MINUTES FOR SELECT BOARD MEETING & PUBLIC HEARING

Wednesday, June 7, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, John Rogala, Mary Hoffman; Town Clerk - Martha Huff; Select Board Office Asst. - Bennet Flinner; Camera Operator Ken Knudsen; Public - Stephen Pleau, Shane Ward, Harlan Huff

1.   Meeting called to order by McCubrey @ 7PM.

2.   On the motion of Hoffman and Rogala, the board suspended the meeting and opened the Public Hearing for Cannabis Business license renewal for Maine Only, LLC submitted by Stephen Pleau. Passed 3-0.

Discussion for Public Hearing - McCubrey stated that there have been no complaints submitted to the Town regarding this Maine Only, LLC. Hoffman agreed and stated that the Code office and Fire Chief currently reports there are no discrepancies. There was no public comment. 

3.   On the motion of Hoffman and Rogala, the board closed the Public Hearing for Cannabis Business license renewal for Maine Only, LLC submitted by Stephen Pleau and reconvened the Select Board Meeting. Passed 3-0.

4.     Old Business

               a. Cannabis Business license renewal for Maine Only, LLC – Select Board Vote.  On the motion of Hoffman and Rogala, the board renewed the cannabis business license for Maine Only, LLC. Passed 3-0.

               b. Meeting Minutes for April 19, 2023 & May 3, 2023 (All 3 members present at both meetings). On the motion of Hoffman and Rogala, the board approved the minutes for April 19th and May 3rd 2023. Passed 3-0.

               c. Paving Bid Reminder – All Paving Bids are due on June 21st by 5PM at the Town Hall. Bid Info is on our website and advertised in the Waterboro Reporter.

5.   New Business           

               a.  Use application for Hollis/Buxton Democratic Committee – 1st Thursday of month 6-7:30pm, Comm. Bldg. On the motion of Hoffman and Rogala, the Select Board approved the use application for Hollis/Buxton Democratic Committee to have meetings the 1st Thursday of the month from 6-7:30 in the Community Building. Passed 3-0.

               b.  Southern Maine Planning & Development Commission – Memorandum of Understanding to update Hollis Zoning Ordinance and Subdivision regulations. On the motion of Hoffman and Rogala, the board accepted MOU to update the zoning ordinance and subdivision regulations at cost not to exceed $7,500. Passed 3-0.

               c.  Policy #2 Holiday Schedule – Adding Juneteenth holiday (Monday, June 19, 2023). On the motion of Hoffman and Rogala, the board amended the Holiday Schedule policy #2 and added the Juneteenth Holiday - June 19, 2023. Passed 3-0.

               d.  Meeting Announcement - Brookfield Energy and the Kleinschmidt Group will be presenting their study plan for the Bar Mills License Surrender Project (aka dam decommissioning) on Wednesday, June 14, 2023 at 3pm at the Hollis Community Building, 35 Town Farm Road. The Study plan is available on our website. Any written public comment for this study must be submitted by June 30, 2023 to barmills@kleinschmidtgroup.com.  The Public is welcome to attend in person or via Zoom. Details are on our website calendar.

               e.  Payroll and Warrant Totals: Warrant last week $22,244, Warrant this week $57,376; Payroll last week $34,157, Payroll this week $17,501

               f.  Purchase Orders:

  • #4198 to IPS for SCBA Pack flow testing, SCBA and DOT bottle hydro testing as mandated by the state under the FD acct not to exceed $5,895;
  • #4232 to Action Flag for 4 gross of 12x18" grave marker flags under flags acct not to exceed $744;
  • #4233 to RMDL for culvert repair at 48 Heather Lane and ditching under highway acct not to exceed $4,500;
  • #4234 to RMDL for culvert repair at 234 Pleasant Hill Rd and ditching under highway acct not to exceed $3,800;
  • #4235 to RMDL for culvert repair at 95 Darbick Terrace under highway acct not to exceed $5,000;
  • #4236 to RMDL for culvert repair at 98 Darbick Terrace under highway acct not to exceed $5,000.

               g. Correspondence: 

  • There will be a Community Forum regarding MSAD 6 Facilities Planning on Thursday, June 14th from 6 to 8PM at the Bonny Eagle High School to discuss the current state of our facilities and grounds and vision for the future. Superintendent Clay Gleason, Facilities Director Adam Thibodeau, and Facilities Planning Committee members including representatives from our School Board will be present, as representatives from Harriman Architecture and Design lead us in a conversation with a goal of seeking input, ideas and feedback from our Bonny Eagle Community. We hope you can join us.

6.   Other Business

  • Elections Update – Town Clerk Martha Huff. Election will begin on Jun 13 at 6:45 to elect a moderator and held at the community building. Polls are open from 7AM to 8PM. Absentee ballots can be requested until tomorrow, Jun 8 2023, 4PM. Thanks to the election staff that will be working at this election.
  • Trash Update & Info – McCubrey reports prices for Ecomaine will be increasing overall in dumping eff. July 1. 
  • CMP is currently trimming trees along the pole lines in Hollis. If you want advanced notice that CMP will access your property for maintenance, please call CMP to put in a request form at 1.800.696.1000.
  • We are currently in the process of hiring a Code Enforcement Officer. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org.
  • We are also still looking for a Part-Time Secretary for our Planning Board, Appeals Board and Finance Committee. If you are interested in applying, please e-mail your resume to adminsecretary@hollismaine.org.

  • Hollis Annual Town Meeting, MSAD 6 Budget Vote & Board Election on Tuesday, June 13th from 7AM to 8PM at the Community Building.
  • Brookfield Study Plan Presentation on Wednesday, June 14th at 3:00PM
  • Community Day Committee Meeting on Wednesday, June 14th at 6:00PM
  • Conservation Commission Meeting on Thursday, June 15th at 5:30PM
  • Select Board meeting on Wednesday, June 21st at 7:00PM.

8.     Adjournment - On the motion of Hoffman and Rogala, the board adjourned the meeting at 7:24PM. Passed 3-0.
