MINUTES FOR THE TELEVISED SELECT BOARD MEETING

10/04/2017 7:00pm

Attendees:  Mike Seely, Sr., Rita Perron, Bob Cyr, Bennet Flinner, John Paul Rondeau, Rita Anderson, Harlan Huff, Dick Marion, Nancy Conway, Vera Littlefield, Mike Meserve

Absent: Roger Hicks

1. Meeting called to order by Seely at 7:00pm and opened Select Board Meeting

2. Select Board Meeting suspended by Seely

3. Public Hearing opened by Seely at 7:01PM for all proposed 11/7/2017 Warrant Articles, proposed Zoning Ordinance changes, proposed Building Code Ordinance changes and proposed Budget Committee Ordinance changes.

4. Seely read the proposed Warrant Articles verbatim from the proposed warrant for Special Town meeting to be held on 11/7/2017 and opened up the floor for public comment.

6. On the motion of Seely/Perron the Select Board approved to close the Public Hearing at 8:00PM Passed 2-1-0.

7. On the motion of Perron/Seely the Select Board approved to re-open the Select Board meeting . Passed 2-1-0.

8.  Old Business

       a. Update on Town Hall Structural Issues - Seely reports that the Select Board has requested an emergency meeting with the Budget Committee to obtain funds to fix the Town Hall building.

       b. Animal Control Ordinance Violations Summons - Seely reports that the dog fine violations currently on record with the Town Hall will be summoned to court. Memo to the AC officer was approved and signed by Seely and Perron.

       d. Tax Acquired Property Sale of 68 Ledgewood Drive - Seely reports that the property has been put out for bid with a minimum bid equal to taxes currently owed and associated fees, $39,000.

       e. Community Building Update -   Perron reports that $450K is needed to finish the building. The Owner's Rep the Town has hired will assist them in looking at fire suppression system and what is required from the State Marshall's office.    

7. New Business

a. Appointments – Appointment papers for all Ballot Clerks, Election Clerks and Election Warden for November 7, 2017 State of Maine Referendum Election were accepted and signed by Seely and Perron.

         b. Statistics for Hollis FD, CEO, ACO, EMS - Provided by Seely

         c. Purchase Orders - (All totals are not to exceed) $1,699.95 for Surveyor services for Town Hall, $1,500 to RMDL for installation of culvert on Bean Street, $4,050 to Autotronics for repair work on ambulance, $754 to Verizon for iPads on ambulance, $1,533 for repairs on ambulance.

        d. Correspondence - Read by Perron

For the November 7, 2017 Referendum Election, the deadline for a voter to request an absentee ballot, including a ballot voted in the presence of the clerk, is Thursday, November 2, 2017 at 4 p.m., unless the voter completes a special circumstances application.

Request your Absentee Ballots now by calling 929-8552 ext.18, at Town Clerk’s Office. Or you may request your ballots in person at the Hollis Town Hall.

A benefit spaghetti supper for long time Hollis Firefighter and resident David Wintle will be held on Sunday, October 15 from 1 to 4:30PM at the Lions Club at the corner of Rts. 35 & 202. $8.00 per person includes spaghetti, salad, bread, drink and dessert.  There will also be raffles for gift baskets, gift cards and jewelry.

The Hollis Community Clothing Closet is looking for volunteers! They are located at 375 Hollis Road next to the Fire Station. Hours of operation are: Tuesday and Thursday 9-11AM, Wednesday 2-4PM, Friday 5-7PM and Saturday 1-3PM. Please contact Bonnie for more information at 727-4015.

A Rabies vaccination clinic will be held on Saturday, December 2, 2017 from 1-3pm at the Buxton Public Works Garage. $8.00 per vaccination. All dogs must be leashed and cats must be in carriers. Bring in previous vaccination certificates, if able. FMI call 929-6171.   

The 2017 Apple Cycle Charity Bike Ride will be traveling through Hollis on Saturday, October 14, 2017. There will be up to 350 riders using Cape Road and Waterboro Road during the day. Please be cautious and look out for riders.

     e.   Warrant and Payroll totals reported by Seely: Warrant last week - $30,523, Payroll last week- $19,663, Warrant this week- $31,070, Payroll this week- $11,776.
