1. Hicks called Select Board meeting to order at 7:05PM 
 
2. Hicks suspended Select Board Meeting

3. Hicks opened 1st Public Hearing regarding Commercial Use of Fireworks during Community Day Activities.

John Rondeau provided information about a fireworks display for the Pirate Fest to be held in August 2018 and indicated that a sponsor has come forward to help with the event. They are taking steps to be sure no neighbors of the Sports Complex are affected. A show of hands indicated that 18 out of 29 meeting attendees were in favor of a fireworks display. Once estimates are received by the Community Day Committee, they will be submitted for Select Board review.

4. Hicks closed 1st Public Hearing regarding Commercial Use of Fireworks during Community Day Activities at 7:22PM
 
5.  Hicks opened 2nd Public Hearing regarding Tax Acquired Property at Map 15 Lot 54B, 68 Ledgewood Drive, Hollis, ME 04042 scheduled to be auctioned by sealed bid on November 15, 2017.

Bids are due by November 14, 2018. By state statue the Select Board can recover overdue taxes and legal fees with the sale of the property, which is the starting bid price. 
 
6. Hicks closed the 2nd Public Hearing Tax Acquired Property at Map 15 Lot 54B, 68 Ledgewood Drive, Hollis, ME 04042 scheduled to be auctioned by sealed bid on November 15, 2017 at 7:34PM.

7. Hicks opened 3rd Public Hearing regarding permitted and illegal Junkyards/Automobile Graveyards, Dangerous Buildings and Nuisances in the Town of Hollis.

The Select Board discussed 5 properties that are of the greatest concern for the Town during the Public Hearing: 550 Hollis Road, 17 Moderation Street, A property on Bonny Eagle Road next door to Plummer's Junkyard, 403 Hollis Road and 8 Georgie Lane. They requested and received public feedback regarding them.  The Select Board reports that they will discuss further and take a vote on which properties will require legal action to pursue the violation at a future meeting.

8. Hicks closed 3rd Public Hearing regarding permitted & illegal Junkyards, Automobile Graveyards and Dangerous Building violations in the Town of Hollis at 8:47PM.

9. Select Board took at 2 minute recess.

10. Hicks opened 4th Public Hearing to adopt the 2017-2018 General Assistance Maximums and Appendices.  Seely, the GA administrator for the Town provided information. 

11. Hicks closed 4th Public Hearing to adopt the 2017-2018 General Assistance Maximums and Appendices at 8:53PM. 
 
12. Hicks reconvene Select Board Meeting

13. On the motion of Hicks/Seely, the Fireworks Display discussed during the 1st Public Hearing was tabled until further information is received. Passed 3-0-0.

14. On the motion of Seely/Perron, the Select Board will move forward with pursuing all of the violations legally as discussed during the 3rd Public Hearing. Passed 3-0-0.

15. On the motion of Seely/Perron, the General Assistance Maximums and Appendices were accepted and approved by the Select Board. Passed 3-0-0.

16. Old Business

     a. Town Hall structural issues update: Seely reports that PATCO cannot go forward with the project until the drawings are provided. Project is on hold until then.

     b. Amendment to Snow and Ice contract: On the motion of Seely/Hicks, the Select Board approved a stipend for max fuel costs in the Snow and Ice Contract with RMDL if it goes above $4.25 per gallon. Passed 3-0-0.

     c. On motion of Perron/Seely the Select Board approved televised meetings at the Community Building on the 2nd and 4th Wednesdays at 5:30pm. Passed 3-0-0.

17. New Business
 
      a. On the motion of Hicks/Seely the Select Board approves the renewal of Trident Auto Sales, Inc. automobile graveyard/junkyard permit. Passed 3-0-0.

      b. Statistics for Hollis FD, CEO, ACO and EMS given by Seely 

      c. Purchase Orders: #3603 to NELA Conference NTE $1162.20 for Mary Weyer to attend library conference; #3536 to Trophy Warehouse of New England NTE $695.20 for Parks and Rec Soccer Trophies; #3584 to RMDL NTE $15,000 for emergency road clean up during storm damages 10/29-10/30/17.

      d. Warrant and Payroll Totals - Warrant last week:$31,219  Warrant this week:$130,474, Payroll last week:$20,657,  Payroll this week: $11,840.

      e. Correspondence - Rita

-Town Hall will be CLOSED Friday, November 10th in observance of Veteran's Day.

-For the November 7, 2017 State Referendum Election, the deadline for a voter to request an absentee ballot, including a ballot voted in the presence of the clerk, is tomorrow, November 2, 2017 at 4 p.m. Request your Absentee Ballots now by calling 929-8552 ext.18, at the Town Clerk’s Office. Or you may request your ballots in person at the Hollis Town Hall.

20. Public Comments and Questions: Regarding Killick Pond Road. Based on the comments from residents, the Select Board agreed they will contact the State and Don Marean to see what the Town can do collectively regarding their concerns about safety. 
 
21. On the motion of Seely/Hicks the meeting adjourned at 9:45PM. Passed 3-0-0.
