MEETING MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, October 7, 2020, 7:00PM

ATTENDEES:

Select Board members Present - David McCubrey, Mary Hoffman; Absent - John Rogala

Other Town officials and employees- Town Clerk Martha Huff, CEO Tammy Munson, SB Office Asst. Bennet Flinner, Broadcaster Ken Knudsen

Public members - Joshua Morse

1.      Meeting called to order by Hoffman at 7:04pm.

2.      Meeting was suspended and Public Hearing to Review MMA General Assistance Model Ordinance Appendices A-F & H for Oct. 1, 2020-Sept. 30, 2021 was opened at 7:05pm.

3.     Town Clerk and General Assistance Administrator Martha Huff gave an overview of the GA Model Ordinance and Appendices. It is important to note that the Town of Hollis is modeled after the City of Portland's maximum rate. Reminder to residents to contact the emergency cell number after hours for emergnecies only at 298-0271. There were no questions from the public.

4.      Hoffman closed the Public Hearing to Review MMA General Assistance Model Ordinance Appendices A-F & H for Oct. 1, 2020-Sept. 30, 2021 at 7:10pm and reconvened the Select Board Meeting 

5.      Elections Update – Martha Huff, Town Clerk.  Huff reports that the Town has received a state grant of $5,000 for help towards the General Election. 

Election reminders and announcements:

  • Please sign the back of the envelope for your absentee ballot before sending it in.
  • There is Rank Choice voting on the ballots. There are instructions sent with the absentee ballots, please take time to read them carefully before filling out your ballot.
  • The ballots you receive via absentee are the same that are given to voters on election day at the polls. If you received an absentee ballot and have changed your mind about voting that way, you must bring it back to Town Hall.
  • The Town now has an absentee ballot drop off box! It will be emptied a few times daily.

6.   On the motion of Hoffman and McCubrey, the Select Board accepts the MMA General Assistance Maximums and Model Ordinance Appendices A-F & H for Oct. 1, 2020-Sept. 30, 2021. Passed 2-0-1 (Rogala absent.)

7.      Old Business

a.     New Town Hall Proposal Presentations:  Presentations of a proposed new Town Hall building and ideas of future economic development will be held at the Hollis Community Building on Oct. 13th at 6pm with Northeast Civil Solutions and Oct. 15th at 6pm with Woodward and Curran.  Presentations will be broadcast on Saco River Community Cable TV and Livestream.com. Public may call in with questions after the presentations by phone – the number will be announced during presentation. Any follow-up questions can be e-mailed to the Select Board and addressed at their next Zoom Select Board meeting, Oct. 21st. More information to come on our website under “news & announcements.”  

b.     Trash and Recycling Reminders: Most contaminated recycling is plastic bags and styrofoam reported this past month. Please try to recycle more to lower the trash amount. We realize it is a difficult thing to do during this time with more people staying home, but your efforts will help keep down the Town's cost.

c.     Meeting Minutes Approval - On the motion of Hoffmand and McCubrey the Select Board approved the minutes from meeting held on August 5, 2020. Passed 2-0-1 (Rogala absent).

8.      New Business

a.  Appointments - Lila Wilkins, Election Warden.  On the motion of Hoffman and McCubrey, the Select Board appoints Lila Wilkins as Election Warden for the General Election Nov. 3, 2020. Passed 2-0-1 (Rogala absent).

b. Ditching/Paving & crack sealing update - RMDL has been working on the ditches of several Town roads, we hope to crack seal and pave these roads next year.  

c. Payroll and Warrant Totals - Payroll last week $12,608, Payroll this week $30,561; Warrant last week $25,018, Warrant this week $54,143.

c. Purchase Orders - To RMDL for Dry Hydrant repair under TIF not to exceed $3,000; To Scarborough DPW for new primer for engine 1 with parts and labor under FD not to exceed $3,000; To Access AV for upgrade to video and audio equipment for broadcasting not to exceed $5,200; To Visa for Fire Prevention education materials from NFPA for 500 students under FD not to exceed $2,350. 

d. Correspondence - When renewing your dog's licenses at Town Hall, please bring in their rabies vaccination certificate.
