MINUTES FOR SELECT BOARD PUBLIC AND ZOOM MEETING

Wednesday, Aug. 3, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, John Rogala, Mary Hoffman; Parks and Rec Director Debbie Tefft; Sr. Rec Counselor Karlie Finlay; Select Board Office Asst Bennet Flinner; Camera Operator Ken Knudsen; Broadcasting Tech Tiffany Dean; Public members in house and on Zoom - Madison Moody, Jen Moody, Joanne Toone, Faith Plummer, Elizabeth Doane, Megan Gardner, Jessica Brackett, Kelly Ramsdell, Benjamin Brooks, Shelly Brooks, Paul Mattor, Jennifer Fricke, Sheryl Harmon,  Heather Duprey, River Payne, Anthony Patane.

1.    Meeting was called to order by McCubrey @7:00pm.

2.    Old Business

a. Select Board announced that they have accepted the bid for Snow and Ice Control Contract from RMDL, Inc. 

b. Retirement plans – Town of Hollis will be offering Defined Benefit plans from Maine PERS and Maine START 457 Plans to full time employees.

c. Meeting Minutes - On the motion of Hoffman and Rogala, the Select Board unanimously approved the Meeting Minutes from 06.15.22, 07.06.22, and 07.20.22. Passed 3-0.

3.   New Business

a.  Election of Select Board Chair - On the motion of Rogala and Hoffman, the Select Board reelected Dave McCubrey as Select Board Chair. Passed 2-0-1. McCubrey abstained.

b. On the motion of Hoffman and Rogala, all appointments passed unanimously for:: Rita Perron – Finance Committee; Seth Davis – Planning Board; Reappointments to Community Clothing Closet Committee: Diane Meserve, Margaret Hartley, Tootsie Johnson, Mona Meserve, Amanda McConihe; Reappointments to Hollis Christmas Fund Committee: Diane Meserve, Kristina Teneyck, and Bonnie Johnson. Passed 3-0.

c.  On the motion of  Hoffman and Rogala, the Select Board voted in favor to hold a Special Town Meeting on Aug. 17, 2022 to have a vote to repeal Single Assessor Ordinance. Articles read by McCubrey. Passed 3-0. McCubrey explained that the Select Board is hiring Assessing Agents to complete Assessor's work to complete Tax Commitment. Current assessor has been out on leave since April and is expected to be out until end of this month. Warrant for Special Town Meeting signed by Select Board.

d.  Before & After Care  -  Fall 2022 Season: McCubrey explained that the Town has been unsuccessful in hiring a new Assistant Director for Parks and Rec - was in the process of hiring a person just recently that backed out and no other qualified candidates have applied. Also Rec will be losing one of their Sr. counselors soon. Per Debbie Tefft, she explained that she has 3 employees that can help and between them and herself, she feels they can cover all of those hours.  Several Town residents gave their input regarding the importance of this service and their suggestions on how to make it work.  All public input can be viewed at 08 min.15 sec. in at https://livestream.com/accounts/23355313/hollistownmeetings/videos/23242...

On the motion of McCubrey and Rogala, the Select Board approved a hourly rate increase to $16 for Rec counselors and weekly fees to $110 ($45 before care and $65 after care).  Passed 3-0. SB later clarified that these changes will go into effect for the fall season. 

f.  Policy update – Computer Use #40 - On the motion of McCubrey and Hoffman, the Select Board approved amendments to Policy 40. Passed 2-0-1. Rogala absent (left room briefly).

g.  Payroll and Warrant Totals: Warrant last week $9,384, Warrant this week $41,076, Payroll last week $40,249, Payroll this week $17,358.

h.  Purchase Orders:

  • #4168 for Parker Appraisal for Tax Commitment assessing work not to exceed $15,000;
  • #4167 for CAI for deed review for splits per Aaron Weston quote not to exceed $875.00;
  • #4166 to United Training Center for Advanced EMT class for Micah Cormier not to exceed $2,100.

4.   Other Business:   

We are looking for volunteers for Hollis Community Day to be held on Saturday, August 13th. Please call Debbie Tefft at 929-5142.

Brookfield energy held a public meeting at the Buxton Town Hall last night regarding the Bar Mills Dam decommissioning. Many area residents attended and had intense discussions about the plan. Select Board suggests it be viewed by residents - recording can be found under Buxton meetings in Saco River Community TV.

5.   Upcoming Committee and Board Meetings

  • Planning Board Site Visit at Poland Spring on Wednesday August 10th at 5pm (amendment to CUP)
  • Planning Board meeting and public hearing on Wednesday, August 10th at 7 PM
  • Select Board meeting on Wednesday, August 17th at 7PM
  • Hollis Sports Complex committee meeting Thursday, August 18th at 7PM

6.    Executive Session - None

7.    Public Comment: Resident Joanne Toone asked if Town has a part in the Bar Mills dam decommissioning process? McCubrey indicated no, the Town has no part in it. It is a business working with the state and DEP. It will affect Town in eventually paying less taxes. Toone went on to say that the machinery and structures left behind may cause potential danger and contamination. McCubrey indicated that it is unknown if there are decommissioning bonds on these dams. It is only in starting phases & will take years to complete. Toone indicated that the Conservation Commission will continue to participate during this process and Select Board thanked her for their involvement and her input. 

8.    Adjournment: On the motion of Hoffman and Rogala, the Select Board unanimously adjourned at 9:00pm. Passed 3-0.
