MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, January 15, 2020, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Sterling Roop, Martha Huff,  Bennet Flinner, Terry Walters, Ken Knudsen, Rebecca Bowley, Mary Hoffman, Barbara Hase.

1. Meeting called to order by McCubrey at 7:04pm.

2. 2020 U.S. Census Presentation by Sterling Roop, Partnership Specialist for the U.S. Census. Highlights: Invites and follow up reminders to complete the census will be sent via US Mail to all residents during the month of March. Can be completed on-line, by phone, by mail or personal visit.  Every census taker that visits homes will have proper identification; If you suspect fraud, please contact the U.S. Census Bureau. Doing the Census is easy – should take about 5 minutes to answer 9 questions.  It is important to complete the census as it helps to drive important government programs and services we depend on in the community.

3. Old Business

    a. 2020 Dog Licenses, Elections, Records & Town Report – Martha Huff.

Dog Licenses: Reminder that dog licenses were due December 31, 2019 for 2020. Are now considered late as of February 1st and a $25 late fee will apply per Maine statues. Licenses are important to help control rabies.  Martha asks that dog owners only have the latest license on their dog’s collars and not multiple years.

Town Report: Submission deadline is Feb. 4. Please supply reports in word format.

Records disposition:  If your committee or board makes decisions that need to be on Town record, they must be submitted to the clerk to be certified and included. Check with Martha if you are cleaning out board or committee files for the proper disposition process.

Elections: Next election scheduled for March 3, 2020 for the Presidential primaries and State of Maine referendum. To be held at the Community Building from 7AM to 8PM. Absentee ballots are available.  Municipal officials’ nomination papers for June election are available Feb. 28th and due by April 1st.   Annual Town Meeting warrant is scheduled to be signed April 1, 2020.

Appointment for Election Warden:  On the motion of Perron/Rogala the Select Board appointed Lila Wilkins as election warden for the March 3, 2020 election.  Passed 3-0

Appointment for Election and Ballot Clerks:  On the motion of Rogala/Perron, the Select Board appointed a number of residents as election and ballot clerks for the March 3, 2020 election. Passed 3-0.

    b. Hollis Christmas Fund Committee - Faith Plummer.  Faith reports that this year was very successful in giving back to Hollis families. The committee helped to bring Christmas cheer to 60 children from 27 families.  Faith thanked businesses that held gift trees: Your Country Store, River Tap and Grill, Town Hall, thanked sponsors RMDL, many private citizens who donated gifts and money, committee members Tootsie Johnson and Diane Meserve. All of their help was greatly appreciated!

    c. 3-Member Select Board - Town Manager form of government ordinance.  Perron moved to put the draft ordinance provided to the Select Board on the June warrant.  Motion not seconded. Motion failed.

    d. Planning Board Vacancies: Select Board reminded residents that there are 2 vacancies on the Planning Board. Please contact the board for an application if you are interested.

4. New Business

    a. Junkyard Permit application - Trident Auto Sales: On the motion of Perron/Rogala the Select Board renewed Trident Auto Sales junkyard permit. Passed 3-0.

    b. Approval of November 6, 2019 Meeting Minutes. On the motion of Perron/McCubrey the Select Board approved the meeting minutes from November 6, 2019. Passed 2-0-1. Rogala abstained (absent)

    c. Warrant and Payroll Totals:  Warrant last week - $419,066. Warrant this week - $34,188; Payroll last week - $10,979, Payroll this week - $30,780.

    d. Purchase Orders: #3910 to Scarborough DPW for service to ambulance 2 and squad 61, not to exceed 1,715.24 under Hollis FD; #3911 to Eastern Salt Company for road salt, not to exceed $6,000 under Snow.

    e. Correspondence:

The U.S. Census Bureau is hiring for the 2020 census. Hourly rate is $20.00 an hour. To apply on-line, visit their website 2020census.gov/jobs or call 1-855-JOB-2020.

The American Red Cross will be hosting a Blood Drive on Monday, January 20th from 1:00 PM to 6:00 PM at the Buxton Town Office, 185 Portland Rd in Buxton. Walk-ins are welcome. For more information, visit their website redcrossblood.org.

There will be a Rabies Vaccination Clinic for dogs, cats and other small pets on Saturday, January 25th at Andy's Agway in Dayton from 10AM to 2PM. $12.00 per animal. Services provided by veterinarian Dr. Claire Tusch. Dogs must be on leashes and other animals in carriers. FMI call 282-2998.
