MINUTES FOR TELEVISED MEETING – Wednesday, Oct. 6, 2021, 7:00PM 

Attendees: Select Board members - David McCubrey, John Rogala; Town Clerk Martha Huff; Camera Operator Ken Knudsen; Broadcasting Tech Tiffany Dean.

Absent: Mary Hoffman

1.      Meeting called to order by McCubrey at 7:00pm.

2.      Election Results for Sept. 29, 2021 Special Town Meeting. McCubrey reports that Don Marean was elected as moderator. Both articles PASSED by a majority vote. ARTICLE 2: "Shall the Town vote to authorize the Select Board and Tax Collector to amend Article 13, Item 1 from the Annual Town Meeting held on June 8, 2021 to charge interest on unpaid taxes, determine the rate thereon, set the due datesfor taxes, and to set the date on which interest commences (Tax Collector charging interest at a rate of 6% per annum, that taxes be due and payable in two (2) payments). Change the first half tax due date from November 3, 2021, to December 8, 2021, with interest to commence on the first half on December 22, 2021, at 6% per annum. The second half due on May 4, 2022, with interest to commence on May 18, 2022 at 6% per annum." ARTICLE 3: "Shall the Town vote to amend the Use Table in the “Town of Hollis Zoning Ordinance” to be consistent with the Use Table amendments regarding Marijuana Businesses approved by the Planning Board and Select Board on March 31, 2021?"

3.      New Business

          a.  Mowing & Landscaping Contract - New contract specs with minor changes have been finalized by the Select Board and bid deadline is Noon on November 24, 2021. 

          b.  Payroll and Warrant Totals: Payroll last week $12,905; Payroll this week $34,474; Warrant last week $23,734, Warrant this week $417,674.

          c.  Purchase Orders:

  • #3809 to Willygoat for T-swing set for Hollis Sports Complex, under HSC not to exceed $1,532.38;
  • #4041 to Autotronics for New Fire Engine as approved by voters in June 2021 Annual Town Meeting. Single Axel Custom Ca 2,000 gallon engine with 1500 GPM pump under TIF not to exceed $618,000;
  • #4042 to George R. Roberts, Co. for repair to leaking cistern on Winterberry Lane under TIF not to exceed $5,000.

          d.  Correspondence: Planning Board Agenda for Oct. 7, 2021.   

4.    Other Business

        a. Roads Update: Rogala reports Muddy Brook culvert install is completed and RMDL will be doing some treework before finishing up paving the road.

5.      Upcoming Committee and Board Meetings

  • There will be a Sports Complex Committee meeting on Thursday, October 7th at 7PM.
  • There will be a New Town Hall Committee meeting on Tuesday, October 12th at 4:15PM.
  • There will be a Planning Board meeting on Wednesday, October 13th at 7PM.
  • There will be a Library Committee meeting on Thursday, October 14th at 1PM.
  • The next Select Board meeting will be on Wednesday, October 20th at 7PM.
  • There will be a Conservation Commission meeting on Thursday, October 21st at 7pm.

6.    Public Comment: 

Martha Huff,Town Clerk thanked everyone who attended Special Town Meeting, moderator Don Marean and ballot clerks Donna Lovell and Faith Plummer. Nov. 2 2021 Election absentee ballots are now available. Can be requested online or call the Town Clerk 929-8552 x18 and leave you name, number and date of birth. Deadline is Oct. 28 2021 4pm. Ballot return box is available outsideTown Hall to drop off ballots. Citizen's guide to voting are available online maine.gov. Very helpful in deciding how to vote on ballot questions. 

John Rogala - Asks residents to keep an eye out for road signs that are disappearing within the Town. They are costly for the Town to replace.

Dave McCubrey wished a belated birthday to Barb Rogala.
