MINUTES FOR SELECT BOARD MEETING

Wednesday, August 16, 2023 - 7:00PM at the Hollis Community Building

Attendees:  Select Board Members - John Rogala, Mary Hoffman; Select Board Office Asst. Bennet Flinner; Fire-Rescue Chief Chris Young; Town Clerk Martha Huff (Zoom); Camera Operator Ken Knudsen; Harlan Huff.

1.   Meeting called to order at 7PM by Hoffman.

2.   Resignation of the Select Board Chair, David McCubrey – Hoffman announced the resignation of David McCubrey. On the motion of Hoffman and Rogala, Select Board accepted the resignation of McCubrey. Passed 2-0.

3.   Elect new Chair of Select Board - On the motion of Rogala, he nominated Mary Hoffman as Chair for the Hollis Select Board. Passed 1-1-0 (Hoffman abstained)

4.   Call Special Town Meeting 11.07.2023:   On the motion of Hoffman and Rogala, the board has called a Special Town Meeting on Nov. 7, 2023 to elect one (1) Hollis Select Board member, Assessor and Overseer of the Poor and to designate the shortened period for availability of nomination papers to 22 days – Aug. 17 through Sept. 8. Passed 2-0. Hoffman read the Warrant (Article 1 to elect a moderator and Article 2 to elect one (1) Select Board member.) 

5.  Hollis Fire-Rescue Dept. Quarterly Report – Presented by Chris Young, Fire-Rescue Chief. Highlights: From April to June 2023, Hollis Fire-Rescue responded to 37 fire calls, 119 medical calls. Year to date total calls is 349. Staff training hours combined - 284, plus 2 live fire trainings. 227.5 hours for call company. Held CPR class for Hollis Recreation staff. New fire hydrants being installed on Wakefield Rd. Motor vehicle crashes have increased in the last few months, many midday auto accidents due to high rates of speed. 

6.  Old Business

               a. Meeting minutes from July 5, 2023, July 19, 2023, Executive Session Minutes 7/25/23 (all present). On the motion of Hoffman and Rogala, all minutes from July are approved as written. Passed 2-0.

7.   New Business          

               a. Update on Assessing Agent for Tax Commitment – Parker Appraisal. Per recent meeting with Bob Gingras of Parker Appraisal, plan to get tax commitment done mid September. 

               b. Policy #10 Schedule of Fees amendments - tabled for signature until next meeting.

               c.  Appointments –Conservation Commission Members: Madison Moody, Joanne Toone, Catherine Hewitt, Lee Klarman, Doris Luther, John Mattor.  Election Warden for Nov. 7, 2023 Referendum Election – Lila Wilkins. On the motion of Hoffman and Rogala, Select Board appointed all members for the conservation commission and the Election Warden for the State Referendum Election. Passed 2-0.

               d.  Payroll and Warrant Totals: Warrant last week - $492,150; Warrant this week $74,292. Payroll last week $34,066; Payroll this week $24,022.

               e.  Purchase Orders:

  • #4245 to Coastal T-shirts for Summer Basketball shirts under Rec Dept acct not to exceed $876.50;
  • #4263 to Virginia Task Force 2 for structural collapse tech class for Lucas Joslin under Fire Dept acct not to exceed $1,850;
  • #4264 to RMDL for relocating riser for Tylers Turn hydrant to safer location for drafting under Fire Dept acct not to exceed $2,000;
  • #4265 to Ames Property Services LLC for new hydrant on Wakefield Rd, Grant for remaining amount due under Fire Dept acct not to exceed $3,000;
  • #4266 to Verizon for new iPad Pro tablets for ambulance electronic patient care reports - one for each ambulance as budgeted under Fire Dept acct not to exceed $2,000;
  • #4295 to Saco River Canoe and Kayak for Summer Rec field trip fees under Rec acct not to exceed $1,125; 

               f. Correspondence:  

  • Drawdown of West Buxton Headpond – Brookfield Renewable Notice: They plan to begin a draw down the headpond starting 8/21/23. Info will be posted on our website.
  • Watch the classic movie "Back to the Future" under the stars here "On The Green" at the Hollis Community Building this Friday, August 18th!  -CASH ONLY EVENT- Tickets are $5/pp and children five and under are free. Event starts at 7:30PM, movie will begin approximately 8:15-8:30PM. *WEATHER DEPENDENT EVENT*
  • York County Community Action Program is accepting applications for their Home Energy Assistance Program. Get help towards your fuel or electric heating bills! To apply, please call 1-800-965-9762 or 459-2950.
  • Hollis Center Church is putting a team together to help out around the neighborhood for minor projects - free of charge! If you need help or would like to volunteer, please call 929-4711 ext. 4 or email csargent.hcc@gmail.com for more info. Help day is scheduled for Sunday, October 15.

8.   Other Business: LD 290 Property Stabilization Update - Information is on our website. Law was repealed and only available this property tax season. State will pay the taxes only this one year.

9.   Upcoming Town Committee and Board Meetings

  • Tentative Planning Board meeting on Wednesday, August 23rd at 7PM
  • Conservation Commission meeting on Thursday, August 17th at 5:30pm
  • Select Board meeting on Wednesday, September 6 at 7PM

10.    Public Comment - None

11.    Adjournment: On the motion of Rogala and Hoffman, the board adjourned the meeting at 7:35pm. Passed 2-0.
