MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, October 16, 2019, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron (left at 8:00pm), John Rogala, Martha Huff, Bennet Flinner, Heather Sullivan, Rita Anderson, Beverly Harris

1. Meeting called to order by McCubrey at 7:03pm.

2. On the motion of Perron and Rogala, the board unanimously suspended the board meeting and opened the Public Hearing on all Secret Ballot Warrant Articles for The Hollis Special Town Meeting being held on Tuesday, November 5, 2019  at 7:04pm. Passed 3-0-0.

3. McCubrey read the November Warrant in its entirety and opened the floor for questions and comments.  One comment from the public was that the Finance Committee ordinance read a lot like the old Budget Committee ordinance.

4. On the motion of Rogala and Perron the board unanimously closed the Public Hearing on all Secret Ballot Warrant Articles for The Hollis Special Town Meeting being held on Tuesday, November 5, 2019 and reconvened the board meeting at 7:16pm. Passed 3-0-0.

5. Old Business

     a. Request for Bids: Curbside trash and recycling collection and transport contract 2020-25.  McCubrey reminded the public about the Trash/Recycling bids that are due on November 6, 2019.

     b. Election reminders: Town Clerk Martha Huff annouced that Absentee ballots are available and can be obtained in person at Town Hall or by phone call to the Town Clerk by October 31, 2019 at 4pm. Polls will open at 7AM and close at 8PM.

Dog Licenses: Licenses are due now. Please license your dogs before December 31, 2019. Residents can mail checks or come into the office. We do not offer online licensing at this time.

     c. On the motion of Perron and McCubrey board meeting minutes from 9/4/2019 were approved 2-0-1. Rogala abstained.  On the motin of Perron and Rogala board meeting minutes from 9/18/2019 were unanimously approved 3-0-0.

6. New Business

     a. Policy #55 – Parks & Recreation Scholarships for Summer Program. Tabled until next meeting.

     b. Warrant and Payroll Totals: Warrant last week - $579,590, Warrant this week - $485,111; Payroll last week - $25,972, Payroll this week - $11,936.

     c. Purchase Orders:

#3892 to RMDL for stump removal and loam on Saco Road not to exceed $1,000 under highway;

#3891 to RMDL for seal joint at Chadbourne Ridge Road Bridge not to exceed $1,000 under highway;

#3888 to Visa for 3 season jackets for all Hollis FD members. Lows Variety donated deposit, not to exceed $1,800 under Hollis FD; #3887 to HSE for 4 lengths of supply hose not to exceed $2,050 under Hollis FD; #3886 to Knox Company for Medvault locking system for ambulance 1, not to exceed $1,650 under Hollis FD;

#3885 to Phil Berry Plumbing to remove unused rear station shower, install washing machine drains and plumbing for gear washer and linen/uniform washer, not to exceed $1,200 under Hollis FD; #3883 to RMDL to repair 100'x5' section of Old East Alfred Road, not to exceed $2,000 under highway;

#3839 to All states Asphalt for paving and shouldering of Country Club Road, E.Old Alfred Rd and Usher Mill Rd, Grind, cement pave and shoulder Saco Road not to exceed $610,000 ($500,000 paving and $100,000 TIF).

#3893 to Woods Excavating for @,500 yards of screen course winter sand delivered to sand shed at $8/yard not to exceed $20,000;

#3894 to RMDL for 10 tons of hottop to patch apron on Decker Circle not to exceed $1,800 under highway,

#3895 to Morton Salt for 1000 tons of road salt not to exceed $57,000 under Snow;

#3896 to RMDL for saw, cut and removal of 20'x80' area for pavement by dumpster, fine grade with recycled asphalt not to exceed $1,000 under highway.

     d. COLA wage increase – On the motion of Rogala and Perron the board tabled the discussion. Passed 3-0-0.

     e. Ecomaine Pricing for residents - provided by McCubrey

     f. Salmon Falls Bridge - replacement of the bridge will have a Public Hearing by DOT in the future. Will keep the public posted.

     g. Correspondence:

  • Thank you to Buxton Garden Club for the gift of fresh apples given to the Town Hall and Hollis Fire and Rescue!
  • National Prescription Drug Take Back Day is Thursday, October 26th from 10:00am to 2:00pm. Dispose of unused, unwanted or expired medication at the Buxton Police Department, Buxton Walgreens or one of the Med Return Box locations throughout northern York County.  For more information visit the website www.medreturnme.com.
  • The Hollis Conservation Commission is planning a roadside litter pick-up day this Saturday, October 19th at 9 AM. Meeting point will be at Nouria on the corner of Plains Road and Route 117 in Hollis. Gloves and trash bags will be provided. 7.  Other Business:

"Tea House" Property - On the motion of Perron and Rogala the board agrees to abandon a town way, that being the old Salmon Falls Bridge abutment on the edge of # 315 East Old Alfred Road (McGarry property). Passed 3-0. The board will contact Town Attorney for guidance on how to proceed.

Wednesday, November 13th at 7:00pm, Televised Planning Board meeting

Thursday, November 14th at 6:30pm, Hollis Sports Complex Committee meeting

9. Public Comment: Public asked when tax bills will be sent - they should be out soon. Taxes are due on November 6, 2019.

Heather Sullivan presented a citizens petition for a proposed Marijuana Ordinance. On the motion of McCubrey and Rogala, the board will provide the proposed ordinance to the Town attorney for review. Passed 2-0-1 Perron absent.
