MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, November 6, 2019, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, Bennet Flinner, Ken Knudsen, Erica Bayley, Rita Anderson, Beverly Harris, Ben Bussiere.

Absent: John Rogala, Select Board

1. Meeting called to order by McCubrey at 7:01pm.

2. Opening of Curbside Trash and Recycling Contract Bids. Opened and read by Perron:

1) McCormick and Sons bid of $156K per year all years, no change in current contract amount; 2) Casella Waste bid $218,348 - 1st year, $224,898 - 2nd year, $231,645 - 3rd year, $238,598 - 4th year, $245,752 – 5th year; 3) Waste Management of Maine bid $240,960 – 1st year, $250,598 – 2nd year, $260,622 – 3rd year, $271,047 – 4th year, $281,899 – 5th year; 4) Peter Buzzell, Jr. bid $138,240 per year all years.

Select Board will review each bid to be sure it meetings specifications and may award contract at the next meeting.  They thanked all of the bidders that sent in their proposals.

3. Old Business

     a. Elections – Martha Huff.  Huff thanked all of the election staff that helped during the November election, special thanks to Augie Silvesky in helping pack and unpack all the election equipment. Number of voter turn-out was higher than last year – 499 total votes cast. Election of Tax Collector Anna McClay results – 465 voted yes, 34 blank. Article 4 results 358 yes, 104 no, 36 blank. Article 4 passed.  Certified results read by Huff were completed at 9:43pm on Nov. 5, 2019.

Dog licenses are due by December 31, 2019 – Reminder to all dog owners. Send rabies certificate to Town Clerk and can pay via check or card over the phone.

    b. Homestead Exemption – McCubrey reports that he gave the wrong information in the last Select Board meeting – the $25K exemption doesn’t take effect until April 2020, not immediately.

    c. COLA wage increase: On the motion of McCubrey/Perron, the board tabled this issue until the net Select Board meeting. Passed 2-0-1. Rogala Absent.

4. New Business

     a. Appointments – On October 30th 2019 the Select Board appointed John Mattor to the Conservation Commission, Donna Hanson to the Saco River Corridor Commission, and the following people for the November 5, 2019 Special Town Meeting:

  • Lila Wilkins as Warden;
  • Martha Huff as Registrar of Voters;
  • Faith Plummer as Deputy Registrar of Voters;
  • Democratic Ballot Clerks and Election Clerks: Rochelle Prince, Edward Dyson, Kathleen Dyson, Vida Fasulo, Stephen Fasulo, Barbara Laveault;
  • Republican Ballot Clerks and Election Clerks: Terry Walters, August Salvesky, Alecia Freeman, Dan Freeman, Donna Lovell, Harlan Huff, Pat Stover;
  • Unenrolled Ballot Clerks and Election Clerks: Kelly Harris and Bennet Flinner.                      

     b. Warrant and Payroll Totals: Warrant last week - $31,260, Warrant this week - $78,245; Payroll last week - $12,650, Payroll this week - $27,578.

     c. Purchase Orders: #3898 to Scarborough DPW for Maintenance on squad 61 and Ambulance 1 not to exceed $6,000 under Hollis FD; #3897 to RMDL for Hauling winter sand from Woods pit to Town salt shed @ $3 per yard, est. 1000 yards not to exceed $3,000 under Snow acct.

     d. Correspondence:

There will be a Rabies Vaccination Clinic on Saturday, December 7th at the Buxton Public Works Garage from 1-3PM. $8.00 per vaccination, Cash Only. Dogs must be brought on leashes and cats in carriers. Sponsored by the Hollis Animal Clinic, the Towns of Buxton & Hollis and the Vacationland Dog Club. For more information please call 929-6171.

5.  Other Business:  Large cardboard boxes need to be broken down for recycling- Reminder to residents

  • Town Offices will be open from 9:00am – 4:00pm on Wednesday, November 27th and CLOSED on November 28th and 29th for the Thanksgiving Holiday.

7. Public Comment: R. Anderson asked how residents knew where the new voting was taken place?  The Town put advertisements in the Smart Shopper, on the Website, and in Town Hall. The Community Building was also where the last election was held.
