretary for our Planning Board, Appeals Board and Finance Committee. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org.
  • McCubrey announced that the Town is currently working with the Assessing Agent on issues with assessments and site visits. If you have any issue with your current property tax assessment, please contact us so it can be addressed.
  • Reminder for Residents: The Hollis Annual Town Meeting, MSAD6 Budget validation and board election will be held on Tuesday, June 13, 2023 from 7AM to 8PM at the Community Building, 35 Town Farm Road. Voting is done by Secret Ballot

6.   Upcoming Committee and Board Meetings

  • Planning Board meeting on Wednesday, May 10th at 7PM
  • Select Board public hearing and meeting on Wednesday, May 17th at 7PM

8.   Adjournment: On the motion of Rogala and Hoffman, the Select Board adjourned the meeting at 7:55pm. Passed 3-0.
