Minutes for Select Board Televised Meeting and Public Hearing

August 4, 2021, 7:00PM

Attendees: Select Board members David McCubrey, John Rogala and Mary Hoffman; Town Clerk Martha Huff; Select Board Office Assistant Bennet Flinner; Public members Rita Anderson and Rita Perron; Broadcasting Tech Tiffany Dean, Camera Operator Ken Knudsen.

1. Select Board Meeting opened by McCubrey at 7:00pm.

2. On the motion of Hoffman and Rogala, the Select board suspended the meeting and opened the Public Hearing for Remote Participation Policy. Passed 3-0.

Hoffman read the draft policy and opened up the floor for discussion. McCubrey pointed out that it only presides over the Select Board, no other town board or committee. Rita Perron asked if the person has to be disabled to be able to participate in remote meetings, McCubrey answered no and the other board members agreed. Martha Huff asked what constitutes as an emergency. Hoffman indicated that the policy allows board members and the public to participate in meetings remotely when there is an emergency like the pandemic or when a board member is ill or cannot physically come to the meeting. Zoom will still be utilized for public to have access to the meetings as well. Rita Anderson asked why this public hearing was taking place and can public join by telephone? Hoffman indicated that the policy requirement was led by state legislature and yes people can join the meetings by telephone only. You do not need to join by the internet. 

3. On the motion of Hoffman and Rogala the Select Board closed the Public Hearing for Remote Participation Policy and reconvened Board Meeting at 7:12pm. Passed 3-0

4. On the motion of Hoffman and Rogala the Select Board approved Policy #57 Remote Participation as written. Passed 3-0. 

5. On the motion of McCubrey and Hoffman, the board approved the meeting minutes from 05.19.21 & 06.16.21. Passed 3-0.

6. Town Clerk Martha Huff annouced that Absentee Ballots can be requested 90 days prior to the election and read the state referendum question to be on the November ballot.  The Polls will be open on November 2, 2021 from 7am to 8pm at the Community Building. 

7. New Business

     a. Marijuana Business applications - Select Board annouced that 5 applications were submitted today through the Code Enforcement office. Most applications were from businesses that already exist and a few were new businesses.

     b. Amended Town Policies:

  • #4 Circulation of Petitions - Tabled until next meeting;
  • #12 Polling Place Petition Policy - On the motion of Hoffman and Rogala, the Select Board approved the amended policy with change to date of last town meeting of 07.14.20. Passed  3-0.
  • #23 Town Owned Property & #24 Tables and Chairs - Tabled until next meeting;
  • #47 Select Board Compensation - On the motion of Hoffman and Rogala, the Select Board approved the amended policy. Passed 3-0.
  •  #51 Employee Training - On the motion of Hoffman and Rogala, the Select Board approved the amended policy. Passed 3-0.
  • #54 Public Sand and Salt/Sand Shed - Tabled until next meeting

     c. Appointments:  Freedom of Information Officer, Martha Huff. On the motion of Hoffman and Rogala, the Select Board appointed Martha Huff as the FOAA officer for Hollis. Passed 3-0.

     d. Warrant and Payroll Totals: Warrant last week $36,158, Warrant this week $65,028; Payroll last week $38,111, Payroll this week $18,792.

     e. Purchase Orders:

  • #3819 to Visa for Party Vision deposit for mobile zipline at Hollis Community Day not to exceed $3,014.44;
  • #3818 to Party Vision for mobile zipline balance not to exceed $2,912.50;
  • #4038 to Big Daddy's North for Hollis FD Department BBQ and annual banquet not to exceed $1,122;
  • #4051 to Ocean AVL for stage, sound system, lighting, generator, fuel, spider box AC power cable for Community Day not to exceed $4,385; 
  • #4054 to RMDL for ditching, tree removal, filling and smoothing for electrical lines installed at HSC concession building, not to exceed $1,300;
  • #4048 to HSE for fittings to repair dry hydrants under Hollis FD not to exceed $1,802.25;
  • #4049 to Scarborough Public Works for open PO for vehicle maintenance and repairs not to exceed $10,000;
  • #4053 to Abracadabra for 45 min. magic show at Community Day not to exceed $850.00;
  • #4052 to Studios To Go for game trailer 6 hours for Community Day, not to exceed $850.00;
  • #3817 to Central Maine Pyrotechnics for Fireworks display at Community Day not to exceed $3,500;
  • #3741 to CivicPlus for Annual Renewal fee for Parks and Rec software not to exceed $2,400. 

     f. Correspondence:

  • The Hollis Fire and Rescue department has a full-time position and per diem positions available now. For more information, contact Chief Chris Young at 727-3623 
  • The Hollis Community Day Event, “Pirate Fest” will be held on Saturday, August 14th starting with a Pancake Breakfast at 8:30am and ending with a fireworks show at 9:00 all at the Hollis Sports Complex. 8. Other Business:  Planning Board Agenda for Aug. 11, 2021 7pm meeting

9. Upcoming Committee and Board meetings 

• There is a Hollis Sports Complex Committee meeting tomorrow, August 5th at 7pm. 

• There is a Televised Planning Board meeting on Wednesday, August 11th at 7pm.

• There is a Community Day Committee meeting on Monday, August 9th at 7pm.

• There is a New Town Hall Committee meeting on Tuesday, August 17th at 5pm.

• There is a Televised Select Board meeting on Wednesday, August 18th at 7pm.

• There will be a Conservation Commission meeting on Thursday, August 19th at 5:30pm.

10. Public Comment: Martha Huff indicated that the information of the Town Land currently for sale should include tax map and lot, she has gotten inquiries about it. The board will let the realtor know - she is Kaitlyn Hall of Landing Homes of Maine. Incoming calls can be directed to her, info is on our website and posted at Town Hall.
