MINUTES FOR SELECT BOARD MEETING

Wednesday, Sept. 6, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, John Rogala; Town Clerk Martha Huff; Camera Operator Ken Knudsen; Public - Harlan Huff.

1.   Meeting called to order by Hoffman at 7:00pm.

2.   Announcement: No Zoom is available for tonight’s meeting. This meeting is broadcast live on Spectrum Cable through Saco River Television and will also be uploaded and posted on the Livestream site by this Friday. We apologize for any inconvenience--Our broadcast technician is off tonight.

3.   On the behalf of the Town of Hollis, and all of our officials and staff, we would like to send our best wishes for a speedy recovery to the four Maine State Troopers involved in the tragic accident that occurred on Hollis Road on August 28th. We are very grateful for the services the Maine State Police provides to our communities. Also a sincere thanks to our remarkable staff at Hollis Fire-Rescue for their swift and professional response, and for the mutual aid provided by the Towns of Buxton, Waterboro and Goodwin Mills. We wish all of the victims of this accident the best.

4.   Reminder: Nomination Papers to elect one (1) Hollis Select Board member, Assessor and Overseer of the Poor are due on Friday, Sept. 8 by 4PM.

6.   New Business           

               a.  Policy #10 Schedule of Fees amendments – On the motion of Hoffman and Rogala, the board unanimously approved the amendments to Policy #10. Passed 2-0.

               b.  Payroll and Warrant Totals: Payroll last week:$11,854, Payroll this week: $39,254;  Warrant last week: $39,355,   Warrant this week: $55,694.

               c.  Purchase Orders:

  • #4300 to Zoom Drain for video scope and remove blockage from dry hydrant no to exceed $810 from FD acct;
  • #4299 to R Joy Services for chimney foundation repair at the community building not to exceed $875 under maintenance acct;
  • #4298 to Full Court Press for Parks and Rec fall newsletter not to exceed $985.14 under Parks&Rec acct;
  • #4297 to Kofile Preservation for indestructo binders, labels and document preservation not to exceed $3,000 under elections acct;
  • #4268 to Spencer Manufacturing for auxiliary steps, front rear doors for engine 2 not to exceed $1,500 under FD acct;
  • #4267 to Rural Fire Protection of NE for 4 new hydrant strainers not to exceed $1,600 under FD acct;
  • #4248 to Coastal Tshirts for fall soccer team shirts not to exceed $1,200 under Parks & Rec acct.

• Maine Department of Transportation – Notice of Layout and Taking – Towns of Buxton, Gorham, Hollis & Lyman - US Route 202/Route 4, Base Line of: Wakefield Road, Muddy Brook Road; several slope easement limits; several slopes and toe of slope & berm ditch; outlet drainage structure easements; drainage outlet easements; and temporary construction rights. Right of Way plans and records of these notices are available to the public at the Town Hall.

• Press Release - Maine Municipal Association dividend check for good performance and loss prevention programs.

• Buxton Hollis Historical Society – Presentation of Waterpower on the Saco River. 9/12/2023 at 7PM. Suggested donation for entry is $10, Seniors - $8.

• Step Up Parents organization – provider of financial support to grandparents and other relatives of children whose parents struggle with substance abuse – www.stepupparents.org 

• Watch the classic movie "Back to the Future" on the green at the Hollis Community Building this Friday, Sept. 8th!  THIS IS A CASH ONLY EVENT- Tickets are $5/pp and children aged 5 and under are free. We are selling concessions as well, which are also cash only. For any questions, please call the Rec Dept at 929-5142. Event starts at 7:30PM, movie will begin approximately 8:15PM. *WEATHER DEPENDENT EVENT*

LIHEAP, the Home Energy Assistance Program provides assistance to eligible homeowners and renters to help cover heating and energy costs. Appointments are being scheduled . • Totem Pines Subdivision - The resident who requested the agenda item did not show to speak on the subject.

8.   Upcoming Town Committee and Board Meetings

• Planning Board will meet on Wednesday, Sept. 13th at 7PM

• Select Board will meet on Wednesday, Sept. 20th at 7PM

• Conservation Commission will meet on Thursday, Sept. 21st at 5:30PM.

9.    Executive Session - none

10.  Public Comment:

Harlan Huff - Spoke about an MVA accident from 1960's at the intersection of Rts 202 and 35.

Martha Huff, Town Clerk - Dog licenses can be issued Oct. 15, 2023. Absentee ballot requests available now (90 days before election).  Online requests at maine.gov can be submitted since this is a state referendum election.   

11.    Adjournment - On the motion of Rogala and Hoffman, board adjourned the meeting at 7:28pm. Passed 2-0.
