Hollis Select Board meeting Wednesday, October 14, 5:15-6:15 PM.

 

Present:   Dave McCubrey and Roger Hicks

 

 

Planning Board warrant articles:  the Select Board will work on the three proposed ordinance changes re:  BOA in November.   There are also other proposed ordinance and policy changes the select board will consider, including changes in Policy #10, Fees.  What is the history of the $500 CUP application fee?

Also need a review of CEO fees.  Also, “laundromat” does not appear on the Hollis Use Table.

 

Discussion of the status of a conditional use permit if a business changes hands, e.g., Smokin’ Blues Café.  Why would an “occupancy permit” specify “no drums” as indicated by an email received last week by the select board?  Hollis does not have a specific noise ordinance.  Dave reviewed the CUP file and found nothing relevant.  He will investigate further – are there other conditional use permits that need to be reviewed?

 

Towers, repeaters, costs, for FD use, tabled for further consultation with Jason.

 

Fire Dept Utility Truck lease.  Is a PO needed?  Can the cost come out of the TIF?  There are three different types of trucks.  Jason got an estimate from Gorham Savings Bank, but the Town uses SIS.  Select Board will ask Jason which truck, and get an estimate from SIS.  A signature page is needed on the lease agreement.

 

Holiday hours for Thanksgiving week.  Town Hall will be open from 9 – 4 on Wednesday, and closed Thursday and Friday.  There will be no registrations that week due to the Tax Collector being away all week.  This will be advertised in Smart Shopper and on website.

 

Discussion of foreclosed properties.  Fernstrom is fully paid and sold.

 

25 Main Street settlement – property has been cleaned up; now waiting for attorney response.

 

Buxton will be holding a public hearing re: liquor license for Skip’s Tavern on October 26.  Buxton has turned them down once, but the State can override the town. 

 

Glenda O’Brien, Poland Spring Plant Manager, will be at the Hollis Select Board meeting on October 21 televised meeting.   After Thanksgiving, there will be a general meeting of Select Board members with Poland Spring officials re: parking ordinance.  If DOT puts up the signs, it is enforceable.

 

Lighting in the Barn:  not really needed at this time, but there is a window that needs repair.

Need estimates on town hall cleaning.

 

Bulky Waste Day Saturday October 17 from 8:00 to 5:00 PM.  Before that date, Select Board members will need to meet with the Treasurer for training on proper collection of money, including bad check list.

 

Need formula for bonding for future work if subdivision roads are not completed.
