MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, Nov. 18, 2020, 7:00PM

Attendees:  Select Board members David McCubrey, John Rogala, Mary Hoffman; Town Clerk Martha Huff; Code Enforcement Officer Tammy Munson; State Rep Nathan Carlow; Select Board Asst. Bennet Flinner, Camera Operator Ken Knudsen; Pizza Garage busines owners Maggie and Steve Murphy; Public - Joshua Morse.

1.      Meeting called to order at 7:00pm by McCubrey.

2.      On the motion of Rogala and Hoffman, the Select Board meeting was suspended the Public Hearing for an application to obtain a Liquor License submitted by Maggie Murphy d/b/a The Pizza Garage, LLC was opened at 7:01pm.

Business owner Maggie Murphy stated that they have applied for a beer and wine license so they can serve with dinner. Both owners are 6 years sober but customers have been asking for beer and wine service. They feel they've lost customers because of it and hope this will save their business by offering beer and wine.  McCubrey stated that on their application Maggie is the only reported owner of the LLC. Maggie stated that it was the least expensive way to apply. McCubrey suggests putting Steven as the kitchen manager on page 3 and provide the storage places of the beer and wine on the sketch they submit to the state on page 10 to assure the application is complete. There were no questions or comments from the public

3.      On the motion of Rogala and Hoffman the Select Board closed the Public Hearing for an application to obtain a Liquor License submitted by Maggie Murphy d/b/a The Pizza Garage, LLC at 7:10pm.

4.      McCubrey reopened the Select Board meeting.

5.      Unfinished Business

a. Liquor license application for Pizza Garage:  On the motion of Rogala and Hoffman, the Select Board accepted the liquor license application for the Pizza Garage. Passed 3-0. Steve and Maggie annouced that the business will be set to reopen next Friday.

b. Delayed opening of the Community Building for public meetings: On the motion of Hoffman and Rogala the Select Board will wait until January 2021 to decide whether or not to hold public meetings in the Community Building. Passed 3-0.           

6.      New Business

a. Appointments - Kristina Teneyck, Hollis Christmas Fund Committee. On the motion of Hoffman and Rogala the Select Board appointed Kristina Teneyck to the Hollis Christmas Fund Committee for a 2 year term. Passed 3-0.

Reminder: The Town is still looking for a Health Officer. Please contact the Select Board asap if you are interested.

b. Payroll and Warrant Totals: Payroll last week - $15,296, Payroll this week - $32,896; Warrant last week - $435,842, Warrant this week - $34,391.

         c. Purchase Orders: #3980 to RMDL for reclaiming and labor of Stuarts Lane not to exceed $2,600; #3982 to Visa for 100 Traffic Cones (Vaccine dispersement) and face masks for FD/EMS staff not to exceed $2,300 (under COVID grant); #3983 to Stryker Medical for two replacement stretcher batteries for FD/EMS (replacing 8 year old batteries that no longer charge) not to exceed $785.24; #3984 to Bana Corp for replacement of two bay lights at Station #2 not to exceed $1,100; #3985 to Northeast Civil Solutions for master site plan for new town hall not to exceed $20,000; #3986 to Palmer Spring Co. for parts and labor to replace 4 rear spring bushings on fire tank-1 not to exceed $2,027.59; 

d. Correspondence: 

  • The Community Clothing Closet will be closing until further notice due to the recent spike in COVID-19 at the end of the day Saturday, Nov. 21st.  They will be open this Thursday and Friday from 9-11am and Saturday 1-3 pm. Check for updates on their Facebook page and our website.
  • The Hollis Christmas Fund is accepting applications until Friday December 4th from Hollis residents who are in need of a little assistance this holiday season. The Fund is run on private donations and grants and is available to Hollis children ages newborn to 17 years old.  There will be giving trees set up at the Town Hall, Your Country Store and Salmon Falls River Tap & Grill with suggested gifts written on tags for anyone who would like to assist by donating toys. They are also happy to accept monetary donations all year long.
  • A Rabies Vaccination Clinic will be held at the Buxton Public Works Garage on Saturday, December 5th from 1 to 3 PM. The address is 215 Portland Road, Buxton. Cost is $8.00 per vaccination – CASH only.  Dogs must be on a leash and Cats in carriers. Please bring previous rabies vaccination certificate, if available. Cloth Face Coverings are required. For more information call 929-6171.   Our Deputy Town Clerk will be available at this Rabies Clinic to register dogs for Hollis Residents. Cost to register your dog is $6 for spayed / neutered dogs; $11 for dogs not spayed / neutered.
  • A reminder that Town Hall Hours for Wednesday, November 25th are 9am to 4pm. There are NO evening hours that day.  All Town Offices will be closed on Thursday & Friday, November 26th & 27th for the Thanksgiving Holiday.
  • Don’t forget to enroll or renew your Emergency Medical Subscription for 2021 at Town Hall or online at our website.  Application information is available on our homepage, www.hollismaine.org under Emergency Medical Subscription Program.  Any questions please call Bennet Flinner at 207-929-8552 ext. 26.
  • Hollis Lions Food Drive for the Buxton & Hollis food pantries will be held on Saturday, Dec. 5th from 8am to 3pm at their location 10 Main Street, Hollis. 
  • The Parks and Rec Dept is sponsoring "Deck the Hauls" event on Friday, December 4th beginning at 5PM. This is a free event that encourages folks to create a lighted display on your car, tractor, snowmobile, etc. Please visit their facebook page for details www.facebook.com\HollisDeckThe Hauls.

8.      Upcoming Committee and Board Meetings

  • On Monday November 23rd, at 7:00 PM, there will be 2 Planning Board Zoom public hearings. The first is for an application from Poland Spring for three projects:  installation of 10MW solar array, connection of existing Utility Well 7 (UW7), and construction of a paved access drive to offload water to the utility building. The second is for an application from M.E.V.S. Hanson LLC for the construction of a solar photovoltaic electricity generating facility to be located off Amanda’s Way, Tax Map 2, Lot 98.
  • There will be a Zoning Board of Appeals Zoom meeting and Public Hearing on Monday, November 30th at 6:30pm. The appeal request is from Joseph Colby for a setback variance for property located at 407 Cape Road, Hollis ME, Map 9 Lot 9-1, in accordance with Hollis Zoning Ordinance, Article 3, Section 3.7.3.2.b. Variance from dimensional standards.
  • There will be a Long Range Planning Committee meeting on Tuesday, December 1st at 7:00pm in the Community building.
  • Next Select Board Zoom meeting will be held on Wednesday, December 2nd at 7:00pm.
