MINUTES FOR TELEVISED HOLLIS SELECT BOARD ZOOM MEETING

Wednesday, Dec. 2, 2020, 7:00PM

Attendees: Select Board members - David McCubrey, Mary Hoffman, (Rogala absent); Town Clerk Martha Huff; Code Enforcement Officer Tammy Munson; State Rep Nathan Carlow; Select Board Asst. 1.           Meeting called to order by McCubrey at 7:00pm.

2.           Nathan Carlow, State Representative elected in November 20202 was introduced by McCubrey. He reminded the board that deadline to submit legislation is December 18th. He is ready to get back to work for his communities and the state and looks forward to his term as State Rep. Nathan will keep the board informed about the Town's request to use TIF funding for municipal buildings, including town halls.

a.  Appointments: On the motion of Hoffman and McCubrey, the Select Board appointed Jessica Spearin Wildes as Animal Control Officer. Passed 2-1-0 (Rogala absent) On the motion of Hoffman and McCubrey the Select Board appointed Chad Poitras as Town Health Officer. Passed 2-1-0 (Rogala absent). 

         b. Policy #2 – Holiday Schedule 2021. On the motion of Hoffman and McCubrey, the Select Board accepted the updated Holiday Schedule, Policy #2 reflective for the year 2021. Passed 2-1-0 (Rogala absent).

         c.  Payroll and Warrant Totals: Warrant last week $117,689, Warrant this week $69,199; Payroll last week $12,560, Payroll this week $31,957

         d.  Purchase Orders: None

         e. Correspondence:

  • The Deck-The-Hauls 2020 event sponsored by Hollis Rec will be held at the Hollis Municipal Complex on Friday, December 4th from 5:00pm to 8:00pm. For more information and to sign up, please visit their Facebook page at www.facebook.com/HollisDeckTheHauls. This is a ticketed event.
  • The Hollis Christmas Fund is accepting applications until Friday December 4th from Hollis residents who are in need of a little assistance this holiday season. The Fund available to Hollis children ages newborn to 17 years old.  There will be giving trees set up at the Town Hall, Your Country Store and Salmon Falls River Tap & Grill with suggested gifts written on tags for anyone who would like to assist by donating toys. They are also happy to accept monetary donations all year long.
  • A Rabies Vaccination Clinic will be held at the Buxton Public Works Garage on Saturday, December 5th from 1 to 3 PM. The address is 215 Portland Road, Buxton. Cost is $8.00 per vaccination – CASH only.  Dogs must be on a leash and Cats in carriers. Please bring previous rabies vaccination certificate, if available. Cloth Face Coverings are required. For more information call 929-6171.   Our Deputy Town Clerk will be available at this Rabies Clinic to register dogs for Hollis Residents. Cost to register your dog is $6 for spayed / neutered dogs; $11 for dogs not spayed / neutered.
  • The Town of Hollis is also accepting dog license renewals by mail.  Avoid standing in line and mail your dog’s current rabies vaccination certificate and your check for $6.00 (for each spayed or neutered dog) or $11.00 (for dogs capable of producing young) Checks can be made payable to The Town of Hollis, and mailed to 34 Town Farm Road, Hollis ME 04042.
  • Don’t forget to enroll or renew your Emergency Medical Subscription for 2021 at Town Hall or online at our website.  Application information is available on our homepage, www.hollismaine.org under Emergency Medical Subscription Program.  For any questions please call Bennet Flinner at 207-929-8552 ext. 26.


5.      Other Business:  

              a.  Don Ettinger, Highland Ridge Road resident.  Mr. Ettinger stated that he believes Sebago Technics engineered the construction of Highland Ridge and Boulder Ridge roads to be public roads and built to the Town's standards. They are currently private roads. He requests that the Town look into the matter and work with the residents of these roads to make them public. The developer has left town, they do not have homeowner's associations and no longer have leverage with the developer.  The Select Board committed that they will request information from Sebago Technics, any survey, engineering/construction files or plans and provide them to Mr. Ettinger. They will also request that the Road Commissioner examine the roads, take photos. CEO Tammy Munson offered to do this with the Road Commissioner.  Other public input can be seen on this video link.beginning at 34:10.

6.      Upcoming Committee and Board Meetings:

  • •On Wednesday, December 9th there will be a Planning Board Zoom meeting at 7:00pm
  • •On Wednesday, December 16th there will be a Select Board Zoom meeting at 7:00pm
  • •On Wednesday December 23rd there will be a Planning Board Zoom meeting at 7:00pm.
  • •Town offices will be closed on Friday, December 25th for the Christmas Holiday.
