MINUTES FOR TELEVISED MEETING – Sept. 1, 2021, 7:00PM
Attendees: Select Board Members – David McCubrey, John Rogala, Mary Hoffman; Select Board Office Asst. Bennet Flinner; Camera Operator Ken Knudsen; Broadcasting Tech Tiffany Dean.
1. Meeting called to order at 7:00pm by McCubrey.
2. Old Business
a. Muddy Brook Culvert project update – Muddy Brook Road is closed as work is completed on the culvert project. Town will keep public updated on progress.
3. New Business
a. Public Hearings on Wednesday, September 15, 2021 at 7:00 p.m. to formulate and review the 09.29.21 Special Town Meeting Warrant Articles and the MMA General Assistance Ordinance dated 2021 and the MMA General Assistance Model Ordinance Appendices Maximums (A-F and H) for the year October 1, 2021- September 30, 2022.
McCubrey read the (2) articles to be discussed at the public hearing – one is to update to Marijuana Business Use table in the Zoning Ordinance to correct administrative errors and the other is to change the first tax due date from November 3 to December 28 to allow completion of the revaluation.
b. Approval of Minutes: On the motion of Rogala and Hoffman, the Select Board approved minutes from the meetings on 08.04.2021 & 08.18.2021. Passed 3-0.
c. Appointments: On the motion of Hoffman and Rogala, the Select Board reappointed Faith Plummer to the Christmas Fund Committee, and Chad Poitras as the Town’s Health Officer. Passed 3-0.
d. Payroll and Warrant Totals: Warrant last week $67,145, Warrant this week $184,990; Payroll last week $32,524, Payroll this week $14,498.
e. Purchase Orders:
• #4059 to Curtis Taxer and David Silk for attorney fees for Assessment Appeal & Abatement request for Brookfield, not to exceed $5,000;
• #4056 to Maine Boundary Consultants for a Legal description of a 73 acre lot at Tax Map 9 Lot 25, not to exceed $2,000;
• #4039 to Visa for Fire Prevention materials and Sparky fire hats not to exceed $1,100.
f. Correspondence
• Planning Board Agenda for meeting and public hearing scheduled for Sept. 8, 2021 at 7pm – Read by Hoffman. Includes review of the Remote Participation Policy to allow Zoom meetings.
• There are vacancies on our Planning Board and Finance Committee. If you are interested, please contact the Select Board at 929-2242 to request an application.
4. Other Business
• Day Farm Estates Fire Cistern – Cistern at the subdivision has major problems. Developer J. Waterhouse has been contacted and has been put on the agenda for next meeting. If no response or action is taken, legal action may be necessary.
• Update on Route 202 Bridge/Salmon Falls – The DOT has indicated that they will have an online meeting planned in the next few months regarding rebuilding the bridge. Public is encouraged to participate.
5. Upcoming Committee and Board Meetings
• There will be a Sports Complex Committee meeting on Thurs, Sept. 2nd at 7pm.
• There will be a Televised Planning Board meeting and public hearing on Wednesday, Sept. 8th at 7pm.
• There will be a Televised Select Board meeting and public hearing on Wednesday, Sept. 15th at 7pm.
• There will be a Conservation Commission meeting on Thursday Sept. 16th at 5:30pm.
• A Hollis Special Town Meeting will be held on Wednesday, Sept. 29, 2021 at 7:15pm at the Community Building.
