MINUTES FOR SELECT BOARD MEETING

Wednesday, Sept. 20, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, John Rogala; Bennet Flinner, Select Board Office Asst; Ken Knudsen, Camera Opereator. 

1.   Meeting called to order by Hoffman at 7PM.

2.   On the motion of Hoffman and Rogala, the board opened the Public Hearing regarding the adoption of the General Assistance Maximums for October 1, 2023 - September 31, 2024 and the General Assistance Appendices A-F. Passed 2-0.

Hoffman provided general information about the maximums and appendices for the general assistance year 10/1 -9/30-24. No public in attendance or comment.

3.  On the motion of Hoffman and Rogala, the board closed the Public Hearing regarding the adoption of the General Assistance Maximums for October 1, 2023 - September 31, 2024 and the General Assistance Appendices A-F and reconvened Select Board meeting. Passed 2-0.

4. On the motion of Hoffman and Rogala, the Select Board voted all in favor to adopt the General Assistance Maximums for October 1, 2023 - September 31, 2024 and the General Assistance Appendices A-F. Passed 2-0.

5.   Old Business

               a. Meeting minutes for 08/16/23 and 09/19/23 - On the motion of Hoffman and Rogala, the board voted all in favor to approve the minutes for 8/16 and 9/19. Passed 2-0.

6.   New Business           

               a.   Policies:

                     i.  Amended Policies: Policy #10 - Schedule of Fees, Policy #21 Purchase Orders, Carry Forwards and Disbursement of Funds, and Policy #18 Pets on Town-Owned Property - On the motion of Hoffman and Rogala the board voted all in favor to amend town policies 10, 21 and 18 as written. Passed 2-0.

                      ii. Enacted Policies: Policy #59 -Virtual & Hybrid Public Comments and #60 Petty Cash Policy. On the motion of Hoffman and Rogala, the board voted all in favor to enact policies 59 and 60 as written. Passed 2-0.

               b.  Town/Public Employee Disciplinary action - On the motion of Hoffman and Rogala, the board voted all in favor to move forward with disciplinary action on the Town employee and work with the Town attorney to draft a written notice. Passed 2-0.

               c.  Payroll and Warrant Totals: Warrant last week $574,066; Warrant this week $375,365; Payroll last week $15,970; Payroll this week $43,089.

               d.  Purchase Orders:

  • #4301 to Innovative Surface Solution for 4500 gallons of Magic minus zero solution (salt solution) under Snow acct not to exceed $7,875.00.
  • #4302 to Poirier Guidelines for roadway striping under Highway acct not to exceed $14,815.90.

               e. Correspondence:  

  • E-mail from Brookfield Renewable - Drawdown of W Buxton Headpond read by Hoffman. Is on our website www.hollismaine.org.
     
  • LIHEAP, the Home Energy Assistance Program provides assistance to eligible homeowners and renters to help cover heating and energy costs. Appointments are being scheduled. To schedule an appointment call 207-459-2950 or apply online at WWW.YCCAC.ORG. Information is also listed on our Town's webpage news.

7.   Other Business: Rogala thanked the Maine State Police for their coverage of our Town, especially the drop-off/pick-up at the elementary school to ensure safety.

8.   Upcoming Town Committee and Board Meetings

  • Conservation Commission will meet on Thursday, Sept. 21st at 5:30pm
  • Planning Board will meet on Wednesday, Sept. 27th at 7PM
  • Select Board will meet on Wednesday, Oct. 4th at 7PM

9.     Executive Session - none

10.   Public Comment - none

11.    Adjournment - On the motion of Rogala and Hoffman, the board voted all in favor to adjourn meeting at 7:16PM. Passed 2-0.
