MEETING MINUTES FROM TELEVISED MEETING – Wednesday, Nov. 3, 7:00PM 

ATTENDEES: Select Board Members - John Rogala, Mary Hoffman; Select Board Office Asst Bennet Flinner, Town Clerk Martha Huff; Camera Operator Ken Knudsen; Broadcasting Technician Tiffany Dean, Public members - Patrick Lawler, Steven Doxey, Jen Doxey, Stacey Ward, Mike Hawk, Becky Bowley.

ABSENT: David McCubrey, Select Board

1.        Meeting called to order by Hoffman at 7:00pm.

2.        Election Update, Dog Licenses for 2022 – Martha Huff, Town Clerk. Election results given by Huff and extended her thanks to all election staff workers and volunteers. Also thanked the voters for coming out. Gave reminders that dog licenses are due 12.31.21. Animal Control will be checking licenses. 

The Hollis Christmas Fund is in full swing, if you are interested in applying or donating, please contact Faith Plummer at Town Hall at 929-8552 x17.

3.         Unfinished Business  - None    

4.         New Business

                    a.  Update to Policy #45 – Purchase Order Approval List. On the motion of Hoffman and Rogala, the Select Board approved amendment to policy #45. Passed 2-0-1. (McCubrey absent).

                    b.  Payroll and Warrant Totals - Warrant last week $9,950, Warrant this week $83,943; Payroll last week $13,570, Payroll this week $37,067.

                    c.  Purchase Orders:

  • #4043 to W.D. Perkins for annual pump testing on all 4 firetrucks, not to exceed $1,350 under Fire Dept;
  • #4064 to Access Audio Visual for supply and installation of 16 channel mixer, 50 foot audio snake, all per quote, not to exceed $2,539 under ARPA acct;
  • #4067 to Access Audio Visual for 8 microphones with 12 foot cables $295/ea not to exceed $2,400 under ARPA acct;
  • #4066 to Northeast Civil Solutions for Civil Engineering Services - New Town Hall not to exceed $10,000 under __?__acct.

                    d.  Correspondence:

  • Planning Board Agenda for November 4, 2021
  • There will be a rabies vaccine clinic at the Lyman Town Hall at 11 South Waterboro Road in Lyman on Saturday, November 6th from 9AM to Noon. All pets must be leashed or in a carrier. For more information, call 292-2424.
  • York County is taking applications for their Home Heating Assistance Program. To schedule an appointment, call 207-459-2950 or apply online at YCCAC.org.           
  • Hollis Parks and Rec will have childcare services available on Veteran's Day, November 11, 2021. Please contact their office for more information 929-5142.              

5.         Other Business - Mowing and Landscaping Bids are due Nov. 24, 2021 by noon. Bid packets are available online on our website, at Town Hall, or e-mail adminsecretary@hollismaine.org. Bids will be opened at the Select Board meeting held on Dec. 1, 2021 at 7pm. 

6.         Upcoming Committee and Board Meetings

  • There will be a Sports Complex Committee meeting on Thursday, November 4th at 7pm.
  • There will be a Planning Board meeting on Thursday, November 4th and also on Wednesday, November 10th at 7pm.
  • Hollis Town offices will be closed for Veteran’s Day on Thursday, November 11th
  • There will be a New Town Hall Committee meeting on Tuesday, November 16th at 4:15pm.
  • There will be a Select Board meeting on Wednesday, November 17th at 7pm.
  • There will be a Conservation Commission meeting on Thursday, Nov. 18th at 5:30pm.
  • There will be a Planning Board meeting on Thursday, November 18th at 7pm.

7.         Public Comment:   Patrick Lawler spoke on behalf of residents of a Hollis subdivision that is currently on a private road, Logan's Run. Lawler indicates that the residents and developer Mark McNally have submitted to the Town what is required to have Hollis make Logan's Run a Town road. Lawler read the Town's currently Policy #26 Acceptance for Town Roads and covered each section within and described how they have fulfilled each requirement. Lawler understands that his property's driveway culvert is a pending issue. His intention is to repave the driveway and repair the bump. There is a minor cut in the upstream side of his culvert on the top that does not impact drainage or flow per an engineering report, but he is open to repairing it if that is the deciding factor. Developer Mark McNally also spoke and feels it isn't fair to the residents of the development to be put on hold for this minor issue. Other Logan's Run residents Stacey Ward and Steve Doxey expressed their concerns for safety with trash pick up, school buses picking up young students, and problems retrieving the mail for a disabled resident. The Select Board indicated that they will discuss this with Dave McCubrey upon his return to the office next week and get back to Patrick and Mark on this matter.

8.         Adjournment: On the motion of Rogala and Hoffman the Select Board adjourned the meeting at 7:30pm. Passed 2-0-1. (McCubrey absent).
