MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

Wednesday, December 19, 2018, 7:00PM at the Hollis Community Building

Attendees: David McCubrey, Rita Perron, John Rogala, Bennet Flinner, John Rondeau, Jean McInnis, Barbara Miller, Kathy Harriman, Beverly Harris, Linda Bradbury, Jean Deering, Martha Turner, Vera Littlefield

1. Meeting called to order at 7:00pm by McCubrey.

2. Old Business

    a. Town fuel fund and donation:  The Board extended a special thanks to Hollis Democratic Committee for $2,400 donation towards the Hollis heat fund. This fund is for residents that do not qualify for General Assistance or LIHEAP. 

    b. Name of Heat Fund: On the motion of McCubrey and Rogala, the Board unanimously approved the name of the heat fund "Heart of Hollis Heat Fund."  Passed 3-0.

    c. Finance Committee opening:  The Board annouced that there is an open seat on the Finance Committee. Please contact the Board if any resident is interested in joining.

    d. Christmas trash/boxes: The Board reminds residents to break down large cardboard boxes and recycle wrapping paper at Christmas time. Do not put plastic wrapping or grocery bags in recycling bins.

3. New Business

    a.  Uses of Community Building:  McCubrey gave history of use by different community groups. The board is still researching whether or not a Town can allow outside groups to use the community building. Rogala said he asked the Fire Chief for information which is forthcoming later in the week.  Several members from the local chapter of TOPS asked the board to allow them to use the building for their meetings. They have used it for many years and don't feel it is fair if they are no longer allowed to use it.

    b.  Sand for Seniors: A Hollis resident asked the Board if the Town would deliver sand to senior citizens in the Town.  On the motion of McCubrey and Rogala the board approved the donation of Town sand to any organization who would like to deliver it to senior citizens. Passed 3-0.

    c.  Appointments and Policies:  On the motion of Perron and McCubrey the Board unanimously approved the appointment of Martha Huff as Registrar of Voters until Jan. 2021. Passed 3-0.

    d. June 2019 Election and Public Hearing Dates: Next Annual Town Meeting date is June 11, 2019.  Public Hearing for final warrant is May 15, 2019.

    e. Weekly Warrant and Payroll: Warrant last week - $376,979, Warrant this week - $171,740; Payroll last week - $10,992, Payroll this week - $28,016.

    f.  Purchase Orders: None

    g. Policy #2: 2019 Holiday Schedule. Approved and signed by the Select Board.

    h. Correspondence

A reminder to Hollis residents that there is WINTER SAND available behind the Town Hall. Limit per household is 2 five-gallon buckets per visit. Sand is not for commercial use.

The Low Income Heat and Energy Program or LIHEAP provides money to eligible homeowners and renters to help cover fuel expenses.  To schedule your LIHEAP appointment, please call 324-5762 or 1-800-965-5762 and choose option 1.

Dog license fees are now due for 2019.  $6.00 per neutered or spayed dog, $11.00 per dog capable of producing young. Late fees begin January 1st.  For any questions please contact our Town Clerk, Martha Huff at 929-8552 ext. 18.

Don't forget to enroll in the 2019 Emergency Medical Subscription Plan. This plan offers Hollis residents ambulance transport services for a low annual fee. To enroll, please contact Bennet Flinner at 929-8552 ext. 26 or visit our website at www.hollismaine.org.

5.  Other Business 

     a.  Dogs and cats winter reminder: The Board reminded residents not to leave their pets outside when it's below freezing.

     b. State Rep Don Marean gave an update on Marijuana Legislation. Major change in recreational use is number of plants allowed per adult - it is 3 (was 6) as of 10.18.18.  Marean said if a resident has a citizens petition to allow the selling of recreational marijuana, the Town should consider an article for the next warrant for an opt-in or out on marijuana sales and use.

Thursday, December 20th - Conservation Commission meeting at 5:30pm at Salmon Falls Library

Thursday, December 20th - Untelevised New Town Complex Committee workshop at 7:00pm in the Community Building

Friday, December 21st - 5 Member Select Board Ordinance Committee meeting in the Community Building

Wednesday, January 2nd - Televised Select Board Meeting at 7:00PM in the Community Building

Thursday, January 3rd - 5 Member Select Board Ordinance Committee meeting at 10:00am in the Community Building

Just a few reminders: Town Offices will be closed for the Christmas holiday on the 25th and will re-open on December 26th; we are also closed New Year's Day - Jan. 1st and will reopen on Jan. 2nd.

Also, trash and recycling pick-up for next TWO Tuesdays coming up on Christmas Day and New Year's Day will be picked up the FOLLOWING SATURDAY.

7.  Public Comment: Resident asked if Town pays for health insurance to employees. McCubrey indicated that the Town pays for employee coverage only, not dependents.

8.  Executive Session: none

9. On the motion of Perron and Rogala, the board unanimously adjourned the meeting at 9:17pm. Passed 3-0.
