MINUTES FOR TELEVISED HOLLIS SELECT BOARD MEETING

12.6.17, 7:00 P.M., COMMUNITY BUILDING

Attendees: Roger Hicks, Mike Seely, Sr., Rita Perron, Bennet Flinner, John Rondeau, Dave McCubrey, Don Marean, Vera Littlefield, Nancy Conway

1. Meeting called to order by Hicks at 7:00PM.

2. Informational update presented by State Representatinve Don Marean on Marijuana Legislation.

3. Town Clerk Update from Martha Huff: Dog licenses are due for 2018. Residents must come into the office to license dogs, online services are not available but will be considered in future.  Martha thanked the staff who worked the election last month. 

2. Old Business 

     a. Non-Municipal funds requests for 2018-19: Seely reports that it will be a separate article on the warrant for approval. Total appropriation is $19,020. Changes suggested and made to the appropriation were lowering the amounts to $1,500 for Anytime Services for Seniors and $1,000 for Life Flight Maine and adding $700 for York County Food Pantry, On motion of Seely/Perron, the Select Board approved the recommendation of the appropriation as it was modified. Passed 3-0-0. 

     b. Department budget requests for 2018-19: Seely reports that the Select Board will be revewing and making their recomendations on department budgets. Each department head will come before the board for review at a Select Board meeting until they are all completed.

     c. Disposal of Tax Acquired Property - 68 Ledgewood Drive. On the motion of Hicks/Perron, the Select Board approved to put this tax acquired property out for bid again with a minimum bid of $18,000.00. All in favor, passed 3-0-0.

     d. Budget Committee: After discussion, no action was taken on Perron's motion to have legal review the repealing of the Budget Committee ordinance.

3.  New Business

      a. Safety Audit: Roger reports that there will be a safety audit with Maine DOT on December 11, 2017 at 1PM on Killick Pond Road per John Nash at DOT. Notice was sent to our Town Attorney, Mary Costigan. She will contact DOT's legal department and get back to the Select Board on her findings.

      b. Policy #10 amendment: On the motion of Hicks/Perron, the Select Board approved to amend policy #10 to not rent out the building for the remainder of the year. Passed 3-0-0. Amended policy signed by the Select Board.

      c. Purchase Orders: For the Hollis Fire and Rescue Dept. for the purchase of a snowblower. 

      d. Warrant and Payroll Totals - Read by Hicks

      e. Statistics: Seely reports that there have been 61 incidents for Hollis Fire and Rescue -  majority are medical transports, 17 well-being checks. Senior citizens are being checked for well being during recent storms and power outages.  CEO building fees to date $34,718. Animal Control Officer had 23 calls last month. Emergency Medical Subscription has enrolled 110 people so far for 2018. 2017 had 113 enrollees total.

      f. Correspondence - Read by Perron

-The Hollis Christmas Fund is accepting donations at the Hollis Town Office for the 2017 Christmas Season. You may bring in new toys, games, sporting goods, hats, mittens, boots and coats or make a monetary donation. Checks made payable to Hollis Christmas Fund. Your Country Store will have tags on their giving tree! Select a tag, purchase the gift and return it by December 8, 2017.   All donations are greatly appreciated!

-LIHEAP provides money to eligible homeowners and renters to help cover direct or indirect energy expenses. In most cases, the funds are distributed directly to the fuel and utility vendors. Homeowners, renters and renters whose utilities are included in their rent are eligible for assistance with direct and indirect energy costs through LIHEAP.

-The Hollis Select Board is looking for town residents with financial backgrounds to be on a selection committee that will recommend 5 members for the new Finance Committee. Please contact the Administrative Assistant to the Select Board if you are interested in being on this committee at adminsecretary@hollismaine.org or 929-8552 x26.

-Dog license fees are due by December 31, 2017 for the 2018 calendar year. Fees are $6.00 per dog neutered or spayed, $11.00 per dog capable of producing young. For any questions please contact Martha Huff, Town Clerk at 929-8552 x18.
