MINUTES FOR TELEVISED HOLLIS SELECT BOARD LIVE AND ZOOM MEETING

Wednesday, June 2, 2021, 7:00PM

Attendees: Select Board members - Dave McCubrey, Mary Hoffman; Guest: Kenneth Stone;  Martha Huff, Town Clerk; Assessor, Deb Stitson; Bennet Flinner, Select Board Office Asst.; Camera Operator Ken Knudsen; Broadcaster Tiffany Dean;  Public: Frank Hanson, Deb Silver, Becky Bowley, many other family and friends of Kenneth Stone.

Absent: Select Board member - John Rogala

1.     Meeting called to order by McCubrey at 7:00pm.

2.     Old Business

          a. Annual Report Dedication presented to resident Ken Stone. Report of Ken Stone was read by McCubrey and portion of this meeting was attended by several members of Ken's family and friends. Congratulations to Ken!  Annual Report was also dedicated to centurion Louis DeSilva. Congratulations Louis!

          b. Tax Bills update - Assessor’s Report:  Assessor Deb Stitson attended to answer some questions at the last Select Board meeting regarding the timing of the tax bills sent out by the Town. Stitson explained that the Tax Collector cannot send out bills without the Tax Commitment completed by her, the Assessor. Last year provided a very small window of time for both the Town and our provider, Northern Data Systems to review and proofread the bills before sending them out. With the reassessment in full swing and our GIS mapping system being updated, it was difficult to balance the tax commitment with the projects. Residents can expect that as always, taxes are due on the days that is stated in the Annual Town Meeting Warrant (unless changed by Town vote) which the 1st Wednesday in May and November each year.  Residents can also call the Tax Collector for their tax bill amounts, or obtain them online through the Town's website. Stitson states that Anna McClay, our Tax Collector works extremely hard, some days up to 12 hours, plus takes care of customers during office hours. Stitson hopes the tax bills will go out earlier next year, but there are other options for residents to get that information.     

3.     New Business

 a. Opening of Bids for Muddy Brook Culvert Project: 

Four (4) bids were received by the deadline and read by the Select Board:

  • $338,210 from Northeast Earth Mechanics, Inc.
  • $327,465 from D&C Construction Inc.
  • $248,400 from Skid Steer Services
  • $284,415 from Pratt and Sons, Inc.

All bids will be sent to Shane Kelly at Sebago Technics for review.

 b. Welcome new ACO – Hollis resident Thomas Witkowski. Welcome aboard, Tom!

 c. Appointments – On the motion of Hoffman and McCubrey, the Select Board appointed the list of Ballot Clerks for 06.08.21 Annual Town Meeting as written. Passed 2-0-1 (Rogala absent). 

 d. Records donated to Buxton-Hollis Historical Society - Martha Huff

 e. Policies:

  • On the motion of Hoffman and McCubrey, the Select Board approved updates to Policy #10 Schedule of Fees. Passed 2-0-1 (Rogala absent).
  • On the motion of Hoffman and McCubrey, the Select Board rescinded Policy #55 Use of Municipal Facilities During COVID-19. Passed 2-0-1 (Rogala absent).  Hoffman explained further that with the resciding of this policy, the Town is re-opening all municipal buildings to capacity under the state's CDC recommendations. Recreation department's Summer programming protocols will follow school guidelines and posted later this week.
  • On the motion of Hoffman and McCubrey, the Select Board approved Policy #56 Clarifications to Marijuana Business Ordinance. Passed 2-0-1 (Rogala absent). Policy was read by Hoffman and was vetted through the Town's attorney. 

 f.  Payroll and Warrant Totals: Warrant last week $42,272, Warrant this week $48,368; Payroll last week $13,348, Payroll this week $33,662.

 g. Purchase Orders:

  • #4007 to Stryker for Annual payment of service contract for 2 Lucas CPR devices for Hollis FD, not to exceed $2,386.
  • #4010 to Custom Concepts, Inc. for Architectural design services for a new Town Hall, not to exceed $48,000.
  • #4009 to Air Cleaning Specialists of NE for Vehicle Exhaust Extraction system for Plains Road Fire Station, not to exceed $32,900. 

 h. Correspondence:

  • A reminder from the Maine Dept of Inland Fisheries and Wildlife: If you encounter wildlife in the Maine outdoors, remember this motto: “If you care, leave them there.” Picking up young wildlife might seem like the right thing to do, but in most cases, wildlife has a much better chance of survival when not disrupted by humans. If you have observed a young wild animal alone for more than 48 hours and believe it truly may be orphaned or injured, please alert the Game Warden’s office at 207-287-8000.
  • Army National Guard Band Concert at the Hollis Sports Complex at 6:30pm on June 30th. Complex opens at 5:00pm for Raffle and Concessions.

5.     Upcoming Committee and Board Meetings

  • The Hollis Annual Town Meeting and elections for MSAD 6 will be held on Tuesday, June 8th at the Hollis Community Building at 35 Town Farm Road. Polls will be open from 7AM to 8PM. For more information about absentee ballots or registering to vote, please call the Town Clerk at 929-8552 ext. 18.
  • There will be a Televised Planning Board Meeting that will be both Live and Zoom on Wednesday, June 9th at 7PM at the Community Building.
  • There will be a Hollis Sports Complex Committee meeting on Thursday, June 10th at 7pm at the Community Building.
  • There will be a Hollis Community Day Committee meeting on Monday, June 14th at 7pm at the Community Building.

6.    Public Comment - McCubrey and Hoffman thanked Ken Stone for coming to the meeting and congratulated him on his dedication to the Annual Report. Thanked him for all his hard work and contributions over the years, and keeping the roads clear and safe for our residents.

Martha Huff - Town reports are available at Town Hall.

Mary Hoffman read the Centurion Dedication to Louis DeSilva, 100 years old, that was published in the Town Report. 

7.    On the motion of Hoffman and McCubrey, Select Board adjourned the meeting at 7:50pm. Passed 2-0-1. (Rogala absent)
