MINUTES FOR SELECT BOARD MEETING

Wednesday, October 4, 2023 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - Mary Hoffman, John Rogala; Town Clerk Martha Huff; Select Board Office Asst. Bennet Flinner; Broadcasting Technician Tiffany Dean; Camera Operator Ken Knudsen; Public - Ken Knudsen

1.   Call to Order - Meeting called to order by Hoffman at 7:00PM.

2.   Old Business

               a.  Meeting minutes 9/6/2023, 9/27/2023 -  On the motion of Hoffman and Rogala, the board voted all in favor to approve minutes as written. Passed 2-0.

3.   New Business          

               a.  Appointments: Sports Complex Committee: Jennifer Kessy & Josh St. Pierre - Tabled until next week.

               b.  Policy 61 - Refund Policy; Policy 62 Drug & Alcohol Policy - Both policies reviewed by Hoffman. Will be on our website for public review under the Town Clerk's page. On the motion of Hoffman and Rogala, the board voted all in favor to adopt both policies 61 and 62. Passed 2-0.

               c.  Payroll and Warrant Totals: Warrant last week $38,483; Warrant this week $40,382; Payroll this week $13,406; Payroll last week $40,525.

               d.  Purchase Orders:

  • #4246 to Southern Maine Planning for GIS mapping of Indian Celldar, Googins Woods. Carryforward $700 from Cons. Comm acct and use balance $1750 from acct 3005, not to exceed $2,450 total;
  • #4303 to Southern Maine Planning for Shoreland Zoning ordinance and map work from TIF acct not to exceed $3,650;
  • #4249 to MSAD 6 Transportation for Summer Rec bus trips/field trips under Parks and Rec acct not to exceed $3,300.40;
  • #4305 to Coastal TShirts for Hollis Comm Day shirts under Comm Day acct not to exceed $900;
  • #4036 to MLD Installations to furnish and install new front and rear doors in Community Building under Maintenance acct not to exceed $8,150.00.

               e. Correspondence:  

  • Just a reminder that the York County Community Action Program is taking applications for HEAP, the home energy assistance program that provides help to homeowners and renters to cover heating and energy costs. To find out if you’re eligible, please call to make an appointment at 207-459-2950 or apply online at www.yccac.org.

4.   Other Business:

  • Tax Commitment - Assessing Agent is working on finishing up the commitment, should be completed by the end of the week. Will announce mill rate when available.
  • Rogala thanked BEAR HILL LUMBER for donation of wood chips for the Hollis Sports Complex playground.
  • Dog licenses are available for 2024 starting Oct. 17th. Please bring your dog's rabies certificate, even out of state certs. Updated dog program from NDS will be helpful to track dogs moving forward. 
  • Election Update: State Referendum and Special Town Meeting will be held at the Community Building on Nov. 7, 2023. Moderator will be elected at 6:45; Polls open at 7AM, close at 8PM. Special Town Meeting is to elect a Select Board member - Candidiates are Roger Hicks and Rita Perron.   Absentee Ballots are available - they can be ordered over the phone 929-8552 ext 18, form can be printed off on-line and brought into Town Hall for processing or you can submit the form online at maine.gov. Info is on our Town's website www.hollismaine.org - under the ELECTION INFO link on the home page or under ELECTIONS on the town clerk's page.   Clerk Huff thanked our maintenance person Allen and Rogala for putting up the absentee ballot drop off box.  Absentee Ballots can be returned to Town Hall via the ballot box outside of Town Hall or bring it into Town Hall when we're open. Make sure to sign the outside of the absentee ballot envelope before submitting it in the box or it won't count. Please provide a phone number or e-mail on your ballot request form so we may contact you, in case you haven't signed your ballot.   There is no citizens voter guide yet released from the state regarding the referendum questions -- will post as soon as it's available.

5.    Upcoming Town Committee and Board Meetings

  • Sports Complex Committee meeting on Thursday, Oct. 5th at 7PM
  • Planning Board Meeting (tentative) on Wednesday, Oct. 11th at 7PM
  • Select Board meeting on Wednesday, Oct. 18th at 7PM

6.    Public Comment - None

7.    Adjournment - On the motion of Rogala and Hoffman, the board adjourned the meeting at 7:28 PM. Passed 2-0.
