MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING AND PUBLIC HEARING

Wednesday, May 19, 2021, 7:00PM

Attendees:  Select Board members – David McCubrey, John Rogala, Mary Hoffman; Town Clerk Martha Huff; Code Enforcement Officer Tammy Munson; Fire Chief Chris Young; Asst Chief Crystal Berry; Broadcasting team – Ken Knudsen, Tiffany Dean; Public: Kathy Harriman, Heather Sullivan, James Boyle, Keith Herrick, Shane ?, Sue Durst, Joshua Morse, Tara Michaud, Vida Fasulo, Jordan Decoster, Todd H, Cynthia Strout.

1.    Meeting called to order by McCubrey at 7:00pm.

2.   On the motion of Rogala and Hoffman, the Select Board suspended Select Board Meeting and opened the Public Hearing on the Secret Ballot Warrant Articles for the June 8, 2021 Hollis Annual Town Meeting, Marijuana Business Ordinance, changes to the Disposal of Tax Acquired Property Ordinance & Hollis Zoning Ordinance. Passed 3-0.

McCubrey indicated that they will read all warrant articles in order and will take feedback and questions from the public once the article is read.  McCubrey read articles 3 through 18.

Town Clerk Martha Huff wanted to clarify that the increase in Article 3 under the Town Clerk, Treasurer and Tax Collector offices was due to the Deputy being added back into the budget. The deputy budget was switched to administration in 2017 and brought back this warrant.

In response to Article 14, Resident Kathy Harriman asked about tax bills and when they are sent. They were sent late last year. Martha Huff indicated that tax bills and reminders are sent as a courtesy and they are not mandated by our warrant. Residents can call the Tax Collector and ask what they owe, or go on our website www.hollismaine.org and check their bill online.  Mary Hoffman said the board can invite the Tax Collector to speak on that.

In response to Article 16, Kathy Harriman asked about the Town Planner mentioned within the Marijuana Ordinance under page 6. CEO Tammy Munson responded that Town uses Southern Maine Planning to review all their Conditional Use Permit applications, and that is the “Town Planner.”

Resident Heather Sullivan thanked everyone that did the work in the ordinance. It’s an opportunity for Hollis to bring 12 new businesses to Town. Thanked Mary Hoffman and Tammy Munson who led the efforts, and Paul Mattor who worked many hours on it as well. Sullivan offered her help to those who have any questions. She looks forward to voting yes on Article 19.

In response to Article 17, resident Joshua Morse asked what changes were made to the ordinance Disposal of Tax Acquired Property.  Ordinance was pulled up by McCubrey. Rogala explained that the Town has several pieces of unused property and the Board would like to utilize a realtor to sell this property and use the proceeds towards a new Town Hall building. It would take the Select Board out of the mix and streamline the process in using a realtor. The ordinance allows either a realtor or a bid process. McCubrey indicated that prior to this ordinance being passed in the 90’s the prior Town officials would get “inside information” could pay the back taxes on lien properties and gain ownership of it.  This ordinance makes it fair.

3.     On the motion of Hoffman and Rogala, the Select Board closed the Public Hearing on the Secret Ballot Warrant Articles for the June 8, 2021 Hollis Annual Town Meeting, Marijuana Business Ordinance, changes to the Disposal of Tax Acquired Property Ordinance & Hollis Zoning Ordinance and reopened the Select Board meeting. Passed 3-0.

5.     New Business

 a.  Request for Bids – Muddy Brook Culvert Replacement Project. Reminder that the Town is looking for a firm to complete this project. Sebago Technics has put it out for bid on behalf of the Town.  Hollis received a $125K grant to go towards the project.  This project needs to be completed between July – December 2021.

 b.  Hollis Fire & Rescue Dept. Occupational Health presentation by Asst. Chief Crystal Berry and new fire truck by Chief Chris Young.

 c. Correspondence:   

A reminder that The Town of Hollis is seeking proposals for the demolition of a foundation structure and debris cleanup, and the removal of an excavator, dump truck and forklift located at 17 Moderation Street.  The property will be open for a mandatory inspection at 10AM on Thursday, May 20th. Bidders must attend the inspection to qualify to bid. Bids are due by 5PM on Wednesday, June 2nd. Bid information and work details are posted on our website.

The MSAD 6 District Budget Meeting will be held on Thursday, May 27th at 6:00 PM at the Bonny Eagle High School Gymnasium. The warrant articles and proposed operating budget are available for review on our Town website under “News and Announcements” and on Bonny Eagle’s website at www.bonnyeagle.org.

MSAD 6 will host its Annual Senior Citizen Appreciation Dinner on Thursday, May 20 from 4:30-5:30pm.  This year's event will be a FREE "Grab and Go" Turkey Dinner.  The dinner will be prepared for curbside pick-up at the main entrance at Bonny Eagle High School in Standish.  Please RSVP by calling 929-2312.

Live Meetings: On the motion of Hoffman and Rogala, the Select Board will go back to live meetings starting next week on 6/2/2021.    Passed 3-0.

Select Board conducting ACO interviews. Please contact the Select Board if you are interested in being the ACO for Hollis/Limington.

7.     Upcoming Committee and Board Meetings

  • There will be a Televised Planning Board Zoom meeting on Wednesday, May 26th at 7:00pm
  • There will be a Televised Select Board Zoom meeting on Wednesday, June 2nd at 7:00pm.
  • The Hollis Annual Town Meeting and MSAD 6 elections will be held on Tuesday, June 8th at the Hollis Community Building at 35 Town Farm Road. Polls will be open from 7AM to 8PM. For more information about absentee ballots or registering to vote, please call the Town Clerk at 929-8552 ext. 18.
