MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, Oct. 2, 2019 at 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Bennet Flinner, Denise McCubrey, Kayla McCormick, William McCormick

1. Meeting called to order at 7:01pm by McCubrey

2. Old Business

     a. Public Hearing for all Secret Ballot Warrant articles including ordinance changes to the Finance Committe Ordinance and Zoning Ordinance for the Hollis Special Town meeting in November is scheduled for Wednesday, October 16th at 7pm at the Community BUilding during the Select Board Meeting. The November 5th election will be held in the Community Building at 35 Town Farm Road, Hollis from 7AM-8PM.

     b. Paving Updates: Country Club Lane and Usher Mill Road is complete.

3. New Business

     a. Request for Bids: Curbside trash and recycling collection and transport contract 2020-25. Bid packets are available at Town Hall and on the town's website. Will be opened on November 6, 2019 at 7pm Select Board Meeting. Bids are due by 4pm on November 6, 2019. Must be mailed or handed in.  On the motion of McCubrey the board unanimously agreed to place an ad in the Journal Tribune for the trash bid. Passed 3-0.

     b. Policy #19 Employee Benefits.  On the motion of McCubrey and Perron, the board unanimously approved the amended policy to include full time firefighter paramedics in offering insurance benefits. Passed 3-0.

     c. Recycling contamination:  Perron reminded residents about contaminated recycling, the town gets charged for these items which were found last month: Hannaford grocery bags, styrofoam, garden hoses, metal framing, vinyl items, yard waste, wood, netting, TV antennas, phone cords, window screens.

     b. Appointments: none

     c. September Departmental Budget reports - Perron reports that the total budget amount spent was $945,944.

     d. Warrant and Payroll Totals: Warrant last week - $23,095, Warrant this week - $309,945 (includes county taxes, trash contract pmt and salt shed repair) Payroll last week - $26,597, Payroll this week - $12,129.

     e. Purchase Orders: #3845 to Bonny Eagle Transportation Dept for Transportation fees and bus lease for Summer Rec 2019 not to exceed $2,365.45 under Parks and Rec; #3884 to Portland Plastic pipe for materials towards new dry hydrant on Plains Rd (installation provided by Hollis Rod and Gun Club) not to exceed $900.00 under Fire and Rescue.

     f. Correspondence:

  • The Town Clerk's office will be closed next Tuesday and Wednesday, October 8th and 9th, for training.
  • A representative of Senator Susan Collins office will be at the Hollis Community Building for mobile open hours on Wednesday, October 9th from Noon - 1pm.  Residents are welcome to come speak to Ms. Prentiss Curtis with their concerns or questions.
  • The Hollis Select Board will be holding a Departmental and Town official meeting on Wednesday, October 23rd from 11am to Noon at the Community Building. This is not a public meeting.
  • The Maine Departments of Agriculture, Board of Pesticides Control and Environmental Protection offer a FREE annual program to homeowners, family-owned farms and greenhouses to dispose of unusable pesticides in Portland. Date of disposal is yet to be announced.  Registration ends Monday, October 7th. Unregistered drop offs are NOT permitted. Call 207-287-2731 or visit www.thinkfirstspraylast.org to register.
  • National Prescription Drug Take Back Day is Thursday, October 26th from 10:00am to 2:00pm. Dispose of unused, unwanted or expired medication at the Buxton Police Department, Buxton Walgreens or one of the Med Return Box locations throughout northern York County.  For more information visit the website www.medreturnme.com.
  • The Hollis Conservation Commission is planning a litter pick-up day on Saturday, October 19 at 9 AM. Rendezvous point will be at the Lil Mart on the corner of Plains Road and Route 117 in Hollis. Gloves and trash bags will be provided. Volunteers will walk along the roadside and pick up any dropped litter. More info available from joannetoone@yahoo.com or just show up on the day. 

4. Other Business  

    a. Mailboxes: Presentation given by McCubrey. Mailbox specs and Town policy can be viewed here.

    b. Thank you to Poland Spring - Rogala thanked Poland Spring for the installation of the crosswalk signs to Hollis Elementary and personalized water bottles for the children who attend the Parks and Rec dept.
