MINUTES FOR SELECT BOARD MEETING & PUBLIC HEARING

Wednesday, June 21, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, Mary Hoffman; Town Clerk Martha Huff; Select Board Office Asst. Bennet Flinner; Camera Operator Ken Knudsen; Public - Charlie Emerson

Absent: John Rogala

1.   Meeting called to order by McCubrey at 7PM.

2.   Results of Annual Town Meeting & MSAD Budget/Board Election & Congratulations to elected officials Martha Huff & Mary Hoffman.

All articles of the Annual Town Meeting Passed - all MSAD 6 results and town meeting are available on our website hollismaine.org.  Huff thanked the custodian and election staff for their help, and food donations as well. Over 3000 ballots were processed in all. Town can post warrant and public hearings at the Station House store on Hollis Road. Election signs were placed TOO CLOSE to the building - had to move some. Please keep them by the roadway which is 250ft from voting place.

3.   Open & announce all received Paving Bids:  Pike Industries - $427,780; All States Construction $354,590.85; Shaw Bros. $432,077. Board will review these bids for accuracy and announce decision at next meeting.

4.   Elect Select Board Chair - tabled until next meeting

5.   Old Business

               a. Meeting minutes for May 17, 2023 (all 3 members present). On the motion of Hoffman and McCubrey the board approved the minutes for May 17, 2023. Passed 2-0-1 Rogala absent.

6.   New Business           

               a. Appointments: On the motion of Hoffman and McCubrey, the board appointed the following residents: Appeals Board – Bart Sughrue, Katharine Harriman; Planning Board – Thomas Witkowski, Gregg McPherson, Stephen Stark; Ecomaine Board – David Durrell; Freedom of Information Officer- Martha Huff. Passed 2-0-1 Rogala absent.

               b. Update Policy #10 Schedule of Fees – On the motion of Hoffman and McCubrey the board amended Policy #10 updating fees schedules for Building Permit Schedules, deleting prior town late dog licensing fees (state only), & updated Marijuana wording to Cannabis. Passed 2-0-1 Rogala absent.

               c.  Payroll and Warrant Totals: Warrant last week $497,676, Warrant this week $68,549; Payroll last week $38,179, Payroll this week $16,394

               d.  Purchase Orders: 

  • #4240 to VISA for disc golf targets for Sports Complex under such acct not to exceed $1,100; 
  • #4241 to Old Hickory for 10 x 20 storage shed for Sports Complex under such acct not to exceed $7,353.88; 
  • #4258 to VISA for Smart Board for training room under FD donation acct not to exceed $5,000;
  • #4259 to HSE for replacement fire attack hose under FD acct not to exceed $5,820;
  • #4260 to Southern Maine Communications for three new fire ground radios with mics under FD acct not to exceed $2,500;
  • #4255 to VISA for 6 - 6FT tables for training room under FD acct not to exceed $1,260;
  • #4253 to VISA for new search rescue training manikin heiman fire equipment under FD acct not to exceed $1,330;
  • #4252 to VISA for oxygen tank lift under FD acct not to exceed $2,848.29;
  • #4251 to George R Roberts for repair of Winterberry Cistern leak under FD acct not to exceed $2,700;
  • #4199 to IPS for 2 new DOT cascade bottles including installation under FD acct not to exceed $3,364;

               e. Correspondence: 

  • Reminder for folks to remove their election roadside signs.
  • All Town Offices will be closed for the Independence Day holiday on Tuesday, July 4th.
  • Volunteers are needed for the Hollis Community Day event for August 5th, 2023. If you are interested please reach out to our Rec Director Debbie Tefft at 929-5142.

7.    Upcoming Town Committee and Board Meetings

  • Planning Board (tentative) meeting on Wednesday, June 28th at 7PM

8.    Adjournment - on the motion of Hoffman and McCubrey the board adjourned the meeting at 7:35PM. Passed 2-0-1 Rogala absent.
