MINUTES FOR UNTELEVISED HOLLIS SELECT BOARD MEETING

10.25.17, 5:00 P.M. Town Hall

Attendees: Roger Hicks, Mike Seely, Sr,. Rita Perron, Bennet Flinner, Terry Walters, Mike Faucher, Jeff Dyer, Margaret Holmes, Vera Littlefield, Diane Meserve, Dave Goodwin

 

1. Meeting was called to order by Hicks at 5:01PM.

2. Old Business

    a. Georgie Lane abandoned property - Hollis residents: Seely reports that the Select Board is currently in the process of pursuing the violation of this property per state statute. They have also contacted the bank that is in foreclosure of this property and it is currently trying to do a quick sale with another party that is interested in flipping the property.  The residents of the neighborhood would all like to see something done with the property to clean it up, it is an eye sore with multiple junk items on the lot and the house is in disrepair. Select Board will have a Public Hearing for all of the Town properties currently in violation that will move forward the legal process. 

    b. Town Hall structural repair contract: On the motion of Seely/Hicks, the Select Board approved and signed the structural repair contract presented by PATCO for $44,000. Passed 3-0-0.

    c. Select Board 5:00PM Meetings: The Select Board can no longer use the Community Building for 5PM meetings - it interferes with Rec programs. Will be held at Town Hall until further notice. Perron suggested 5:30pm meetings and Seely suggested no 5pm meetings at all during the month.  Hicks stated that 5pm meetings are important for business that comes up between 1st and 3rd of month. No changes were made to schedule.

    d. Spectrum high speed internet contract - tabled until more research made by Select Board on free internet.  Town currently gets lowest speed of internet service that is free.

    e. Killick Pond Road Update: HIcks reports that the State is taking over as a state aid road on 11/11/17 per the Commissioner of Transportation. Truckers can use Rt 35 to enter this road and any state road in Hollis to get to and from Poland Spring. State roads include: Rts 117, 202, 35, 112, 4A, Waterboro Road and Moderation Street. On the motion of Hicks/Perron the Select Board approved the removal of the truck limit signs on Killick Pond Road. Passed 3-0-0.  

3. New Business     

     a. Payroll review & signatures: Perron wants to revert back to the policy that requires 2 signatures. The ordinance would need to be changed in June 2018. She is currently researching the issue.

     b. Maine State Security online access: Perron would like to have access to video surveillance of Town Hall online and made a motion for access. Hicks said that it would require further discussion. Seely said that there was currently only DVR access and could obtain footage that way. Perron said she needed a password to obtain footage and Seely said she didn't require one.

     c. Purchase Orders: #3587 to Bana Corp NTE $923.03 for installation of electrical outlets in the Community Building basement; #3574 to Scarborough Public Works NTE $2500 for annual service on Engine 2, repair pump packing, replace drain, rear light out; #3601 to Sebago Technics NTE $17,111.04 for Survey of Sand Pond Road, inspect and review rehabilitation of Salmon Falls Rd, Deerwander Rd, Upper Tarbox Rd and Bearhill Rd.

Hicks made a note that he received a letter from DOT that the Town qualified for a Crosswalk Sign for River Road.

     d. Correspondence to be signed by Select Board - Two Junkyard permit reminders - completed.

     e. Update to Policy #1 – Mileage Reimbursement: On the motion of Seely/Hicks the Select Board approved and signed the updated policy. Passed 3-0-0.

4. Other Business - None

5. Public Comment - Resident asked about Spectrum internet service. Seely reported that it doesn't require new equipment and the cost would be $200/month for both Town Hall and Community Building to be upgraded to high speed.

6. On the motion of Seely/Hicks the meeting adjourned at 6:30PM. Passed 3-0-0.
