MINUTES FOR SELECT BOARD MEETING

Wednesday, Dec. 21, 2022 - 7:00PM at the Hollis Community Building

Attendees: Select Board members - David McCubrey, John Rogala and Mary Hoffman; Town Clerk Martha Huff; Select Board Office Asst Bennet Flinner; Camera Operator Ken Knudsen; Special Guest - Gerald Dostie of Maine DOT; Public members - Harlan Huff, Terry Walters

1.   Meeting was called to order by McCubrey at 7:00pm. 

2.   Gerald Dostie of the Maine DOT gave a brief presentation about the Traffic Signal Project @ Route 202/Route4A/Route35. Explained that research completed found the intersection was a danger 3.5 times of what is normally acceptable according to their safety standards. There is an online public program to gather public comments and questions - more information is available on the Town's website or bit.ly/Mainedot/meetings. The MDOT asks that the Town pay the electricity bill for the signal. There will be no land taken, all will be installed within the current right of way. The project is scheduled by the end of 2023. Dostie indicated that he will look into additional signage for tractor trailer trucks since many use Rt 35 to enter Rt 117 to get to Poland Spring, which is not the designated route.

4.   New Business

             a. Prior Executive Sessions – Motion & Vote: On the motion of Hoffman and Rogala, the Select Board unanimously agreed to separate the employment of Debra Stitson in accordance and effective 12/21/2022 and direct Mary Hoffman to handle matters related to the separation. Passed 3-0.  On the motion of Hoffman and Rogala, the Select Board unanimously agreed to extend Ms. Stitson's medical, dental and life insurance benefits until January 31, 2023. Passed 3-0.

             b. Policy #26 – Acceptance for Town Roads amendment: On the motion of Hoffman and Rogala the Select Board unanimously voted to amend Policy #26 as written. Passed 3-0.

             c. Policy #2 – Holiday Schedule amendment. Adding Dec. 30 as New Year Holiday. On the motion of Hoffman and Rogala, the Select Board approved the amended Policy #2 as written. Passed 3-0.

             d. Payroll and Warrant Totals: Warrant last week $543,068; Warrant this week $19,009; Payroll last week $36,751; Payroll this week $12,154.

             e. Purchase Orders: #4201 to Parker Appraisal for Additional Assessment work to complete 2022 commitment not to exceed $13,000 under the Assessor acct; #4185 to VISA for a new air compressor for FD station 2, apparatus air lines and exhaust system not to exceed $1,000 under the FD acct;  #4200 to Northeast Civil Soluions for survery to locate proposed septic system for new town hall not to exceed $1,065.75 under AARPA acct.

             f. Correspondence: none   

5.   Other Business:

  • The Town has hired Amy Paul as the new Asst. Parks and Rec Director. Welcome Amy!
  • Rogala thanked Poland Spring who has donated funds to clean up the invasive vegetation in the Town Pond. It will make fishing and other uses of the pond much easier.
  • The Town is still seeking an Animal Control Officer - Please contact the Select Board if you're interested. Ad is still available to review on our website.
  • Martha Huff, Town Clerk reminds all residents that Dog Licenses are due Dec. 31, 2022. You can face fines if your dog is unlicensed and picked up after Jan. 1, 2023. Please bring your dog's rabies certificiate to Town Hall to license your dog, not the vet bill.

6.   Upcoming Committee and Board Meetings.

• There will be a Planning Board Site Walk at Hillside Estates Subdivision on Hillside Drive tomorrow, December 22 at 3PM. Public is welcome to attend.

• All Town offices will be closed for the Christmas holiday this Friday, December 23rd. Offices reopen on Tuesday, December 27th.

• There will be a Planning Board meeting on Wednesday, December 28th at 7PM

• There will be a Select Board meeting on Wednesday, January 4th at 7PM.

7.    Executive Session - None

8.    Public Comment - Terry Walters indicated that he has followed up with the state and local representatives regarding his concerns about THC poisoning of pets and lack of warning on marijuana product labels, to no avail. Hoffman indicated that she would reach out to Pretti Flaherty for direction on the matter.

9.    Adjournment - On the motion of Rogala and Hoffman, the Select Board unanimously adjourned the meeting at 8:00pm. Passed 3-0.
