MEETING MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

1. Meeting called to order at 7:01pm by McCubrey

2. Old Business

    a. Town Hall Re-opening - On the motion of Hoffman & Rogala, the Select Board unanimously approved Policy #55 Use of Municipal Facilities during COVID-19. Passed 3-0.  Policy will be implemented beginning 9.14.20 and will be a partial reopening.

    b. Free E-Waste and Scrap Metal Disposal Day – Saturday Sept. 12 from 9AM – 3PM at the Hollis Municipal Complex

    c. Muddy Brook update- McCubrey presented photos of current update of Muddy Brook road and temporary fix until next year.

    d. Food distribution event – Hosted by Maine Farmer’s Exchange & the USDA. To be held on September 17 or 18 from 10am to 2pm at the Hollis Sports Complex parking lot. Food boxes will contain milk, 6 lbs of mashed potatoes, 2 1/2 lbs of cheese, and assorted produce.  People will be able to pick up for themselves and for family/neighbors who cannot attend.

3. New Business

    a. Ambulance invoicing clarification - Chief Chris Young.  Chief explained that invoices sent to residents for ambulance services are not done in house. They are completed by their billing vendof (Medical Reimbursement Services).  The FD/EMS focus is the emergency call at hand and the location responded to. There is alot of information gathered from the patient, household members present, etc depending on the situation.  The info gathered is given to the hospital, which in turns sends to the insurance company who has contact with the billing vendor. If the billing vendor cannot confirm the address given at the time of the emergency, they will have to do a search through another vendor's database. If in the event an updated address is not available in the databases, the invoice is sent to the last known address.  In the last board meeting there was a complaint that a patient's bill was sent to an old address four times on purpose for what the patient felt was a personal attack.  The billing company and insurance company have their processes and do not contact towns directly to receive mailing or address information for patients.  The claim had to be refiled with the patient's insurance company. 

    b. ACO - Dog/cat complaints: Unless the animal appears to be in distress, please do not call in dog barking complaints at night to the ACO. Also a reminder to license your dog by Dec. 31, 2020 to avoid state late fees. 

    c. Salmon Falls Library update:  The library will reopen partially on Sept. 16, 2020. Please see their website for details www.salmonfallslibrary.com.

    d. Payroll and Warrant Totals:  Warrant last week - $27,283, Warrant this week - $45,787,  Payroll last week - $31,010, Payroll this week- $14,214

    e. Purchase Orders; CPR classes under Hollis FD not to exceed $924.00; (2) POs to RMDL under Highway to ditch and prep for paving multiple Town roads not to exceed $10,000; FR Carroll under highway to pave multiple Town roads not to exceed $175,000; Whitestone Signs under highway for cones (additional ones plus replacing those cones recently stolen) not to exceed $2,200; Staples under COVID for 10 barriers/sneezeguards not to exceed $2,100.

    f. Correspondence:   

  • Hollis Parks & Rec is offering full-time child care for school aged children only, Mon-Fri. They are also planning to do skill based soccer camp - all can sign up now. Call the Rec for more information 929-5142.
  • The Hollis Community Clothing Closet has added Fridays to their open hours beginning this week.  They are now open on Tuesday, Thursday and Friday 9-11AM and Saturday 1-3PM. Please no more donations until the October. Thank you.

4.  Other Business

Election Update:  Town Clerk Martha Huff asks that absentee ballot requests only be sent in ONCE. She is getting multiple requests for one person. If you complete a form online, you do not need to send one to Town Hall and vice versa.  We are looking into getting a Absentee Ballot drop off box for Town Hall, the State is encouraging absentee voting due to COVID-19. State is allowing  ballot processing the week before the election.   Martha thanked Mary Hoffman for being involved today in learning about the absentee ballot process. The Town has received over 500 absentee ballot requests so far with 2 months to go.

5.  Upcoming Committee and Board Meetings

  • Planning Board Site Visit for Totem Pines Subdivision on Nathan Smith Road, next Wednesday September 9th at 5:30 pm. Public is welcome to attend.
  • Planning Board Zoom Public Hearing for Totem Pines Subdivision & Regular Meeting on Wednesday, September 9th at 7:00 pm
  • Select Board Zoom Meeting on Wednesday, September 16th at 7:00 pm
  • Planning Board Zoom Meeting on Wednesday, September 23rd at 7:00 pm
  • No Select Board Meeting will be held on the 5th Wednesday of the month on September 30th.
